Soil Organic Carbon and EU policies

• Agriculture: Common Agricultural Policy (CAP) - Good

Agricultural and Environmental Condition – GAEC

• Climate: CO2 emission and removal should be accounted for the

cropland and grazing land management under the LULUCF

framework (Council and Parliament Decision on LULUCF (529/2013))

Methodology

Mitigating practice options starting in 2016, in comparison with a baseline of current agricultural practices:

• Integrated crop residue retention and lower soil disturbance management (IRS)

• Introduction of N fixing cover crops incorporated before thesuccessive main crop (CC), generally refereed as ‘greenmanure’

Reduction of the mineral N fertilization by 75% of N fixed

Conclusions

• Sequestration ≠ mitigation

• Need to consider the coupled C and N cycles for the assessment of any mitigating strategy

• Improve the management effects on biogeochemical cycles in ESM

• More long-term integrated monitoring systems
