there are no citizens

behind it

Urban reformation is today often associated with

Through the development of green space, libraries, public

parks, and pedestrian friendly streets, Enrique Peñalosa helped

transform Bogota into a public city.

Urban change can be led by people.

Only if people find ways to express their

needs and ideals.
