inspection supporting document
All the files referred to here will appear in the same view. Follow the link in my e-mail. You will find
the Kmz files as well as the explanatory tables for your comments and inputs.
Please follow these instructions to view the maps and supporting texts:
1. First read the Afrikaans or English pdf presentation (attached to the e-mail) which explains
the process and how you can provide input to it. The file names are:
GR PP presentation.pdf and
GR OS aanbieding.pdf
2. Find and download the Kmz file in the folder on the link (there is only one). When you
double-click on the Kmz file, it will open Google Earth.
Ensure that the box associated with your district has
been checked (ticked). As shown with the arrow.
Click on the arrow to the left of the box to reveal all the
sector names as shown below.
3. The sector
names will be in
alphabetic and
not geographic
order.
4. Google Earth does not show sector labels on
the maps – only the colour
characterisation. To find the reference of
the sector as shown on the map please left click
on the path. The relevant sector reference will
show up under the sector list shown above. This reference refers to the sector in Google
earth as well as to the MS Word document which contains the assessment of the specific
sector. It is this Word document that will contain the information that explains why we
categorised the sector as we have done and allow you to input to that characterisation.
5. To access the MS Word supporting document- look in the directory opened by the link we
have sent and search for the reference to the sector you wish to examine. Once again,
they will be in alphabetic and not geographic order.
6. You will then be able to access the text and provide input to the process.
7. As explained in the PowerPoint presentation, each sector was characterised using the
table below.
If you disagree with a sector on the map (either extent or classification) please DO NOT change
the existing sectors as I will not be able to track them. Rather send your inputs to me via e-mail.

COASTAL ACCESS AUDIT
The WESTERN CAPE GOVERNMENT (WCG), Department of Environmental Affairs and Development Planning (DEA&DP), has commissioned an
audit o f all e x i s t i n g a n d historical access points along the Garden Route Coastline where the public have, are and/or still wish to access
the coast. This initiative is in support of the Garden Route District Municipality and gives effect to the Provincial and Municipal Coastal
Management Programmes as well as the Provincial Coastal Access St rategy and Plan. The Directorate: Biodiversity and Coastal Management cordially
invite interested and affected parties to participate in this initiative by providing information regarding the location and extent of such public coastal access points
and by attending the public open days.
The public open days will be held on the following dates and times:

Die WES-KAAPSE REGERING (WKR), Departement van Omgewingsake en Ontwikkelingsbeplanning (DOS & OB) het opdrag gegee dat ’n oudit gedoen word van
alle historiese en bestaande toegangspunte langs die Tuinroete-kuslyn waar die publiek toegang tot die kus het. Hierdie inisiatief is ter ondersteuning van die
Tuinroete Distriksmunisipaliteit en gee uitvoering aan die Provinsiale en Munisipale Kusbestuursprogramme asook die Provinsiale Kustoegangstrategie en -plan. Die
Direktoraat: Biodiversiteit en Kusbestuur nooi belangstellende en geaffekteerde partye hartlik uit om deel te neem aan hierdie inisiatief deur inligting oor die
ligging en omvang van sodanige openbare kustoegangspunte te verskaf en deur die publieke opedae by te woon.

Background to the CA audit study

• The ICMA entrenches the right of reasonable access
coastal public property. The intent is to ensure that
these points of access are maintained in perpetuity, in
contrast to the past where they have frequently been
closed and access denied.
• This right to access coastal public property refers to
pedestrian access.
• Access to the coastal area by vehicular means is
prohibited in terms of the ICMA: ORV Regulations and
is only allowed upon the issuing of a permit.
• Access must not be to the detriment of the
environment in its broadest sense.

• To assist District and Local Municipalities achieve this,
Province has initiated a series of projects to assist
municipalities comply with this legislation.
• This initiative has included:
• The development of a Coastal Access Strategy and Plan
• Plotting of individual access points by Royal Haskoning
DNV
• An audit and pilot study the in Overberg District and
• The current project which involves using the lessons
learned in the preceding projects to assess the coastal
access on the West Coast and in the Garden Route, to
provide information on where the municipalities should
focus their attentions.

1. Using previous coastal access identification projects as
a basis, identify and assess the condition of all existing
coastal access points and their typologies.
2. Identify the need for any new access points.
3. Highlight any points that are subject to conflict for the

distribution to stakeholders. (Transferred to GIS once
finalised)

Agtergrond tot die studie

• Die Wet op Nasionale Omgewingsbestuur: Genteïgreerde
Kusbestuur (Wet No.36 van 2014) verskans die publiek se
reg van redelike toegang tot die openbare kuseiendom.
Die doel is om te verseker dat hierdie toegangspunte
permentent onderhou sal word, in kontras met die verlede
waar sulke punte gereeld gesluit en toegang weerhou was.
• Hierdie reg van toegang tot die openbare kuseiendom
verwys na voetganger toegang.
• Toegang tot die kusgebied deur middel van voertuie word
gereguleer deur die Regulasies rakende beheer van
voertuie in die kussone, en die meegaande permitstelsel.
• Toegang mag nie tot die nadeel van die omgewing, in die
wydste sin, gebeur nie.

• Ter ondersteuning van die Distrik en Plaaslike
Munisipaliteite het die Provinsie ‘n reeks inisiatiewe
onderneem wat daarop gemik is om die
Munisipaliteite instaat te stel om aan bogenoemde
wetgewing te voldoen. Hierdie inisiatiewe sluit in:
• Die ontwikkeling van die Wes-Kaapse Kustoegang
Strategie en Plan (WK-KTSP)
• Kartering van bestaande toegangspunte in die Eden
Distrik deur Royal Haskoning DNV
• ‘n Kustoegangsoudit en Loodsstudie in die Overberg Distrik
• Die huidige oudit wat leerpunte uit die vorige projekte
inspan in ‘n opname van kustoegangspunte in die Weskus
en Eden distrikte. Hierdie oudit sal ‘n aanduiding gee van
op watter areas Munisipaliteite nodig het om te fokus.

die reg van publieke toegang nie binne die omvang van hierdie studie bepaal kon word nie en waar geen
kennisgewings aangebring is wat die aard van publieke toegang aangedui het nie.
Die implikasie van hierdie karakterisering is dat openbare toegang nie verseker is nie, en dat dit verhoed of geweier kan
word.

huidige of toekomstige eienaar /

Voertuig toegang. Voertuig toegang tot die OK is moontlik, al strek dit nie noodwendig tot by die strand self nie. Dit kan
ook publieke parkering insluit. Onbeperkte voetgangerstoegang is moontlik vanaf hierdie punte. Die teenwoordigheid
van hierdie paaie verseker langtermyn kustoegang.

Slegs voetganger toegang. Voertuie word nie hier in die OK toegelaat nie maar formele voorsiening word wel gemaak

vemoë, sowel as die aard van die terrein. Die teenwoordigheid van infrastruktuur verseker die langtermyn bestaan van
die toegangspunt.

Toegangspunte in geproklameerde reservate.
Hierdie is formeel geproklameerde reservate in terme van die Nasionale Omgewings Bewarings Wet: Beskermde Areas
Wet (Wet No. 57van 2003), waar toegangsbeheer deur middel van hekke en heinings toegepas word, en waar ‘n permit
of toegangsfooi van toepassing mag wees. Hierdie reservate bied wel langtermyn beskerming van toegangsregte
anders as privaat reservate wat ge-deproklameer kan word. Munisipaliteite kan wel insette in die deproklamasieproses
lewer ten einde die openbare regte te beskerm.
