He ap-pealed to the arhtiyas sitting onhunger strike for the last four days topostpone their fast unto death for thefarmers. He also assured that he willfight the battle of farmers and arhtiyaswith his organisation in the assemblyand outside. If his government comes,he will fulfill all their demands.Agreeing to this appeal, the arhtiyassitting for the last four days decided tosuspend their fast. State PresidentAshok Gupta and Rajneesh Chaud-hary, who were on fast unto death, gotthem finished by drinking juice andgetting juice. Along with the arhtiyas, farmers and laborers are also facingproblems due to the strike. Dueto the family identity card, the pen-sion of the elderly, disabled and wid-

owed women is being cut. He saidthat the crop of the farmer is gettingruined both in the market and in thefield. The farmer is facing the brunt ofthe weather in the field and the gov-ernment delay in the mandi.

Despite repeated demands, smooth procurement of paddy has notstarted in the mandis so far. On theother hand, due to heavy rains forthree days, the farmers have sufferedheavy losses. Farmers need govern-ment help. The government shouldgive proper compensation to the

farmers by getting Girdawari done atthe earliest. On the issue of INLDclaiming the formation of a ThirdFront, Hooda said that Nitish Kumarhimself and other leaders had claimedthis. It is impossible to build an anti-BJP front without Congress. There-fore, making such a claim by a partywith a legislator is irrelevant. INLD isjust struggling to find its politicalground. fortnight . He said that whenNarendra Modi became thePrime Minister of the countryin 2014, he took the initiativeof building toilets. TheNarendra Modi governmentbuilt more than 9.5 croretoilets in the country in thefirst term alone. Congresscould not even think aboutthis massive work in 60years. Raging battleKerala has seen many bitter altercations between

state governments and governors. This is notunusual in states where the party in power is

opposed to the ruling dispensation at the Centre. Yet,the ongoing spat between the 17-month-old Left De-mocratic Front government and the governor, ArifMohammed Khan, has assumed unprecedented di-mensions. For the first time in Kerala’s history, thegovernor held a two-hour-long media conference atthe Raj Bhavan on September 19 to attack the gov-ernment and the chief minister, Pinarayi Vijayan.

Crossing constitutional restraints, Khan slammedthe government’s various policies and said the LDF’sideology is of “foreign origin” that believed in vio-lence as a legitimate political tool. The chief ministerhas now accused the governor of having political am-bitions and being a tool of the sangh parivar to desta-bilise his government. Khan has indicated that hewouldn’t sign the government ordinances intended tocurtail the authority of the governor as universitychancellor and alter the constitution of the Lokayuk-ta. A veteran with a half-a-century-long chequered po-litical career, Khan has deployed all the tricks ofbrinkmanship in the ongoing war of attrition. What’snew is the high-decibel clash between the governorand the chief minister. The state’s two highest func-tionaries had refrained from attacking each other un-til now. This continued even when the governorclashed many times with the Communist Party of In-dia (Marxist) or the Congress since he took over inSeptember 2019. But on September 15, the governortook on the chief minister personally for the first time, accusing him of nepotism. Khan was referring to thecontroversial appointment of Priya Varghese as asso-ciate professor of Malayalam at the University ofKannur, allegedly overlooking more deserving candi-dates. Varghese is the wife of K.K. Ragesh, theCPI(M)’s former Rajya Sabha member, who is nowthe chief minister’s private secretary.“Can anyone be-lieve the Chief Minister didn’t know this?” Khanasked. He also said he wouldn’t allow executive in-terference in universities.“I had said earlier I will giveup my chancellor position. And I still do not want tocontinue, but if I’m the chancellor, I will not be a rub-ber stamp.” Vijayan hit back immediately, calling thegovernor’s outburst ridiculous and not befitting his of-fice. “I don’t know what is happening to him. Heseems to be venting his frustration from some of hisplans getting defeated. Mr Khan should examine him-self or get himself examined.”

Singapore tourism gets boostfrom high Indian tourist arrivalsWhen the Formula One circus rolls

into Singapore this week for the13th running of the Singapore F1

Grand Prix from September 30 to October2, it will signal Singapore's strong return asa host of world-class events after theCOVID-19 pandemic brought its tourismindustry to a screeching halt.

With pent-up demand for exciting liveevents, crowds from around the world willdescend on the city-state in numbers notseen since the first Singapore GP in 2008when a sell-out crowd of 300,000 attendedthe event. Since then, the best three-day at-tendance was the 268,000 achieved in2019. COVID-19 shut down the world'sonly street circuit night race in 2020 and2021.

It is estimated that around 40 per centof the spectators at the Grand Prix are for-eigners, no doubt many will be from India.

Indians at the moment, make up thesecond largest group of visitors to Singa-pore by country of origin. Up till August,Singapore received a total of 2.96 millionvisitors. Out of these, 378,490 are from In-dia. Indonesia is the largest source of for-eign visitors to Singapore till August at588,870. Malaysia is in third place with264,170, followed by Australia (258,670)and Vietnam (177,510).

July and August, saw about 725,000foreigners entering Singapore each month, the highest so far this year. At this pace andif global travel continues to pick up, Singa-pore expects to reach approximately 6 mil-lion visitors by the end of the year.

COVID-19 caused Singapore's tourismindustry to completely shut down.Tourism-dependent businesses includingrestaurants, hotels and retail shops wereshut down (some forever), and workers inthe industry had to find other forms of em-ployment.

If the first three months of 2020 - justbefore the pandemic forced border closuresaround the world - were not counted, Sin-gapore received just 90,000 foreign visitors

in 2020. It did a little better in 2021 with330,000 visitors. At its peak, in 2019, Sin-gapore was the fifth most visited city in theworld with over 19.1 million visitors, beat-ing more glamorous cities like New Yorkand Paris.

During the COVID-enforced tourismwinter in Singapore, the Singapore TourismBoard (STB) did not sit still. Instead, itwent on the offensive to ensure Singaporeremains top of mind of potential foreignvisitors. STB's regional offices launchednew initiatives to engage fans and strength-ened Singapore's brand image around theworld. It also partnered with technology, media, and tourism industry players in keysource markets to jointly promote Singa-pore as an attractive destination for futuretravellers.

Since the start of the pandemic, STBhas been working closely with industry

partners to chart a new path for the tourismsector. In February 2020, the Tourism Re-covery Action Task Force (TRAC), com-prising tourism leaders from both the pri-vate and public sectors, was set up to de-velop and implement joint recovery strate-gies. TRAC helped to identify opportuni-ties arising from COVID-19, driving andimplementing measures to co-create recov-ery plans and instil confidence in Singa-pore's tourism sector.

During the tourism lull, various train-ing and upskilling activities took place tosupport industry workers for the time whentourism resumes. These included job re-design initiatives to train existing employ-ees in new skills that allowed them to be re-deployed to other areas outside of their spe-cialisations. The result of STB's active ef-forts to re-positioning Singapore as the toptourism and business destination in Asia

was the rapid recovery of the industry asborders opened.

In the first three months of 2022, Sin-gapore hosted more than 150 local and in-ternational events attended by over 37,000people, according to the tourism board.

With COVID restrictions eased and astourism bounced back as seen by the num-ber of arrivals in the last couple of months, hotels have been busy. Earlier this month,Bloomberg reported that with the raft ofhigh-profile events lined up in the comingmonths, Hotel rooms in Singapore are themost expensive in almost a decade.

The latest data from STB showed thatthe average hotel room rate in July rose al-most 70 per cent year-on-year to SGD 259(USD 185) a night since September 2012.Despite this, a stay at a five-star luxury ho-tel in Singapore is still reasonably pricedcompared with regional peers.

Navratri: History andsignificance

The 9-day-long festival ofShardiya Navratri festival ded-icated to Maa Durga and her

nine avatars, has begun today, mark-ing the first day of the festivity(Kalash or Ghatsthapna). The festivalis celebrated with much fervor allacross the country by Hindus.

It is intended for worshippingMaa Durga and her nine avatars, known as Navdurga. Navratri means'nine nights' in Sanskrit. Hindus ob-serve a total of four Navratristhroughout the year. Only two ofthem, Chaitra Navaratri and ShardiyaNavaratri saw widespread celebra-tions, as they coincide with the be-ginnings of the seasons.

From Ashwin Shukla Paksha'sNavami until the Pratipada, ShardiyaNavratri is observed. While the holi-day is celebrated with great fanfareacross the nation, distinct traditionsare more commonly practised in dif-ferent states.

Navratri 2022 Timeline:This year, Navratri will last nine

days, starting on September 26 andconcluding on October 5.

Navratri 2022 History:The festival of Navratri honours

the defeat of the demonic Mahisha-sura and the triumph of good over

evil. Because of Mahishasura's unwa-vering devotion to him, Lord Brahmabestows the gift of immortality uponhim at the beginning of the narrative.

The blessing did, however, comewith one stipulation: only a womanwould be able to overcome him. Thedemon began terrorising people onEarth because he didn't think anywoman would be strong enough toovercome him. Gods were unable tohalt him.

Since Mahishasura was to be de-molished, Lord Brahma, Lord Vish-nu, and Lord Shiva pooled their ef-forts to create the goddess Durga. They gave her a number of weapons.Ten days passed during Maa Durgaand Mahishasura's conflict.

China-Nepal rail projectChina's ambitious project in Nepal re-

lated to building a railway line in thelandlocked nation has few support-

ers. Although China plans to start a feasi-bility study for the 170 km Trans-Hi-malayan Tibet-Nepal railway, environmen-tal and technical questions remain. Suchconcerns have been raised by Nepali ex-perts, reported Eye of Nepal.

Moreover, the dispute over the blockedNepal-China railway line has not yet beenresolved. President Xi Jinping said in 2019that the proposed line would transformNepal. But three years have passed and stillthe project has not received much supportfrom the Nepalese leadership, engineers orenvironmentalists, reported Eye of Nepal.

Towards the end of 2018, China con-ducted a pre-feasibility study of a railwayfor Nepal, which clearly stated that it was avery difficult project due to the terrain gra-dient. The study estimates an investment ofUSD 2.75 billion for the 72.5 km sectionbut unfortunately, the report of the study hasnot been made public yet, reported Eye ofNepal. As a result, doubts have arisen inNepal about the feasibility of the proposedrailway. Aman Chitrakar of Nepal Railwaysaid that this project will be as difficult asthe third pole. He said that the world's mostchallenging railway engineering project isthe 4,500-meter Tibetan Plateau route thatreaches Kathmandu through the Himalayas.Technical experts have expressed seriousconcern about Nepal's lack of capacity, re-ported Eye of Nepal. While reviewing the

technical reports, it was found that there isno technically qualified railway in Nepaland there is a lack of engineers who canevaluate the pros and cons of the proposedrailway line. Apart from the geologicalchallenges, there are also many geopoliticalobstacles in the Nepal China Railway.

It has been suggested that the proposedtrain from Nepal will have an ecological im-pact and there has not been enough discus-sion about this line in Nepal.

Nothing has been said yet about whatthis railway means for Nepalis. Nepal hasimported goods worth 1.7 billion dollarsfrom China until July 2021. And in the mid-dle of April 2022, Nepal's export to Chinawas only 50 million US dollars, reportedEye of Nepal.

The proposed 170 km railway is part ofChina's ambitious Belt and Road initiative.Once built, it will connect the Kerung Gyrong in southern Tibet.

Solvent research solves mystery of solar cell durabilitySolvents that allow solution dep-

osition of one layer withoutharming the other may make it

easier to create high-efficiency solarcells containing layers of 2D and 3Dperovskites.

It took some experimentation todetermine the best solvent design forapplying a 2D top layer of the correctcomposition and thickness withoutharming the 3D bottom layer (or viceversa). This type of cell would con-vert more sunlight into electricitythan either layer alone and be morestable.

Aditya Mohite, a chemical andbiomolecular engineer at Rice'sGeorge R. Brown School of Engi-neering, and his group announced inScience their accomplishment in cre-ating thin 3D/2D solar cells with apower conversion efficiency of24.5%.

According to Mohite, this is as ef-ficient as most commercially avail-able solar cells. "This is extremely

beneficial for flexible, bifacial cellsthat get light from both sides, as wellas back-contacted cells," he says."The 2D side absorbs blue and visiblephotons, whereas the 3D side absorbsnear-infrared photons." Perovskitesare crystals with cubelike latticesknown to be efficient light harvesters,

but the materials tend to be stressedby light, humidity and heat. Mohiteand many others have worked foryears to make perovskite solar cellspractical.

The new advance, he said, largelyremoves the last major roadblock tocommercial production.

"This is significant at multiplelevels," Mohite said. "One is that it'sfundamentally challenging to make asolution-processed bilayer when bothlayers are the same material. Theproblem is they both dissolve in thesame solvents.

"When you put a 2D layer on topof a 3D layer, the solvent destroys theunderlying layer," he said. "But ournew method resolves this." Accord-ing to Mohite, 2D perovskite cells arestable yet inefficient in convertingsunlight. Three-dimensional per-ovskites are more efficient but lessstable. By combining them, you getthe best of both worlds. "This leads toextremely high efficiency since weare now able to generate layers withamazing control for the first time inthe field," he added. "It enables us tomanage the flow of charge and ener-gy for solar cells, optoelectronic de-vices, and LEDs."

He claims that the efficiency oftest cells subjected to the lab equiva-

lent of 100% sunshine for almost2,000 hours "does not decline by even1%." The cells were around 1 micronthick without the glass substrate.

Solution processing is widelyused in industry and includes a vari-ety of processes for depositing mate-rial on a surface in a liquid, includingspin coating, dip coating, blade coat-ing, slot die coating, and others. Thepure layer remains when the liquidevaporates.

The key is a balance of two sol-vent properties: dielectric constantand Gutmann donor number. The di-electric constant is the ratio of a ma-terial's electric permeability to its freespace. This affects how efficiently asolvent dissolves an ionic substance. The donor number quantifies the sol-vent molecules' capacity to donateelectrons. "If you find the correlationbetween them, you'll find there areabout four solvents that allow you todissolve perovskites and spin-coatthem without destroying the 3D lay-

er," Mohite said.He claims their research is com-

patible with roll-to-roll production, which can generate 30 metres of solarcells every minute.

"For the first time, this innovationis leading to perovskite device het-erostructures with more than one ac-tive layer," said co-author JackyEven, a physics professor at France'sNational Institute of Science andTechnology in Rennes. "The goal ofusing perovskites to create sophisti-cated semiconductor structures is go-ing to come true." The next phase willbe to develop new applications andinvestigate new physical phenome-na."

"Not only does this have ramifi-cations for solar energy, but also forgreen hydrogen, with cells that cancreate energy and convert it to hydro-gen," Mohite explained. "It may alsoallow off-grid solar for automobiles, drones, building-integrated photo-voltaics, and even agriculture."

Parting WordsWhen I go from hencelet this be my parting word, that what I have seen is un-surpassable. Ihave tasted ofthe hidden hon-ey of this lotusthat expands onthe ocean oflight, and thusam I blessed---let this be my parting word.In this playhouse of infiniteforms I have had my playand here have I caught sightof him that is formless.
