Notification for Rooftop Projects
Although, the wordings mention that the policy is applicable only to the plants
not connected to the grid but grid connected solar plants are also accepted.

Minimum Capacity of 100 KW (individual or bundled)
Only Excise Exemption; Not Customs Exemption, but….
Notification for Rooftop Projects
Civil work, Earthing material, Lighting material , Lightning Arrestors, Security,
CCTV, Fencing, Gates & misc items are excluded
Process for Claiming Exemptions
3 STEP PROCESS
1. Online Registration (7 days)
2. State Nodal Agency Approval (3 - 10 days)
3. MNRE Approval & Exemption Certificates (7 - 30 days)
Online Registration
Make an account on MNRE Portal:

The following details are to be filled while making the account:
• Name of Solar Project CEO: [Please nominate the person who shall be readily
available for signing the material dispatch documents as this activity generally
trickles to last minutes and is a recurring activity]
• Developer Name: [Full Name of the firm]
• Address: [Exact address of the location where solar plant is to be installed]
• Mobile No.: [of the CEO of the Solar project nominated above]
• Email ID: [of the CEO of the Solar project nominated above]
CEO should be of the project owning company and not of the EPC Contractor

Fill in online
Total Bill of Materials by
giving Block
and giving Equipment Name,
Quantity, Unit and Specs.

Submit the Total Bill of Materials when finalised and wait
for online MNRE Approval

Days
State Nodal Agency Approval
3 files need to be prepared with the following documents:
• Bill of Materials (once it is approved by MNRE) after signing by the CEO and certified by
Chartered Engineer
• Cover Letter
• Proof of Possession of Roof/Building for Solar Project
• MoA/AoA of the Project Owner Company
• Self Certified Affidavit confirming that the certificates would be used only for the project for
which they are being taken
• CA Certificate for Project Cost
• Power Evacuation Permission / Chief Electrical Inspector Approval (if applicable)
• Single Line Diagram of the Plant
• Layout of the Plant
• Detailed Project Report (DPR)
State Nodal Agency Approval
These 3 files are then submitted to the Renewable Energy State Nodal Agency
After Approval:
Nodal Agency keeps 1 file for itself
1 file is given back to the owner
1 file is submitted to MNRE with Cover Letter

Days
MNRE Approval & Exemption Certificates
PART 1: MNRE APPROVAL
On submitting these file to MNRE, MNRE checks and approves the documents.
MNRE may ask for technical clarifications, particularly for cable and structure quantities.
Once approved, you can print the Exemption Certificates
PART 2: EXEMPTION CERTIFICATES
For each of the Exemption Certificate, you need to specify:
Excise Range Division
Commissionerate Excise No.
MNRE Approval & Exemption Certificates
MNRE Approval & Exemption Certificates
2 copies of the Exemption Certificate and the relevant Purchase Orders are
signed by the Project CEO and certified by Chartered Engineer after which they
are again submitted to MNRE.
Lastly, the certificates are signed and stamped by Director at MNRE.
1 certificate is handed over to the Owner while the other certificate is signed by
the Owner and given back to MNRE as a proof of receiving.
