Strict Construction-

Led by Anti-Federalist Thomas Jefferson, he envisioned a Congress with the powers of:

Expressed Powers

Implied Powers which were key to carry out the expressed powers

Jefferson, along with the other Anti-Federalists wanted to keep as much

power in the States as possible
