I am writing this letter seeking your support of the Industrial Engineering Licensure Law of 2006. As a long time practitioner of Industrial Engineering it has been our utmost goal for the passage of this proposed legislation. It has been presumed that this proposed legislation is undergoing discussions in congress and the senate. Please refer to attached presentation copy . This could be true as the discussions on this proposed legislation are not published publicly. How does the industrial engineering community in the Philippines know the progress of these discussions and how far has the proposed legislation moved in closer for approval.We would like to be at the same level of the other professional engineering branches such as the Mechanical Engineering, Chemical Engineering, Civil Engineering, Geodetic Engineering, Electronics & Communications Engineering, Mining Engineering and other engineering who were granted licensure by the Philippine government. Why can’t we industrial engineers who are now in considerable numbers also be granted the same status and privileges of those other licensed engineers? Like those engineers who have passed the licensure exam, professional industrial engineers (PIEs) follow the same principles of having fulfilled the education and experience requirements and passed the rigorous exams that will be required under this proposed industrial engineering law. PIE’s will take the same legal responsibility for their industrial engineering designs and are bound by a code of ethics to protect the working environment, public health and safety. The passage of this proposed legislation will generate many benefits for our nation building such as that it will:

1. Regulate the professional practice of Industrial Engineering in the Philippines.

2. Enhance the industrial engineering profession in the national and international level.

3. Require candidates who fulfill the education and experience requirements and passed the rigorous exams that, under licensure laws, permit them to offer engineering services directly to the public. Licensed industrial engineers take legal responsibility for their engineering services and are bound by a code of ethics to protect the working environment, public health and safety.

4. Generate improvement in the quality of industrial engineering education as educators of industrial engineering courses will be required to have an IE license before they can teach.

5. Mandate that office and manufacturing layouts and equipment will be designed, evaluated and signed off by a license Industrial Engineers prior to installation or constructions of such facility.

6. Require that project feasibility studies for new office buildings, production plants, warehousing or other operation facility for profits be submitted to financial institutions for funding should be prepared and signed off by a licensed industrial engineers.

7. Require Consulting Engineers in industrial engineering to possess an IE license before they can practice.

8. Require that new development of automation processes should be approved and in consultation with a licensed industrial engineers.

9. Require licensed industrial engineers to support the Workload Optimization Act of 2006.

10. Require licensed industrial engineers to perform office and manufacturing ergonomics as a requirement for providing employees comfort in the workplace and reduce workmen’s compensation payments.

11. Require licensed industrial engineers to have manufacturing and office establishments comply with occupational safety and health act.

12. Require that resolution of capacity, quality and productivity issues when brought to trial in local court will have the services of a licensed industrial engineer.

13. Require employers that engineers tend to or are working as an industrial engineer shall have a licensed to practice otherwise will be subject to fines or penalty.

14. Will require educational institutions and employers to follow the guidelines of the Industrial Engineering licensure laws as mandated.

15. Will not be able to use the title of “Industrial Engineer or Professional Industrial Engineer” unless he or she passed the licensure requirements.
