2. + Problems 1. lack of paper-based books for schools and
universities; 2. lack of qualified teachers and instructors; 3.
quality of the printed materials leaves a lot to be desired; 4. the
mindset of people.
3. + ICT infrastructure less then 10% of schools have Internet
access; Internet penetration in the country is about 36%. About 70%
of Internet users are in the capital; Mobile networks cover 95,7%,
20% of Internet users. In general, Kyrgyz ICT infrastructure is
ready to start using OER, but there is no content available.

analysis Development of the national concept for OER (May -
September 2014); Building Coalition to promote OER (2014-2015);
Creating a single national repository for OER materials (2014-2015)
Development of free e-learning courses and books available to the
public (2014-2017) Increase professional skills of teachers and
instructors, enable them to use OER (2015-2017) Change and enforce
legislation for OER (2015-2017)
5. + Priorities Schools; Universities; Science
6. + Obstacles to overcome Teachers are afraid and unwilling to
use new resources. How you solved it? The creation of local OER
materials requires time and recourses. Is that better to take from
other languages and translate it? Experience and best practices.

7. + Positive impact Few projects gives their mobile apps code
and website codes under CC for anyone. (www.tili.kg) Currently in
process is project for making interactive books. Will be released
in 2014 for beta testing. Sharing is more common among younger
generation in town.
8. + The end Creation and implementation of the OER principles
in Kyrgyzstan will help overcome numerous problems stated above,
and bring education in the country to a new level. The results of
the current work will be seen only in 5-10 years; that is why it is
so important to promote the idea of OER for its successful
implementation in the near future.
