Provide a Safe Tornado Shelter for Area Residents There is no available tornado-safe shelter for the 1,669 students, staff, faculty, residents,
and business workers that are within a five minute radius of this location. This project will provide the needed shelter 24-7 and mitigate injury and loss of life in the event of a tornado by providing accessibility to a shelter.
Promote Student Engagement through Extra-Curricular Activities Through massive amounts of national research over an extended period of time, we know
that students who are engaged in extracurricular activities are significantly more likely to succeed academically than those who simply commute to campus. Because of this, Missouri State University-West Plains has dreamed for years of providing a more complete collegiate experience for students by constructing a multi-purpose facility. In fact, a multi-purpose facility has been included in both the Master Plan Visioning Guide and Long Range Plan for years. The proposed shelter would accomplish much of what has been envisioned for students by providing multiple indoor recreational opportunities in the heart of the campus. The fact that the federal government would provide much of the funding is a substantial bonus to the original dream.

Actual prices will not be known until the project is publicly bid.
Price estimates are based upon local FEMA emergency shelter projects.

The University is unable to fund approximately $901,000 from University reserves.
An auxiliary bond (loan) is a method to fund the University’s financial responsibility for project costs.
Terms of the bond:

Approximate annual payment: $64,000

PROJECT: Bonding
$25 fee per semester (fall, spring & summer).
Same guidelines as the Capital Projects Fee and Student Activity Fee. Students taking only online classes will not be assessed the fee.
A+ eligible.
Fee would begin for the Fall 2010 semester.
Estimated annual fee income based upon Spring, Summer, Fall 2009 enrollment.
$88,250
Estimated annual bond payment (25 years, 5%).
$64,000
Additional income would be utilized for student employees, Custodial staff, utilities, operating expenses, equipment, etc…
Adjust fee if needed after long-term analysis.
If a student fee is not approved, the project will not take place.
