It implies there is such a thing as exclusive cycling and like

the Equality Act, it’s a response to a recognised problem.

Title: Is transport policy supportive of how disabled people travel?

Author: Kevin Hickman

Using as a starting point a newly commissioned table ONS (2014) this paper

asks: What do we know, and not know, about how disabled people travel to work?

Does the language being used to define travel choices, such as ‘bicycle’ and ‘on

foot’, allow disabled people to provide accurate answers? How does the census

data compare to other sources of data used by Papworth Trust [2] to assess how

disabled people travel?

Based on the available data the paper goes on to review how transport policy and

practice has supported disabled people to use their chosen methods of travel,

explores the limitations of current policy and practice, and concludes with

recommendations for future transport policy.
