3. The school must always recognize the individuality of each learner to better understand his being an emergent reader and writer.

4. The school must always consider that every child is an emerging learner.

The school must recognize that teacher are active constructors of their own learning, but the teacher’s scaffolding is necessary, and minimized until they can work independently.7. The school must create a literacy environment both with guided and free paly, sensitive ang circle time. In this way, the young learner will realize that learning is pleasurable but needs dicipline, and is successful with adult supervission.8. The collaboration of parents, teacher, school administrators and the active participation of the young learner is the key to effective early literacy education.

it is believed that the basic Education Curriculum is a product of efforts to stengthen the global competitiveness of Philippine Education particulary in the elementary steam. This curriculum was an output of several revisions of the curriculum.
