EHS Plan for project Execution • Safety Policy of the Contractor • • Safety organization of the Contractor specifying the person accountable for

safety at site. • • Safety organization shall specify the no. of safety manager/ officer and safety

supervisor.• • C.V of the Project Head and the safety team of Contractor to be submitted to the

client for review and approval. • • Plant & Machinery details specifying the make of the machinery/ equipment, age

of machinery with fitness certificate will be provided. • • Details about various processes like safety induction, tool box talk, safety

training, emergency readiness, Safety Committee and incident control shall be covered in the EHS Plan.

EHS Plan • Operational controls like edge protection, hard barricading, safety nets, Personal

Protective Equipment, Fall Arrestor, work platforms, safety signage, Work permit, training and supervision will be provided by SSPL.

• • Safety inspection and audits process and plan to be mentioned in the EHS Plan. • • In case of Incident, reporting structure and first aid arrangement and

modification process shall be included in the plan.

Men and Material access control

• All personnel will have the Project/Site Entry Card.• Safety Induction seal is must on the identity card.• Visitor control will be done through security All vehicles movement will

be recorded. • All entry will be through one gate • Separate pathway for pedestrian

Ensure 100% Safety Induction

• Advance intimation shall be provided to Client’s CM Team including EHS department about new joiners in the standard induction request format.

• New workers /staff / visitors shall undergo safety induction training at site before entering Construction zone.

• Safety Induction stickers shall be issued by the contractor after induction

& recorded.

Ensuring 100% Personal Protective Equipment (PPE)

Men & Materials Logistics • Verification of Project Entry Card & attendance at site • All trailers/ goods carrying material/ equipment will be escorted. • All trailers/ goods vehicle will be under the escort supervision from entry

to exit. • Road safety rules shall be adhered by the Contractor vehicles while at

site

Communication on site

• Radio Frequency sets will be made available to Section In charges • Emergency siren • Public address System/ Megaphone for any announcement / TBT

• Worker restricted for usage of mobile phone during working hrs.

Safety requirements while Excavation or working in Excavated pits

• Inspection of site location • Risk analysis of Excavated area • Checking of underground utilities like

HT/ LT cable, gas pipeline, sewage lines, etc.

• Cave-in protection • Approach to excavated area • Hard barricading of Excavated area • Emergency equipment like motorised

pump for removal of collected water • Adequate safety signage • Follow Work permit process

Fall Protection Provision

• All the opening /cut out, lift duct shall be barricaded with 40 NB pipe

• Peripheral barricading for each floor shall be provided with hand rails.

• Vertical protection shall be provided to floor cut out / any service duct

• Lift duct shall be barricaded horizontally & vertically

• Peripheral barricading with toe guard shall be provided considering safe distance of 1 meter.

• Workmen engaged in height work shall wear Personal Fall Arrest System (Full Body

Safety harness anchored to anchorage point)

Safety screen and safety net Provision

• Horizontal safety net of double layer shall be provided at every 3 floors to prevent fall of material & fall of Person.

• Intermediate safety net shall also be provided

• Conventional Shuttering safety: Conventional Formwork with safety working platform and netting system shall be implemented after seeking approval from Client Engineers/CM Team.

Tower Crane (SSPL scope)• Tower Crane inspection & approval from SSPL (Contractor’s) end to be

(Contractor) for seeking approval before carrying out the work. • Operator & rigger proficiency check will be done by Client before

Plant and Machineries Inspection and operation

• All the lifting equipment will be subjected to third party certification

• Equipment shall undergo preventive maintenance & report shall be submitted

• Internal Inspection carried out for all equipment periodically Deployment of trained & competent operators only

• Approval of Equipment/ machinery operators shall be taken from Client/Engineer in charge (EHS) Dept. before deployment

Third party Inspection by Expert

• Tower crane • Mobile crane• All the Lifting tools & tackles

(Chain Sling, Wire rope sling, Web belt, D shackles etc.)

• Fitness report of all Equipment/ Vehicles deployed by SSPL (contractor)

• Client approved agency for certification/caliberation.

• TPI reports shall be submitted to Client/Engineer’s (EHS) Dept. before driving the above equipment in use.

Temporary Electrical supply

• SSPL (Contractor) will submit the license and competency certificate of electrical engineer, supervisor & electrician before deploying at work

• Electrical Work shall be carried by only skilled Electricians

• All the Distribution Board will be as per Indian Electricity Act standard.

• ELCB/ RCCB and earth shall be provided for all electrical installation

• Tripping test of ELCB to be carried out & register to be maintained

• Emergency light in staircase/ access/ near lift platform shall be provided

• Fire extinguishers shall be provided and maintained at all levels of building

Material shifting with Temporary loading platform

• Loading platform made available if required for material shifting • Platform shall be installed, after design approval only • Edge Protection & safety harness shall be provided • Safe Working Load and last tested by TPI to be displayed.

Scaffolding

• Scaffolding inspection before usage & tagging system

• Adequate type of scaffolding to be used for different activities (If required)

• Use of fall arrestor and Personal Fall arrest system

• Scaffoldings Erection/ Dismantling shall be carried out by trained Scaffolder

Portable Ladder

• SSPL (Contractor) shall be responsible for ensuring • No portable single ladder shall be over 6 meters in length. • The width between the side rails shall not be less than 45 cm. • When a ladder is used, a person shall be engaged only for the purpose

of holding the ladder at that point of time. • All the ladders must have hand rails. Use only aluminium ladder. Wooden ladder not allowed.

Housekeeping

Requirements regarding Workers Accommodation Camp

• Client’ s Scope • • Land for Labour camp duly barricaded

will be allotted by Client. • • Water connection (Main point with

meter) will be provided. • Electricity connection main point with ELCB will be provided. • RO Plant will be provided by Lodha of 500 KL capacity with one outlet point.

• • Security for the overall camp will be

provided at the entrance of the camp.

• SSPL (Contractor’s) Scope• Labor Hutment plan including kitchen, toilet, bath area, STP, soak pit shall

be prepared and get it approved from Client. • Hutment material shall be arranged by SSPL (Contractor). • Hutment erection and commissioning shall be done under SSPL (Contractor) direct supervision. • SSPL (Contractor) will provide Camp boss, Security personnel, electrician and plumber for upkeep and security. • Internal partition shall be erected by SSPL (contractor) within the camp. • Water (Drinking) points- Adequate points shall be planned for your team • Provision of adequate Electrical points in hutment, toilet, bath area and drinking water area and pathway lighting shall be responsibility of SSPL (Contractor).

• SSPL Contractor’s Scope (Continued)• PCC floor shall be provided in all rooms and pathway. • Sufficient brick work

(Bund wall) shall be done to avoid water entering into the room during monsoon. • Proper slope to be provided to the roof of hutment and Tarpaulin shall be provided to prevent leakage during monsoon. • Distribution boards with MCB and ELCB to be provided to safeguard the electrical cable in case of usage of water heater. • Pest control from mosquitoes, rodents and snakes shall be SSPL (Contractor) scope. Frequency shall be discussed with Client. • Safety Induction facility with 20 person capacity with T.V and DVD for screening induction films. • First Aid room facility with trained First Aider and first aid kit shall be provided • Safety signage at conspicuous location shall be provided. • Food waste collection bins shall be provided and daily collection.
