D1 DISCOUNT DAYS Developed as a way to celebrate the 313th anniver- sary of the City of Detroit, D1 Discount Days was an opportunity to increase awareness of the retail goods and services that are available in the district, as well as promote them to a broader audience. From July 24-26,a total of 22 businesses volunteered to offer a nominal discount of their choosing, for specific goods or services they offer. We created a flier displaying which businesses offered discounts and distributed the information via Facebook and e-blast. DiscountDays D1 DISTRICT 1 CANDIDATES FORUM DISTRICT 1 CANDIDATES FORUM D1 DISTRICT 1 On July 24th, the Office of Council Member James Tate in conjunction with CDAD, Excel- lent Schools Detroit and MOSES, hosted the 1st D1 Candidates Forum prior to the 2014 August primary. Candidates running for State House, State Senate and Wayne County Commission seats that touch District 1 were present. Attendees got to hear them respond to questions designed to give a greater insight into the candidates previous experience, personal platforms as well as their position on a variety of topics that will affect the lives of D1 residents. A total of 71 residents and community partners attended the event. CHALLENGE TRIVIA D1 TRIVIA CHALLENGE The D1 Trivia Challenge was a 5-day online trivia contest which was played on Facebook during the week of August 11-15, 2014. Players were encouraged to watch the D1 Promotional Video posted on Facebook, which described the assets found within D1 and then answer a series of questions which referred to the video. The winners of the contest received Pass- port Passes good for yearly admission to all Michigan State Parks. We had a total of 15D1 Dedicated!winners. We are always looking for new and fun ways to spread the D1 spirit throughout the district and beyond. Below are a few ways that we accom- plished that goal in 2014.   3. 3. SIT ON IT DETROIT We built it and they sat on it. Council Member Tate and his staff worked with Kyle Bartell of Sit On It Detroit to build a bench from reclaimed wood. The bench sits at the bus stop in front of the Citgo gas station at Grand River and Longacre (placed on October 15). For more information on how your business or community organization can build a bench and provide weary riders a place to sit while waiting for the bus, go to their website at www.sitonitdetroit.com. D1 SATELLITE HOURS MEETINGS Now entering its second year, the D1 Satellite Hours meets every 1st and 3rd Wednesday from 11am- 1pm at the Motor City Java & Tea House located at 17336 Lahser. The meeting represents an opportunity for D1 residents, friends and suporters to meet with Council Member Tate to discuss issues and ideas important to them over a refreshing beverage in a relaxing atmosphere. A total of 231 residents and friends joined us at the Java House thanks to ourJava Angels Alicia,Tonya and Maegan for their warm service and for making us feel right at home. OLD 8TH PRECINCT CLEAN UP On a Saturday morning in early May during the annual Motor City Makeover,Council Member Tate joined John George and dozens of Motor City Blight Busters volunteers for a clean up of the old 8th Precinct site. D1 PROMOTIONAL VIDEO Produced by D1 resident Reene Ferguson of Unison Media,the D1 Promotional Video focused on statistical information and assets located in D1.   4. 4. 2014 D1 MONTHLY MEETINGS In 2014 the D1 Monthly Meetings brought city department heads,business owners,law enforcement officials and others together to engage and inform residents on a wide variety of subjects. We held nine D1 Monthly Meetings this year in various locations around the district. The meetings are set up as an opportunity to bring together residents and supporters from around the entire district while exposing them to the many assets found in D1. For instance, many people were unaware that Detroit Manufacturing Systems, an auto parts supplier in the southern most portion of the district, employed nearly a thousand people, most of which are Detroiters. The meetings take place 10am-12:30pm on the 4th Saturday of every month (except November and December). Call 313-224-1786 for more details.   6. 6. 2014 LEGISLATIVE UPDATES It is important to Council Member Tate that District 1 residents are kept up to date with what is being discussed and voted on at the council table. This year D1 residents received City Council legislative updates at meetings, via Facebook, e-blast and printed collateral. Below are some of the 2014 legislative updates delivered by Council Member Tate, Edwina King and DeAndree Watson. SPECIAL ASSESSMENT DISTRICT ORDINANCE On April 29, 2014, City Council adopted an ordinance, sponsored by Council Member Tate, to amend Chapter 18, Article XII of the 1984 Detroit City Code to permit the creation of special assessment districts within the City of Detroit. The establishment of a SAD is designed to serve as a tool for individual neighborhoods to finance snow removal, mosquito abatement, and/or security services through private contractors. The services provided by a SAD are supplemental to City services and are determined by the local neighborhood organizations. SADs are established by a petition that must be signed by the property owners of at least fifty-one percent (51%) of the land within the proposed boundaries of the district and approved by City Council. Young Municipal Center - 2 Woodward Avenue, Suite 1340 - Detroit, MI 48226 Telephone: 313-224-1027 - Fax: 313-224-0372 - E-mail: [email protected] PARKING ON THE LAWN ORDINANCE On September 9, 2014, the Detroit City Council passed unanimously an ordinance, sponsored by Council Member Tate, to Sec. 61-8-26 and Sec. 61-14-176 and Chapter 55 (Traffic and Motor Vehicles) of the Detroit City Code. The ordinance, more commonly referred to as the ParkingontheLawnOrdinance, prohibits parking on the lawn or any non paved areas in a single or two-family dwelling. Violation of this provision can be enforced by BSEED or autho- rized municipal agent in the form of a ticket. This ticket would now be issued to the owner of the vehicle and not the homeowner at where the offense occurred. OTHER LEGISLATIVE ITEMS Community Advisory Council Draft Highlights included the purpose of the Community Advisory Council (CAC); Designation of Districts; General Composition and Terms; Petition to Establish; Election of CAC Members; Appro- priations; Powers and Duties; and Parliamentary Procedure. Hardest Hit Fund Update The U.S.Department of Treasury awarded $52.3 million from the Hardest Hit Fund (HHF) to the Detroit Land Bank Authority (DLBA) in support of an initiative designed to reduce blight by demolishing vacant residential structures.In an effort to ensure that the funds were expended by the April 30,2015 deadline,the City Council authorized the transfer of up to 16,399 City-owned residential structures to the DLBA on April 15,2014. As a result,a total of 2,376 blighted residential structures have been demolished in targeted HHF areas throughout the City and the DLBA has been awarded an additional $5 million to further support its efforts to reduce blight throughout the City. Urban Agricultural Update Council Member Tate, with the City Councils Legislative Policy Division, continues to work on the incorporation of animal husbandry into the urban agriculture ordinance. We will continue to work diligently on a policy that is beneficial to those participating in urban agriculture while addressing the concerns of residents in affected neighborhoods.

A Heartfelt Thank You District 1 represents more than a geographical region on a map, more than a collection of neighborhoods and more than a council-represented portion of the City of Detroit. District 1, or D1 as we affectionately call it, is a movement of like-minded residents, supporters and friends seeking to build the best district possible. Although movements can have one or several individuals who start them, they cannot continue to grow without an army of dedicated people who do the everyday heavy-lifting necessary to sustain their existence. We would like to thank everyone who has ever participated in a D1 Monthly Meeting, Satellite Hours Meeting or any other event we have organized. We would like to thank you for your phone calls, questions, ideas, issues and yes, your complaints. We want to thank all of the community groups and associations: those just beginning and those who have been working in the trenches for decades. Wed like to thank all the non-profits,businesses,faith- based institutions and schools who have partnered with us to make our movement successful. We especially want to thank the management of all of the facilities where our D1 Monthly Meetings were held for the past 20 months, as well as the Motor City Java & Tea House for being our Satellite Hours Meeting site since February 2014. We have two taglines which best describe our D1 residents, supporters and friends. The first is:The place we call home in Northwest Detroit. When residents, businesses and government work together, the community truly becomeshomeand a place where one has a sense of fulfillment and belonging. The second tagline is:D1Dedicated!,which is a declaration of district pride that youll find prominently displayed on our Facebook posts,e-blast messaging and printed collateral. We look forward to a rewarding and prosperous 2015. We are D1 Dedicated and together we will make our district into the greatest example of a place we call home in Northwest Detroit. D1 DISTRICT 1 COMMUNITY LEADERSHIP COMMITTEE 2013 YEAR END REVIEW WHY WE CREATED THE DISTRICT 1 CLC D1 BREAKDOWN OF THE DISTRICT 1 MEETINGS D1 Many Detroit residents kept asking the questions:Now that we have an EM, whats next? andWhos going to convene meetings to discuss what will happen once we transition to a district form of governance in 2014? Those questions and many others led Councilman Tate to commission the creation of the District 1 Community Leadership Committee. Initially, it engaged only the leadership of the various community associations and block clubs in D1 because it had to have an agenda that was both manageable and focused. Now that subcommittees have been formed to address issues such as blight and the creation of block clubs,broader involvement from everyone within the district is necessary. Despite the federal bankruptcy ruling and the many challenges that Detroit faces, there are many impressive developments happening in the city. There are a number of entities that have positive, progressive plans for our citys future. However, residents should and must have the loudest voice in determining what our city will eventually transform into. The goal of the D1 Committee is to develop a collaborative framework that will attract resources from the philanthropic and business communities as well as the various branches of government to neighborhoods of D1. Mission Statement: District 1 is a coalition of community organizations committed and dedicated to serve community interest,share information,and resources to support residents,businesses,and faith-based organizations via acentral hub Vision Statement: District 1 shines as a safe and clean community of choice for families and businesses Vision Goals: Organizations that gather and collect information and dissemination of knowledge for all stakeholders Develop academic,recreational and employment opportunities for youth and community Build a clean and safe community - Effective use of public land and vacant lots Create a collective calendar Meetings take place every 4th Saturday from 10am-12:30pm in various locations around District 1 (unless its a holiday weekend or an abundance of other community events taking place on that day) Meetings take place at various locations within District 1 which: Builds a sense of unity between groups across the district Creates mutual support on issues and concerns,making the district stronger We discovered: New bonds and friendships were built People whoknewof each other,but hadnt spent time together were formerly introduced People supported events in other communities outside of their own
  10. 10. We focused on the history of districts in Detroit and what led to the resurgence of a district based governance system. We discussed to importance of community collaboration. We created a list of assets and challenges located in District 1. A representative from McKenna Associates spoke on community planning and we discussed the importance of developing a community group identity website, Facebook page presence, logo and other methods of branding. You told us during a questionnaire that the three most important issues to you were: crime, blighted and abandoned homes and block club development which led to the creation of sub-committees which will focus on those three issues. It has been and will continue to be a collaborative effort. This means that every individual who comes to a D1 meeting has a part to play in the Committees development.
