What is Lifelong Learning?Lifelong learning is defined as “all learning activity undertaken throughout life, with the aim of improving knowledge, skills and competences within a personal, civic, social and/or employment-related perspective”.

It is often considered learning that occurs after the formal education years of childhood (where learning is instructor driven - pedagogical) and into adulthood (where the learning is individually driven - androgogical).

It is sought out naturally through life experiences as the learner seeks to gain knowledge for professional or personal reasons. ‘Knowledge results from the combination of grasping experience and transforming it’ (Kolb 1984: 41).

The concept of lifelong learning has become of vital importance with the emergence of new technologies that change how we receive and gather information, collaborate with others, and communicate.

• Czech RepublicAs the first university in the Czech Republic to do so, Masaryk University has successfully opened the prestigious MPA (Master of Public Administration) and LLM (commercial law) programmes, thus expanding its offer of internationally recognized qualification standards in the area of professionally-oriented graduate studies.

The MPA programme focuses on developing legal skills essential for future public administration professionals. MPA studies are jointly administered by the Faculty of Law, Faculty of Economics and Administration and Faculty of Social Studies.

The LLM programme represents a new qualification standard in the Czech context; corresponding to an MBA; however, it focuses on law instead of business.

Accreditation for both programmes is provided by the prestigious Nottingham Trent University, tasked with granting diplomas to successful graduates. (Masaryk 2010: 16)

• The German experience in building learning communities based on the Learning Region Networks and Learning on Place Programs holds considerable interest as a laboratory for testing approaches to lifelong learning in cities and regions.

• The fundamental tenants of A Memorandum on Lifelong Learning and the OECD learning city and regions principles have been progressed. (Kearns, 2012)
