Initial teacher training de-linked from awarding of qualified teacher status
Qualified Teacher Status through the Teacher Eligibility Test & portfolio review by a locally organised panel of teacher educators, SCTL members & school principals

NCTL, SCTL – public-private partnerships with a clear charter of objectives
5000 – 10,000 Executive Teachers per State
Their brief - each MUST improve teaching-learning against set goals in 10 schools within 3 years
