Planning Assistance to States (PAS) Studies only – focus on work that can be completed within

~$200K per study (Fed), limitation of $2M/year per State
Very competitive program
Technical assistance for water resources data and information for use by States or public entities for their studies and decision making requirements.
Not limited to traditional USACE mission, with a focus on water resources activities

Authority is under the Water Supply Act of 1958
Process (study) to modify existing project authorized purposes to effectively meet the changing needs
Conversion of existing storage to M&I water supply is usually a cost effective means to increase the available firm yield
Associated costs typically include studies, a proportional share of the project investment, environmental and cultural mitigation, and relocation of facilities

Fort Worth District Regulatory FY15 Facts► Issued 670 NWPS – 97% in less than 60 days
► Issued 20 Standard Permits – 85% in less than 120 days
► All authorizations resulted in 146 Acres of impact to Wetlands
► All authorizations resulted in 63,000 LF of impacts to Streams

What we’ve done:► Review of WAM / WRAP limited use for 404 impact analysis► Education/outreach to TWDB / TCEQ / TPWD ► Education/outreach to six water supply providers (evaluation of
large water supply projects) What we are doing:
► Working agreement with USACE/EPA/TWDB make processes clearer more predictable, enhance effectiveness
• Population Growth, Use Rates (TWDB lead)• Conservation, Impact assessment (EPA lead)• Reuse, Industrial water use, Safety Factor (USACE lead)• All Initiatives subject to funding availability
► Outreach session with TWCA Regional District and Authority General Managers meeting scheduled on 22 July 2016
