Action 2: Four partners regions, hold demonstration of the practical application (initiatives) of the Data Base.

• IEP, UPV/EHU Bilbao (Spain)– The CISMar Index: A synthetic index of competitiveness,

innovation and sustainable development for the marine sector

• Title: The CISMar Index: A synthetic index of competitiveness, innovation and sustainable development for the maritime sector

• Description:– A synthetic index that summarizes the information contained in the system of

indicators designed for the construction of the Atlas of Marine Socio-Economic Indicators in order to measure the level of competitiveness and innovation of the maritime sector in EU Atlantic area.

• Objectives:– Assess the position of region of influence.– Comparison to the rest of the regions in the network.– Take measures to reach efficient frontier.– Extensible to other European marine areas.

• Based on Data collection requirements:– 10 marine sectors– 36 marine Industries– Classification according to 4 vectors of interest– All the data collected at (least) NUTS2-3 annual level.

CISMar IndexFocus on indicators from 4 areas of interest (vectors):

• Business & Economy • (firms, value added, investment, landings, exports,

etc.), • Employment & Society

• (labour force: employment, wages, purchasing power, etc.)

• R&D & Innovation• (R&D expend., high-tech services, entrepreneurship,

human capital, etc.), • Sustainability & Vulnerability

• (environmental risks, resources, etc.).

Usefulness of CISMar Index at regional levelIn this respect…. local Government may use the

CISMar index score as diagnostic tool to• Assess the position of its region of influence,• Design future strategic objectives for the sector,• Respond to threats and emergencies:

– Valuation study of the related risks to each of the economic maritime activities considered within Marnet – Contribute to improve preparedness and response capabilities. • In general:

– Take measures to reach efficient frontier– Compare to rest of regions in the network– Time evolution – Extensible to other European marine

regions.

To Do next?

• Identify cases (region,NUTS3) in the efficient frontier

• Implement Algorithm (online?) so that each case (region,NUTS3) can obtain ranking with OWN weights…– …to compare itself with others in terms of its own

competitive advantage
