Loose sentences are used to get to the point faster.

Some examples are…

I found a large hall, obviously a former garage, dimly lit, and packed with cots.

Florida is a great vacation spot for families, with Disney World, Universal Studios, and Sea World.

I went shopping yesterday, went to the movies, and ate candy.
