Theoritical Framework/Key Concern

1. Public PolicyAccording Islamy (2004:17) as for the political scientist Harold Lasswell and-philosopher Abraham Kaplan stated that: “ ... policy as a projected program of goals, values, and practices“

2. Advocacy Coalition FrameworkThis framework, developed through a collaborative effort Sabatier and Jenkins-Smith (1993.1999) on Nur Fitria (2009), who considers that the policy process is not simply the result of competition among various interests in roomates financial resources and institutional rules are dominant, but is also shaped by policy-oriented beliefs and policy learning.

Identification of Alternative Policy

1. Verify, Define, and Detail the Problem

BLU is the impact of globalization. This occurs because of changes in the education system prevailing in different countries consequential to the changes in the higher education system in Indonesia.

There is a problem of accessibility that led to a sharp gap between the have a group among the have not. In addition to intellectual sieve, PT BHM also make a financial sieve so surely among the have not do not have tickets to distribute educational needs

2. Establish, Evaluation Criteria

First, the cost calculation. Like what economic cost of the policy is implemented.

Second, how the gains achieved in the policy. Is the present policy is capable of handling pre-existing problems.

Third, the effectiveness of the existing policy. Effectiveness is a way of measuring the policy aims to determine the effectiveness of the achievement of objectives in a timely or selecting appropriate goals of a series of alternative or selection method and the choice of several options.

Fourth, the efficiency in implementing existing policies. efficiency is the minimum use of resources in order to achieve optimum results.

Finally, the existence of political acceptability

3. Identify Alternative Policy

To cooperate with other educational institutions to provide subsidized education funding

Subsidy policy, here the role of the government again has an obligation to increase the amount of subsidy in education

Cooperate with the State educational Foreign

Improving education quality standards, and audit the quality of education outcomes assessment.

All public universities (PTN) had lower education rates

Page 9: Public policy

4. Alternative Evaluate Policies

1. By doing partnerships with other national parties can provide many benefits to the state university itself

2. The government must provide subsidies back in line with the portion is the duty of educational institutions, especially in the PTN

3. Cooperation Overseas education is a form of Indonesia's foreign relations with other countries in the world

4. Many ways to do as a way of improving the quality of education but with financing so simple

5. Tariff reduction education in a state university is a step that is so sensitive. Each state universities are usually not able to manage they finances simple with minimal cost with maximum quality.

Page 10: Public policy

5. Display and Select Among Alternative PoliciesPolicy of tariff reduction to university students is a move services institution

to all citizens. Must provide adequate facilities to the management costs to a

minimum. The education policy of tariff reduction in PTN is capable of

providing its own pros and cons.

From the pro, cheap education

course will be more open for any

subject is who wants to enjoy

higher education. Justice will be

maintained between the poor

with the rich people in achieving

education, service to the

community by PTN would be

maximized

The Cons, It's clear the

government will increase the

overall funding for major state

universities in Indonesia, and

the possibility of having to cut

costs for other sectors.

Page 11: Public policy

6. Policy Monitor Outcomes

The output of the policy alternatives offered, can be regularly

monitoring the higher education services. Need for strict

monitoring and control in any expenses incurred.

Expenditures must be ensured and all expenditure

facilities and infrastructure needs education in state

universities should be made as short-term needs

and the lowest possible cost, it is also a great

benefit

Recommendation

In my opinion, education is the soul of a civilized nation.

Education will not necessarily bring more information for anyone

to get education.

In order to restore the status-based PTN BLU to get back

into the PTN is a step that is not easy. This step must be

reviewed by the government and the universities

concerned. Initially, the change in institutional status

made financing solutions to the problems that exist, but it

is devastating to the students who objected to the new

policy.

Page 13: Public policy

Another step that can be taken to minimize the costs of the college, but continue to promote the quality is there
