"Framework," "fabric," "harmonise," "distributed," "interoperability"- are all words of equivocation & prevarication. They are presented as mechanisms to ensure robustness and to distribute risk, but they are usually code-words used to disguise and provide a polite veneer to struggle over control of resources and money.
