Workshop Objectives
Delegates will understand:
changes to the Common Inspection Framework from Sep 2009 (and the Jan 2010 updates
the relationship and importance of E & D to the inspection process and how Ofsted inspects it
the need to and how to incorporate E & D into the SAR at all levels
Possible changes to inspecting E & D, Safeguarding and to the CIF from January 2012

Many additional areas are graded by inspectors and can affect overall judgements
CIF applies across all Ofsted remits Backed up by “context” guidance handbooks New Guidance Handbook came out September

What is meant by equality
Changes in the new Ofsted CIF
• How well achievement and progression data of different groups is collected, analysed and used to set targets for improvement
• Active and effective promotion of equality and diversity
Work on E & D has had a strong impact across the provision
E & D to be part of strategic development
Increased focus on reporting to and action by Governors and Trustees
Changes in the new Ofsted CIF cont:
An ability to demostrate effective arrangements to protect learners, teching and support staff from all aspects of bullying, harassment and discrimination
How well learnerrs understand E & D and how re-enforced in learning, tutorials and reviews
The extent to which complaints relating to E & D are recorded and acted upon
Inspectors evaluate how well
E & D are managed amongst learners, staff, employers, parents and other partners
Providers self assess the impact of their work on E & D and take appropriate action
Ensure that all leaders, governors, staff and learners are regularly trained and updated on E & D
Manage incidents and complaints specifically about disability, gender and race equality
What Ofsted said was outstanding! Well promoted and embedded E & D throughout
the college or provider College or provider prioritises impact
assessment for those E & D policies that affect learners
Senior managers provide strong leadership No significant differences between different
groups of learners Advanced practitioner for E & D Excellent and comprehensive use of data at all
levels
Outstanding E & D cont:
Staff and learners fully aware and supportive of E & D policies and practices
A governor/trustee with a role to monitor E & D and report to governing body/supervisory board
E & D permeate the college and /or provider Outstanding provision for literacy and numeracy Diversity embedded into the curriculum Governors/directors/trustees receive detailed reports on
progress against race, disability and gender Accurate and evaluative self assessment of E & D
What Ofsted said was Grade 4 in an FE college :
Promotion of E & D is inadequate
No analysis of data for E & D at curriculum level
Gap between learners with learning difficulties/ disabilities significant and widening
Too little action by managers to narrow this gap
Variable impact of E & D training with weak promotion of E & D in a number of curriculum areas
Grade 4 continued:
Adequate policies on E & D but insufficient understanding by staff and learners
Managers slow to develop equality impact assessments
Enrichment activities available but insufficient analysis of participation

Possible shape of a new CIF
Emphasis will be on Outcomes and Quality of Provision
No separate Leadership and Management section (embedded into Outcomes and Quality of Provision)
No separate E & D and Safeguarding sections (embedded into Outcome and Quality of Provision)
Possible there will be no “Limiting Grades”
