UK-KMC Programme on
Low Carbon and Climate Resilient Kolkata (November 2013—December 2015)
An Overview
MoU with the Mayor of KMC was signed during UK Prime Minister, The RT Hon David Cameron’s visit to Kolkata on 14 November 2013
How this UK-KMC Collaboration Programme took off?
On 7 February 2014, The RT Hon Greg Barker, UK Government’s Minister for Energy and Climate Change, along with Mr Sovan Chatterjee, announced;• A detailed Plan of Action
under the MoU• Technical assistance of up to
£ 1 million by the UK Government
• Formation of Project Implementation Committee
●A municipality-led approach●Hinges on inclusivity, coordination and integration ●Both top-down and bottom-up approaches for better synchronisation●Multi-disciplinary and highly-consultative●Strong engagement with other State Government Departments through
sectoral steering committees at State level for ensuring synergy at policy level for ensuring convergence at implementation level
●Aims to stimulates local actions led by Councillors• Focus on KAP (Knowledge, Attitude and Practice) • Emphasis on Innovation, Replicability and Sustainability• Emphasis on knowledge exchange and technology transfer
Salient Features of the Programme
Broad Programme Components..Preparation of a Roadmap for Low Carbon and Climate Resilient KolkataSensitisation Programme on green growth of Kolkata for the Members of the Mayor-in-Council and Councillors
Institutional Capacity Building for Improved Governance
These components are being implemented through six thematic packages
Package 1: Grid-Connected Solar Rooftop Scheme (policy and regulatory framework) for Kolkata Urban Agglomeration
Consultants: ASHDEN India & Meghraj Capital• This initiative is being led by the Dept.
of Power, GoWB• Draft Policy prepared after rounds of
stakeholders’ consultations and public hearing
• Study for suitable metering options underway
• Web-enabled consumer interface will be developed to facilitate the implementation
• Capacity building programmes have been implemented for KMC and DISCOM officials
• Energy audit done in 28 KMC parks for converting them in carbon neutral parks with solar power and LED lamps
Package 2: Sensitisation Programme for KMC Councillors and Members of Mayor-in-Council● Consultant: ICLEI South Asia● Initiative aims sensitising elected
representatives including councillors on climate change through a first-of-its-kind Toolkit comprising of :
Graphic booklet in English, Bangla and Hindi Compendium of Case Studies on Innovative
interventions by ULBs and CSOs from across the country
Green Kolkata PosterManifesto (which was signed by the Mayor of KMC)● Toolkit was launched on 17 February
2015 at KMC during a delegation from UK’s Commonwealth Parliamentary Association led by the Lord Speaker of the House of Lords
● 16 Sensitisation events organised at Borough level for 144 Ward Councillors and senior KMC officials,

Exposure visits and Knowledge exchange in three Indian cities – for municipality and community led innovative climate-positive interventions• Bangalore-Mysore• Coimbatore• Bhubaneswar
Setting up a Climate Change Resource Centre at KMC• Help desk (Queries, interaction, participation)• Web portal (Citizen – Private Providers)• Mobile App (Information dissemination)• Knowledge dialogues (Sharing & learning)• Digital resource (Capacity building and wider interaction)• Library (Knowledge building)• Citizen interface actions (IEC, Infotainment)
Package 5: Strategy for Climate-smart Municipal Solid Waste Management Strategy for KMC

● KMC will have a set of policies and strategies that will make municipal services more climate-smart in terms of energy usage, water, waste ,transport
● The city will be able to reduce its emissions across all its sectors and will have reduced energy bills
● The city would be future ready with a climate-induced disaster management plan and strategy for addressing environmental health
● The city will be able to deal with issues of critical concern e.g. solid waste management
● The city will have an overarching strategy for environmental sustainability● There will be more economic benefits through green job creation and
investment in low carbon technologies● The city can access international funding and investments for sustainable
growth● The initiative will lead to behavioural change and increase the level of
municipality—citizen interface● Kolkata could lead to promote this ULB-driven model across the country
