“Train the Trainer”
“Sailor Apply” capability is brand new to the Fleet.
CCCs are responsible for training Sailors to use CMS/ID.
The following brief is designed to prepare Counselors to complete the following:
– Inform command leadership regarding new CMS/ID functionality.
– Train the crew to use CMS/ID.
New functionality does NOT remove the CCC or Command Leadership from the detailing process! The Command - CCC - Detailer - Sailor exchange remains the most important aspect of career management.

New and Improved CMS/ID Functionality
Sailors submit own job Applications– Previously, CCC was required to submit applications on Sailor’s behalf.
– Sailors empowered to take greater control of their careers.
GSA Job display– View and apply for Global War on Terror (GWOT) Support Assignment
(GSA).
NEC details– Link to the NEC Manual and to course convening information provided
by CANTRAC.

Sailor submits own Application “online”
Sailors access career information within the application. – Reduces Sailor dependence upon the CCC for basic information.
– Reduces need to consult external references for job details.
CMS/ID returns valuable time to Counselors.– Sailors do not waste time applying for jobs for which they are not
qualified.
– Senior Sailors can apply for jobs directly, rather than rely on the CCC.
– CoC and CCC can use TIME SAVINGS for Sailors who need or want more help and attention.

CCC provides career information and guidance
Robust command involvement ensures no Sailor enters the detailing process without career counseling and mentorship.
Monitoring Sailor applications ensures command provides timely guidance and support.
Using CMS/ID, the CCC should assess each Sailor application to determine whether:
– The Sailor requires command support to obtain a desired job (e.g., additional training or qualification).
– Command action is required due to receipt of a CMS/ID Flag (e.g., command screening).
– Additional career counseling is required regarding suitability of application in terms of career development or Navy policy.

CCC Best Practices
Use CMS/ID QuickStarts and tutorials (available for Sailor, CCC and Command roles)
Post training/information documents in high traffic areas, on command share drive, and on ship’s intranet.
Monitor Sailor applications and provide support when command action is required.
Provide list of available jobs when Sailors are unable to accessCMS/ID.
Submit job applications when Sailors are unable to access CMS/ID.

IMPORTANT: Command ranking indicates an applicant’s fit to your command. It is NOT a comparison of one against another. (In other words, you may rank all candidates 5 or 1, if you choose.)

Command Role Best Practices
Designate the CCC, Personnel Officer, TRAINO, and Dept. LCPOs as Command Representatives.
– Cmd Reps, along with CMC (and/or XO) meet monthly and work collectively to review incoming Sailor applicants, then rank and comment on applications.
– Departmental/divisional leaders meet monthly and work collectively to review, rank and comment on applications.
– Command leadership involvement helps Detailers identify qualified Sailors to support the command’s mission.
Alternately, designate all Officers and all CPOs.View incoming applications and compare, rank, and comment on applicants.Provide Detailers with detailed comments regarding command requirements, such as additional training the applicant should receive en route.

CCC Introduction / Indoctrination Activities
Get ready– Update command leadership regarding new functionality.
– Give command indoctrination.
– Distribute User Aids, QuickStarts, Reference Material.
– Use POD notes to inform Sailors.
– Confirm CAC and CAC-enabled computer access to CMS/ID.
Keep it going!– Monitor Sailor Applications and provide command support, as
necessary.
– Review incoming Sailor Applications, then submit command ranking and comments to Detailers.
– Submit GDSC trouble ticket whenever warranted.

Where to access and log in
CAC and CAC-enabled computer REQUIRED
1. Via Navy Knowledge Online (NKO) – Log in to https://www.nko.navy.mil.
– Under the Career Management heading, select CMS - Interactive Detailing.
2. Via CMS/ID using CAC only – Go to https://www.cmsid.navy.mil using your CAC and PIN.
– When asked to verify your PKI certificate, choose the DoD CA-XX certificate.
When logging into CMS/ID the first time, use your user name and password.From then on, you need only your CAC and PIN.

– GATES prevent you from applying for jobs for which you are not qualified.
– FLAGS indicate that a waiver or further screening may be required.
