A Salute to Padmashree Ramiah &Thanks to GOI

What is the Problem?

• 2015 India Imports Rs 39000 crores wood– What will be in 2025? (Will Triple – a report)

• What are the species to reduce this ?– Teak (in Thanjavur), others ?

• Where need to be grown, mapping ?

• Forest policy is changed, to meet the needfrom private land, but Plan, Procedures ?

• Farmers suicide increasing, drought !!!

Tree is drought resilient, long term Income,Why not grown?

India’s status

• 60% of land in India is dry

• Irrigated lands becoming dry

• 90% wood needs are imported,

• Only 24% Forest cover, instead of 33%

• Farmer’s income very low, insufficient

• Max arable land, but barren

• Industrial development & std of livingincreasing, leads to more water usage

What is lacking ?• We have arable land, many farmers, soils,

agroclimatic conditions for diverse trees

So, Planning is lacking. Who ?

• Subsidy for coconut in water starving Tirupur

• What wood is imported, used for what?

• What will be future needs, how to meet?

• What species to be grown, in which area ?

• What industries to be promoted?

US report on our Pterocarpus Marsipum treeclearly says about need & maps areas in us

• So, Need to Plan– know need to substitute for import

– map the suitable tree species & areas

– Clear cultivation technique with economics

Then assign responsibility to research institutes,

Farmer’s Challenges

• Low rain & Erratic rain pattern

• Different rain pattern for different places

• Very low ground water, 1000ft below

• So, Low soil moisture and health

• Labor availability in season and cost

• Stagnant price, but cost increases

• Next generation not interested.

Tree growing is complex

• Long gestation

• Quality saplings

• Pests and its changing nature

• Changing International policies

• Changing family situations, needs

All decision is economics base, need tobenchmark with other crops

Benchmark to convince farmers

• Farmer will be convinced, if the income isbetter than Coconut, Sugar, Paddy, wherethey find water is major issue

• Identify trees which will give better incomethan the above

• Where it should not be planted

• I found Teak is better than Coconut, incalculation, but need to prove in field

So, Treeculture dept. shall be with MoA.

Tree growing is more complex

• Many Combination & Permutations– My engineering perspective

• 7 musical notes, creates so many choices

• In tree growing, even after shortlist– 20 tree species & its symbiotic agri crops

– 5 Soil types & its health

– 5 Rain & Temp regions

– Present & Future market condition

So, choices becomes INFINITE, very complex

We are passionate enough to overcome this, but

Colonial laws non facilitating

• Forest laws, procedures are created by British, toextract our forest for their benefit, still continues.

A Law made a tree extinct, Sandal

• Tipu Sultan started, said Royal tree, GOI continued asproperty of Govt, including farmer’s land

• Farmers harassed, if found missing from their land

• So, they removed from their lands, still removing

• Supply is reduced, demand more, became valuable

• Became smugglers item, Verrappan was hero, specialtask forces, political issues

• Finally, tree became Extinct, (including, from HosurDFO office)

Now, TN Govt spends 100 crores to promote, butfarmers are not coming forward for danger of life.

Rosewood, India’s Pride, but

• Pride, it is being dinning table top inBuckingham Palace, UK, but

• TN govt, at present does not allow to cut?

• It takes 70 years, what will be the policy?

• It is scheduled timber, what is purpose?

• Is it improved population or in other way?

• Is govt growing it to conserve? No

• Then, Who else is growing? Nobody

Solution is Temple lands may be used

Teak, India’s tree, but Imported now

• Native of India, but in scheduled timber list!!!

• Max planted / used tree in the world

• Has www.teak.net, gives all info

• Sad, one acre of Indian farmer, cuts his oneteak tree, in the night, takes it to saw mill inthe night, as though he’s a thief.

No other profession will experience such stateKarnataka can not release water, Mysore /

Red Sanders Tree, Unique dry land tree of India

• Valued similar to Sandal wood, across the world

• Medicinally, Scientifically, Ornamentally veryImportant & Essential Tree

• Best tree to grow in dry, degraded, hot temp

• No irrigation, fertilizer is required

• A high carbon sink tree per unit area, dense planting

• If it does not give Red hardwood, then shall be usedas furniture wood, eg. Alangudi

Red sanders, Benefits World

• India uses in Ayurvedic, Sidha

• High demand in China as Immunity medicine

• China / Japan uses in Atomic power plants, a Secret

• Japan uses for bride’s Musical instrument

• Europe / US uses as Food dye / spices

• China uses for Furniture – status symbol

• Used in Dye Sensitized Solar panels, better efficiency

• US makes Cancer & other medicines with this

But, got stuck with misunderstanding ofInternational guideline

Red Sanders, India’s tree Status

• US has got 47 patents using Red sanders, Japan 14,Korea 10, Australia, Canada …

– but India has got only 1 patent of it’s tree.

• Classified as Endangered species by IUCN, by lapse

• So, CITES added Appendix II and prohibits exportfrom Wild Forest , but allows 310 from private lands

• But, GOI /DGFT restricts private land wood also

Solution is

Remove hurdle, TN /AP / KA dry lands will be green

A solution to India’s Dry lands,60% in India

• Only some trees grow in dry, few viable, onlyselected are essential and gets forex

• Sandal, Neem, Pungam also suits dry land

• Even if 15% of dry land grows this, revenue mayovertake polluting Knitting industry

• Dry lands will become profitable , avert suicide

• Will reduce temperature, increase air / soil humidity, which will help other crops / human

• Will improve rain & rainwater percolation, important as clean water is becoming a major issue

CITES : Restricts / Allows – What?

• Objective : To control international trade ofendangered species from wild flora & fauna, butencourages to meet the demand from propagation

• Restricts, endangered species trade from Wild Forest

• Allows / encourages from cultivated lands, to meetthe needs and reduce the damage to wild forest

But India did not differentiate, needs toMalaysia is doing well, lot of export quota bysubmitting NDF, refer CITES export quoto 2016

• Farmers produce should not be restricted

• Let industry buy at International rate.

When / What for a Development board?

• Develop when there is short fall.

• A focused setup, to understand present / future need, remove hurdles, facilitate with research inputs fromvarious sources, promote with clear incentives, facilitate for value addition & marketing andpromote it’s use, if eco-friendly.

• Eg Coconut Develop board has facilitated to exporteven it’s pith,

This shall be closed now or converted. Becausedue to coconut farming, many places groundwater has gone done below 1000ft, but still itsucks out ground water in summer, not good.

TDB, shall look into some tax issues

• During Land sale- registration, trees are valuedand added to the land value, which increases theregistration expenses.

Be Strict inside the Forest – by forest dept

• Don’t allow anybody to cut, any tree from wildforest, to improve the green cover.

We shall thank the Progress

• GOI, SMAF Scheme, Native species andrelaxation of norms

Plant, Grow & flourish,- Dr. KK Suresh , Dean FC & RI - TNAU

• I have planted 40000 trees, growing without water

• Would like to earn 10 crores rupees (100 million)

My wish on social responsibility

• Create biodiversity hotspots, around 10 lakes, with1000 diverse trees meant for habitats also

• 10 crore trees plantation in 10 years ie 1,00,000hectare in farmers field

Confident, farmers will adopt, my income willinspire water starving farmers.
