Blane K. DessyExecutive Director, Federal Library and Information Center Committee(FLICC) and the Federal Library and Information Network (FEDLINK)Library of Congress

Blane Dessy has made a career of working collaboratively with a wide variety of libraries and governing bodies and has serviced as a library leader and visionary at the local, state, and federal levels. Before joining FLICC/FEDLINK, Dessy was the director for the U.S. Department of Justice Library staff where he directed the law libraries that serve its senior management and litigating divisions. He created the Justice Librarians Council and the Federal Law Librarians Caucus of the American Association of Law Libraries. From 1994-2000, Dessy served as the first director of the newly established National Library of Education in the U.S. Department of Education. There he created a national network of education libraries, directed the ERIC program, and created EDPUBS, a performance-based contract to manage the distribution of all Department of Education publications. In 1986, Dessy was appointed state librarian of Alabama and led the Alabama Public Library Service in its provision of statewide research, including directing the Regional Library for the Blind and Physically Handicapped. Dessy is an adjunct instructor in Library management and the Federal Libraries Institute at the Catholic University of American School of Library and Information Science. He has a bachelor’s degree in English from the Indiana University of Pennsylvania and a master’s degree in library science from the University of Pittsburgh.

Sally BoskenDirector, US Naval Observatory Library

Sally Bosken is currently the Director of the U.S. Naval Observatory Library, the largest astronomy library in the United States. Before assuming that post in 2006, she directed the research libraries in Bethesda and Reston for the National Geospatial-Intelligence Agency. Her husband’s U.S. State Department Foreign Service career took her overseas for 18 years. She held a variety of jobs (weeded the American Studies Collection at the University of Indonesia, filed cards at the Library of Congress office in Jakarta, taught English at the Japanese school in Seoul Korea, a “docent” for the Harriman art collection in Paris, France and taught 2nd grade in Vienna, Austria.) Her first library job was with the RAND Corporation in Washington D.C. Ms. Bosken is an active member of both SLA and ALA. She is a member of the Military Librarians’ Division and PAM (Physics, Astronomy, and Math Roundtable). She is a member of the Federal and Armed Forces Libraries Roundtable Board of ALA. She served a three year term as an appointed member of the Montgomery County Public Library Board. She is a “Rotating Member” of the Federal Library and Information Center Committee (FLICC) board and has hosted two “Great Escape” visits to the USNO. Ms. Bosken holds a B.A. from the University of Michigan, an MLS from Catholic University and

completed post graduate courses in Library science at the University of Maryland.

Karl Debus-López Chief of the U.S. General Division and Acting Chief of the U.S. and Publisher Liaison (USPL) Division at the Library of Congress (LC)President ALA Federal and Armed Forces Libraries Round Table

Karl Debus-López is Chief of the U.S. General (USGEN) Division and Acting Chief of the U.S. and Publisher Liaison (USPL) Division at the Library of Congress (LC). In his positions he has managerial responsibility for the Cataloging in Publication, ISSN, Dewey, and Children’s and Young Adults’ Cataloging programs at LC. The USGEN and USPL divisions are also responsible for selecting materials received in all formats from the Copyright Office and CIP Program for the permanent Library of Congress collections. Prior to working at LC, Karl was Head of Acquisitions and Chief Collection Development Officer at the National Agricultural Library. He has also worked at Georgetown University as Associate University Librarian for Collections and Technical Services; the University of Wisconsin-Madison as Head of Acquisitions and Serials; Head of Technical Services at the Executive Office of the President Library; Head of the Order/Fiscal Unit at the National Agricultural Library; and Serials Acquisitions Librarian at the National Library of Medicine. Karl has held numerous positions in ALA ALCTS, including Chair of the Acquisitions Section. He is currently President of the ALA Federal and Armed Forces Libraries Roundtable. Karl has a B.A. in History and Government from Cornell University, a Master’s in Regional Planning from Cornell University, and a Master’s in Library Science from the University of Maryland.

Jessica HernandezLibrarianU. S. Food and Drug Administration Biosciences Library

Jessica Hernandez is a new federal librarian at the U.S. Food and Drug Administration (FDA)'s Biosciences Library. Her work at FDA includes: information services, instruction, web development, library technology planning and training, marketing and outreach.

She obtained her undergraduate degree at Indiana University, and received her MLS from the University of Arizona's Knowledge River Program. She has a special interest in emerging technologies and is currently pursuing a MS in Educational Technology.

Jessica was a REFORMA-sponsored ALA Emerging Leader (EL) in 2010, and worked on a special project for ASCLA with her EL team.

Virginia SanchezIntelligence Analyst, Department of Homeland SecurityIntelligence Specialist First Class, United States Navy Reserve1st degree black belt, Soo Bahk Do

Virginia, a Southern California native, was a Reference Librarian at Long Beach Public Library and Councilor at-Large, ALA (2005-2007) when she was called up to active duty by the Navy Reserve. During her preparation for deployment to Afghanistan as an Intelligence Analyst she trained with the Army in weapons such as the M9 9mm pistol, M4 rifle and 240B machine gun, as well as High Mobility Multipurpose Wheeled Vehicle (HMMWV) or “Humvee” driving and maintenance, breaching and clearing buildings, and Combat Lifesaving skills. While stationed at Camp Blackhorse in Kabul Province, Afghanistan, she observed that the Forward Operating Base (FOB) and Camp “libraries” lacked staffing & organization, so she set about building her Camps’ library into a contributing aspect of camp life. She requested and received donated boxes of books from churches, schools, private persons, and a very welcome contribution from the Naval War College library where the collection was being weeded. Virginia received an Army Commendation Medal for her work both as an Intelligence Analyst and for her literacy efforts while deployed. She was awarded the 2009 NOMAR Award as the Navy’s Mexican-American service member making a sustained contribution in the Global War on Terrorism. In 2010, Virginia was a Library Journal Mover and Shaker. The Navy promoted her to the rank of Chief Petty Officer in 2010. Virginia enjoys motorcycle riding, photography, and reading.

Mary Augusta Thomas is Deputy Director of the Smithsonian Institution Libraries guiding the operation of twenty libraries located in each of the museums and research institutes of the Smithsonian.

Ms. Thomas is the author of An Odyssey in Print: Adventures in Smithsonian Libraries, 2002, and editor of Information Imagineering: Meeting at the Interface, with Milton Wolfe and Pat Ensor, 1998.

Mary Augusta serves on editorial advisory boards for professional journals (Library Leadership and Management and portal: Libraries and the Academy) and actually reads books.

Adriana Younskevicius Senior Client ManagerLAC Group

Adriana has nearly 20 years experience working in library and research communities. Currently, Adriana is a Senior Client Manager with LAC Group, where she provides leadership, corporate oversight, and project management for federal government, law firm, and corporate contracts. Prior to LAC Group, Adriana worked as a Senior Research Specialist with FedSources, a provider of government market intelligence services. Adriana has also worked at the U.S. Department of Justice (DOJ) where she created and served as the manager of the library for the Professional Responsibility Advisory Office (PRAO). She later moved to the staff of the DOJ Main Library.

Prior to Adriana's work at DOJ, she was the Head Law Librarian at Xerox Corporation. There she was responsible for the management of a law library system which included six locations in the United States and one location in London, England. In addition, Adriana has experience with law firms in the District of Columbia, Florida, and Oregon: Covington & Burling, McDermott Will & Emery, Tonkon Torp, and Carlton Fields. She has also worked in part-time assignments for the Oxford University Press' Oxford English Dictionary (OED) and at the University of Connecticut's Jeremy Richard Library in Stamford, Connecticut.

Helen Q. Sherman Director, Users Services, Defense Technical Information Center (DTIC)FLICC Education Working Group Chair

Ms. Helen Q. Sherman serves as Director, Users Services, for the Defense Technical Information Center (DTIC) at Ft. Belvoir, VA, and manages a staff of over 60 personnel involved with Registration, Marketing, Reference, Training, DTIC Web services, and Special Programs, such as the coordination of DTIC conferences. She started her federal career in 2000 as a reference librarian for the Marine Corps. At DTIC she has also worked as a librarian, analyst, database instructor, team leader, and deputy director.

Ms. Sherman earned her B.A. at the University of North Dakota, her M.ED. at Auburn University, and her M.S.L.S. at Catholic University of America.

As an adjunct instructor, she taught the core course “Reference Sources and Services,” for Catholic University. She is currently the chair of the FLICC Education Working Group that plans training for federal librarians and technicians; the FAFLRT representative to FLICC; the ALA Education Assembly Liaison for FAFLRT; and the past president of Iota Chapter, Beta Phi Mu Library and

Information Studies Honor Society.

Robert R. Newlen is the Assistant Law Librarian for Collections, Outreach and Services in the Law Library of Congress, Library of Congress. He previously served as Assistant Director of the Knowledge Services Group of the Congressional Research Service, Library of Congress, where he has worked for 35 years. He graduated with a B.A. from Bridgewater College, an M.A. from American University, and an M.S.L.S. from the Catholic University.

He is a frequent speaker on resume writing and interviewing and author of "Resume Writing and Interviewing Techniques That Work: A How-To-Do-It Manual for Librarians," Neal-Schuman Publishers (2006). He has served as Director of the Board of the District of Columbia Library Association, a member of the Executive Board of the American Library Association, and as a Trustee of the American Library Association Endowment.
