The University, envisioned by the very dynamic Chief

Minister of Gujarat State – Hon'ble Shri Narendra Modi,

was established to fulfill the acute shortage and

increasing demand of Forensic Experts around the globe,

with an objective of making the world - a better place to

live in; by creating tremendous amount of manpower,

competent enough to serve the needs of today's crime

struck society and thus strengthen the criminal justice

delivery system.

“Education through Investigation”, the Gujarat

Forensic Sciences University (GFSU) aims to be an

international standard learning resource centre,

providing excellent theoretical knowledge and advanced

technical training, in real time investigation scenario;

together with offering an environment of high level

ethical practices.

Established by the Government of Gujarat, under the flagship of Home Department – Government of Gujarat State,

The Gujarat Forensic Sciences University is a highly specialized higher education institution that came into existence

through an Act: No. 17, passed by the Gujarat State Legislative Assembly, dated the 30th of September 2008.

It is the only university across the world, dedicated to Forensic & Investigative Science. The University started

functioning from July 2009 onwards and in May 2011, received recognition by the 'University Grants Commission';

as a State University, under Section 22 of the UGC Act 1956. It is located at Gandhinagar - the capital city of the

State of Gujarat, which is a vibrant; industrious; safe and business friendly State of India.

The University is segregated into three academic departments, namely: Institute of Forensic Science, Institute of

Behavioural Science and Institute of Research & Development. It currently offers only postgraduate level academic

programs.

The University runs in parallel association with the Directorate of Forensic Science (DFS) - Gujarat State, to provide

hands-on training. DFS - Gujarat State is a state-of-the-art; NABL accredited; ISO-IEC 17025:2005 certified

laboratory, maintaining international standards in terms of infrastructure and facilities for Forensic Analysis.

The GFSU's Ultramodern Campus construction is already underway; near the DFS premises, on a government

allocated land of 50,000 Square Meters. The foundation of the University's campus was laid by the Hon'ble CM of

Gujarat State, on the 10th of October 2011.

The University is headed by the Director General; followed by the Registrar and a Director; as Head of each of the

Institutes.

The highest body of the University is the 'Board of Governors'; having the Director General of the University, as its

Chairman.

I take this opportunity to place on record,

the successful completion of three years of

this super specialized University. The

University has tried its best to achieve

international standards in providing quality

education & research and be the best in the

country, so as to fulfill the dream of our

Hon’ble Chief Minister – Shri Narendra Modi,

due to whose vision this University has come

into existence.

The University began with only five academic programs, in the year 2009 but currently runs around 20 highly

specialized courses. It has also undertaken specialized Research & Developmental work in this short span of three

years, where three students have successfully completed their Ph.D.’s.

To motivate students we announced various Awards for meritorious students belonging to Forensic Science course.

We are also considering award for students of the Forensic Psychology program. The University aimed to invite

minimum one, ‘Overseas- Visiting Faculty’ every year and has been successful in maintaining this trend for the past

two years.

The University has also established a full-fledged Placements and Career Guidance Cell and almost the entire first

batch of university students, found successful placements across the country. It is one of the very few institutions in

India, to start a department exclusively dedicated to Coordination of International Affairs, facilitating world class

opportunities.

In addition to providing best quality education, we’ve also undertaken various training programs, in collaboration

with the Bureau of Police Research & Development-MHA-GOI, Gujarat State Judicial Academy, World Wildlife

Federation, NABL, NIA, etc. for imparting training to judges, police officers & others.

The University has also made collaborations with over 20 organizations of National & International repute. Some of

the very best Research Laboratories of both Public and Private Sectors have been recognized as Research Centers of

this University; for conducting exemplary research & development work.

Director General

Dr. J. M. Vyas (M.Sc., Ph.D., LL.B.) is working as the Director General of Gujarat Forensic Sciences University –

Gandhinagar, since February 2009.

He worked as the Director for the Directorate of Forensic Science – Gujarat State, from 1993 until 2009 and is also

currently holding the additional charge of the same.

He has been elected as the Organizing Committee member for INTERPOL’S Forensic Science Symposium - 2010 &

re-elected for the term 2011 to 2013, as well.

He was awarded with the President's Police Medal for meritorious services in the field of crime investigation, on the

eve of Republic Day, in 1997.

He was also adjudged as the Best Forensic Science Laboratory Director of the country and was awarded with a

Commendation Certificate by the Hon’ble Deputy Prime Minister at the 15th All India Forensic Science Conference,

in 2004.

Dr. Vyas was Awarded with the ‘Life time Achievement Award’ in the area of Forensic Chemistry by Amity University

& All India Institute of Medical Sciences – New Delhi, in October 2008.

He holds a large number of publications, in various journals of national & international repute and is a very well

known Forensic Expert of the Country.

The Hon. Chief Minister of Gujarat State, saw a dream and

our respected Director General - GFSU fulfilled it! We have

walked quite a bit since then. It has been three successful

years, and I am so glad to see the rigorous development

that the University has undergone and also proud of the

team work that my dear staff members carried out, in

making this beautiful dream come true.

This was a first of its kind initiative by the Government of

Gujarat; born & nurtured during the SWARNIM JAYANTI

(Golden Jubilee Year) of Gujarat’s establishment, and as a

result of the SWARNIM SANKALP (Pledge taken by the

Government of Gujarat, towards further improvements in the

society) !!

Today I can confidently say that we’ve actually succeeded in

making this University, different. Forensic Sciences will surely

lead the path in upbringing our nation; by way of supporting

the criminal justice system and thus reducing crime, which is

destroying our peaceful society day-by-day.

I would only like to request my fellow colleagues and dear

students, to keep providing us their valuable support, as we

still have a long way to go. This reminds me of Robert Frost,

who very rightly said, “But I have promises to keep, and

miles to go before I sleep………” That should be our spirit!

Last but not the least; I would like to share my only Mantra

of Success…… “Always Think a bit Higher and Always Look a

bit Higher, in life……”

Mehul K. Dave (G.A.S.)

Registrar

Shri Mehul K. Dave is the first Registrar of the Gujarat Forensic Sciences University. He is a Gujarat Administrative

Services (G.A.S.) Cadre Officer of 1996 batch. He has remained a Deputy Collector, for a duration of Sixteen years

now, and was placed in various important departments of Gujarat State Government, such as Revenue; Information

& Broadcasting; Home; etc., during this period.

Shri Dave was appointed as Officer on Special Duty (OSD) to Chief Minister of Gujarat State, during the year 1999 to

2001. He is a Graduate in Science (Physics) and also holds a second Bachelor’s degree in Legislative Law. He

practiced as an Advocate in the High Court of Gujarat, during the few initial years of his career.

In April 2012, he was nominated by the Department of Personnel & Training - Government of India, to attend a two

weeks long Professional Training course on Governance and Anti - Corruption Methods, at Asian Institute of

Technology – Bangkok.

He was also appointed as the first Registrar for Children’s University (established by the Government of Gujarat) and

did hold this additional charge for a period of around nine months.

He is one of the very few ‘Gujarat Administrative Services’ Cadre officers, to be deputed as Registrars in various

State Universities.

Gujarat Forensic Sciences University’s current building

comprises of classrooms equipped with projectors,

laboratories, library, administrative wing, computer lab,

R&D labs, etc. The architectural design for University’s

new campus of 50,000 Sq. Mtrs. has already been

finalized and this ultramodern campus is currently under

construction. It will be centrally air-conditioned, eco-

friendly & green campus, with high intelligence security

systems, hostel / guest house facility, swimming pool,

amphitheatre, gymnasium, huge playground, cafeteria,

large auditorium of 560 seating capacity, lecture

theatres, well equipped laboratories and a Learning

Resource Centre; inclusive of Computers with Internet

facilities, together with a voluminous collection of both:

Electronic & Printed – Books, Journals, Paper Reviews

and Articles.

A world class underground Ballistics Research Centre, an

intelligent laboratory and an ultramodern; underground;

mini auditorium of 250 capacity, are certain other special

features of this campus.

During the span of three years, the university created

many stride marks. Some of the highlights of the

activities undertaken are mentioned below:

• August 2009: The academic programs of the

university were launch by the Hon’ble CM of the

Gujarat State.

• April 2010: University organized The First

INTERPOL meeting to promote the use of DNA,

DVI and Fingerprints in Identification in Asia; for

experts of SAARC countries, in collaboration with

INTERPOL Headquarters – Lyon, France.

• May 2010: Director General-GFSU was appointed

as a member of NICFS Advisory Council, formed

by Ministry of Home Affairs, under the

Chairmanship of Union Home Secretary.

• January 2011: 31st National Annual Conference

of the Indian Association of Clinical Psychologists

was hosted for the first time in the State of

Gujarat.

• February 2011: Dr. Jurrien Bijhold from

Netherlands Forensic Institute took lectures on

Forensic Digital Image Analysis. “National

Seminar on Uses of Digital Images in Forensic

Investigation”, was conducted for the F.S.L.

experts of the country.

• March 2011: Organized First International

Conference on Forensic Nanotechnology and

Launched “E-Crime Reporter”- world’s first

newsletter dedicated to Digital Forensics.

• May 2011: The University got recognition from

the University Grants Commission; as a State

University, under Section 22 of the UGC Act –

1956.

The M.PHIL. - Clinical Psychology Course run by

the Institute of Behavioural Science, was

recognized by the Rehabilitation Council of India.

• July 2011: Workshop on Strengthening Wildlife

Enforcement for Wildlife Protection in South Asia

was organized for Forest Officers of SAARC

Nations, under the aegis of South Asia Wildlife

Enforcement Network (SAWEN) Secretariat.

• July 2011: GFSU experts conducted Technical

Audit of State Forensic Science Laboratory – New

Delhi.

• September 2011: Director General - GFSU

attended INTERPOL'S Forensic Science Managers'

Symposium – 2013's 'Organizing Committee'

Meeting, at Madeira - Portugal.

In collaboration of JSS University - Mysore, GFSU

organised International Symposium on Forensic

Science Services - 2011.

• October 2011: Foundation Stone of University’s

Campus was laid by the Hon. C.M. - Gujarat State.

• January 2012: 21st January 2012 was celebrated

as Forensic Psychology Day; by the University, for

the first time in the world. The Principal Secretary,

Home Dept. – Govt. of Karnataka, inaugurated

the event.

• February 2012: Three Visiting Faculties from

Overseas, Dr. James Hamby; Mrs. Patricia Hamby

from USA and Mr. Nadav Levin from Israel, gave

lectures to the students and also conducted

“National Seminar on Firearms & Toolmarks

Investigation”.

• March 2012: Organized Satellite Symposium on

Chemical Sciences; in association with Directorate

of Forensic Science Services – New Delhi and IVth

All India Conference of Directors of Fingerprint

Bureaux; in collaboration with National Crime

Records Bureau – New Delhi.

Eligibility Criteria

Application & Selection Process

Please see Institute-specific leaflet for details regarding eligibility for individual courses.

The Interested Candidates for all Categories seats have to apply directly to the University; if they fulfill the required

Eligibility Criteria, by duly filling in an Application Form (available online at, www.gfsu.edu.in) and sending a

Demand Draft for the Application Fee, amounting to INR 1000/-, in the name of: “The Registrar, Gujarat Forensic

Sciences University”, payable at Gandhinagar. The selection on NRI/ NRI Sponsored/ Foreign Student seats is made

on a merit basis only, they will be exempted from appearing into the University’s Entrance Test, which is normally a

pre-requisite for all other candidates. For other categories seats, the students have to appear in the University

Entrance Examinations and selection criteria (for most courses) is based upon merits calculated by combining scores

obtained in GFSU’s Entrance Examinations, along with the Marks obtained in Last Graduation / Post Graduation

Accommodation

Transportation

Placements & Career Guidance Cell

Separate Hostel Facilities will be available for non-resident Boys and Girls; within the University Campus, which

includes: fully furnished Rooms with attached Baths (on a twin sharing basis); a Mess; Launderette and a

Recreational Centre. The Accommodation Fee and other details may be obtained from the University Office.

Separate “Application Forms” for availing Hostel Facility are available on our website, which may be downloaded

and submitted, together with the Application for admissions, in order to obtain University Hostel Accommodation

on time. The accommodation will be allotted on a first cum first serve basis, as limited numbers of rooms are

available.

The University offers a Bus facility for Ahmedabad & Gandhinagar students, on a nominal charge basis. Students,

who are interested in availing this option, will have to submit a separate application form for requesting

transportation, at the time of admissions. The Transportation Application Form may be downloaded from university

website. Transportation Fee & other details are available on request, from the University's Office.

The University provides 100% Placement Assistance and has created a full fledged Placements & Career Guidance

Cell, which works rigorously throughout the year, arranging placements for its students, in various organizations

around the world.
