The Information Technology and Business
Process Management (IT-BPM) industry has
grown to be the second largest source of
dollar income for the Philippine economy,
according to the Information Technology and
Business Process Association of the
Philippines (IBPAP). In 2015, the industry
generated 1.2 million direct jobs and US$ 22
billion in revenues (INQUIRER.NET, 2016).

The Bangko Sentral ng Pilipinas (BSP) also
revealed that “should current growth rates
continue, the IT-BPM industry will overtake
Overseas Filipino Worker (OFW)
remittances by 2017”, proving that Filipinos
do not need to leave the country to provide for
their families with millions of BPO jobs

ICTs also support innovation that has created
new, more flexible forms of employment and
work:
ONLINE CONTRACTING uses ICT to increase
access to work opportunities worldwide,
mainly for smaller employers. Popular services
include oDesk and Elance. In 2012, about 2.5
million jobs were posted on these services, for
tasks ranging from writing to customer service

Elance and oDesk merged on December 2013

Upwork was formed 18 months after Elance and oDesk announced their merger on
December 18, 2013 to create Elance-oDesk, an online workplace with a combined total 8
million registered users.[7] oDesk was founded in 2003[8] by Odysseas Tsatalos and
Stratis Karamanlakis.[9] Elance was founded in 1999 by Beerud Sheth and Srini
Anumolu.[10] With the launch of Upwork, the oDesk platform was upgraded and rebranded
and the company announced that the Elance platform will be phased out within a couple of

ICTs create opportunities, but also pose new
challenges for workers and employers.
By enabling new forms of work, ICT also
changes the structure of jobs, the way people
develop their career, and the way they work.
Many ICT-enabled jobs are temporary or
contract-based, for example, leading to a
separation of work from social safety nets such
as health insurance or pensions.
But, for young people especially, they offer a
way into more formal careers, as well as
providing a supplementary income.

To maximize the positive impact of ICTs on
employment, policymakers is recommended to
pay attention to five enabling systems, adapting
the mix as needed to the country context:
HUMAN CAPITAL SYSTEMS: A labor pool with
appropriate ICT skills, and the awareness and
soft skills that give competitive advantage in
the labor market.
