Advisors need to be “political animals” (= present in a country for a long time and conversant with national and local politics).
Short-term missions miss out the important soft skills! Peter Bazeley’s Top Tips only work in longer-term relationships!
Example Ghana: Joint creation of sector evidence for reform works (e.g. with IFPRI) – but: no solo-tours by donors! Donor coordination is crucial for trust building.
With the implementation of new aid modalities, political advisers need new roles.

Significance of process and Policy Dialogue
� that ‘policy’ relates to ‘values ’ (or is synonymous with ‘values’), and that the ‘allocation’ of values will, inherently, be the subject of multiple judgements and factors – some straightforward and evidence-based, most not.
� Policy dialogue is to be seen as a discussion over the relative importance (the allocation) of values to (by) players.
� While we would all feel more comfortable with better evidence, evidence is but one factor in ‘good’ policy-making. Our recent evaluation of policy dialogue for AusAID (see overview on next slide) suggested at least ten other broad, important, manageable areas of process in supporting policy development, such as the clarity of intent, trust, credibility and negotiating capital.
