Architectural Barriers Act - 1968

Architectural Barriers Act only applies to facilities designed, built, altered, or leased with certain federal funds.

The following agencies are responsible for ABA standards.

Rehabilitation Act of 1973 – Section 504

Prohibits discrimination against people with disabilities in federally funded programs and activities

Legal Framework

Section 504 was the first law requiring curb ramps to be installed on Federal-aid projects to improve accessibility.

• The ADA is an "equal opportunity" law for people with disabilities.

• Title II covers all activities of state and local government (services, programs, and activities)

Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-way

PROWAG

On January 23, 2006, the Federal Highway Administration issued a memorandum recognizing that PROWAG standards “are the currently recommended best practices, and can be considered the state of the practice that could be followed for areas not fully addressed by the present ADAAG standards.”

Clarification of requirements

PROWAG does not require sidewalks, but if sidewalks are provided a pedestrian access route (PAR) is required

The width of the PAR must be ≥ 4 feet

Clarification of requirements

The running slope of the PAR must be ≤ 5% or the grade of the adjoining roadway

Cross slope of crosswalks can be ≤ 5% if no yield or stop control
