Asking each actor how it applies the element vis-à-vis other actors

and also how it perceives the application of other actors to the same element

cooperation between different stakeholders?

Supply side:Increase employability

Engage businesses (public, private and associations) with public administration (at central, regional, local levels) in determining skills deficit, and designing curricula and training programs.

Initiate a social dialogue to change students and parents perspectives' about VET.

Demand side: Create job opportunities

Engage businesses and administration in:improving business

environment and encouraging employment intensive investment.supporting MSEs, create niche

markets, and promote innovation and clustering.

Promote entrepreneurship and self employment.

Supply side:Increase employability

Create a “Local Employment Forum”, in the spirit of Local Economic Development Forum.

The forum represents a platform for dialogue and policy reforms.

Members of the forum include local authorities, service providers (public & private(, NGOs, development agencies, financial institutions, students, parents, local media, etc.

Through the forum, all stakeholders will be engaged in VET process starting from planning to impact assessment.

Promote the notion of territorial cohesion.

Demand side: Create job opportunities

Promote the notion of territorial cohesion.

Encourage the concept of “contractualisation” between different administration levels.

Demand side: Create job opportunities

3. What can ARLEM network do to support regional authorities

to develop education and training to meet the local

needs?

MULTILEVEL GOVERNANCE IN EDUCATION AND TRAINING

Role of ARLEM (1)

Promote the adoption of the subsidiarity and proportionality principles.

Support the mutual recognition of diplomas and qualifications.

Support the adoption of standards for quality and efficiency of education and training systems.

Encourage member states to adopt “dual education systems” to ensure partnership between governments, private institutions, NGOs, development agencies, etc..

Promote the importance of developing comprehensive information systems for the region.

MULTILEVEL GOVERNANCE IN EDUCATION AND TRAINING

Role of ARLEM (2)

Support the creation of a regulatory and institutional framework for cooperation and social partnerships between member countries.

Coordinate efforts with UfM Secretariat to ensure that education and training policies are supporting regional sustainable urban development.

Support the provision of finance to education and training projects, especially for small-scale and bottom-up initiatives, in the region through international finance institutions.

Role of ARLEM (3)

Create a platform to encourage the exchange of knowledge and good practices.

Promote social dialogue between education and training stakeholders between Northern and Southern Mediterranean countries.
