LIABILITY
RISK MANAGEMENT
-Is a set of activities to ensure the best possible outcome after the event and/or achieve the most predictable consequences ( Hopkin, P. 2013)
- it is about achieving the best possible outcome for the organization by preventing negative events, minimizing the damage done by those events when they do occur and containing the costs after the event (Hopkin, P. 2013)
-The state of being responsible for something, especially by law (Webster Dic.)- The state of being legally responsible for something (Oxford Dic.)- concerned with a breach of duty through negligence - the responsibility to perform a duty to a particular group, it is an obligation to provide a standard care required by law and enforced by court action( Pangrazi,R.P. &Beighle, A.,2013)
Article 14 Sec. 19(1)The State shall promote physical education and encourage sports programs, league competitions,
and amateur sports, including training for international competitions, to foster self-discipline, teamwork, and excellence for the development of a healthy and alert citizenry
. (2) All educational institutions shall undertake regular sports activities throughout the country in cooperation with athletic clubs and other sectors. , the program offers free training to students and out-of-school youths to teach them the fundamentals of various sports, including basketball, soccer, track
and field, swimming, and taekwondo. It is also aimed at tapping, training and developing future national athletes.

memoranda and bulletins. They are aligned with national priorities and contribute to the achievement of development goals. (Mariñas,Ditapat, 1995)
EXECUTIVE ORDER NO. 117, s. 1987 (REORGANIZATION OF DECS) The Department shall be responsible for the formulation, planning, implementation, and coordination of policies, plans, programs and projects in the areas of formal and non – formal education at all levels: elementary, secondary, higher, technical – vocational, non – formal, sports and culture.
