Facts

Block AD-10 is located

•>150 km from nearest shore

•in >2000 m water depth

The 2D seismic survey commenced12 June 2016 with Polarcus Amani

The survey follows after 3D seismic surveys in neighbouring blocks AD-03, AD-02, AD-09 and AD-11

Objectives of the IEE

• Identify and assess potential environmental and social impacts of the seismic survey

• Provide results of public consultation and participation

• Identify measures to mitigate potential negative impacts

Process for the IEE for 2D survey AD-10• Prepared in accordance with the EIA Procedure and Administrative

Instruction of EIA Procedure

• Screening and scoping; defining area and potential issues

• Project proposal report

• Baseline data

− Desk top & literature review; marine mammal observation data from AD-3

− Stakeholder consultation for additional information and verification (Sittwe, Gwa, Thandwe; Thabyugyaing, Sat Thwar fishing villages)

• Impact assessment and identifying mitigating measures

• Disclosure of activity plans, IEE, contact details for grievances

• Install turtle guards on tail buoys

• Optimum airgun configurations. • Implement JNCC Guidelines:

- Soft-start procedure; - Marine Mammal Observer

and Passive Acoustic Monitoring

- Postpone start-up if mammals within 500 m of airguns

• All sightings recorded and reported to MOECAF

Lessons learned

• The IEE for seismic survey in AD-10 duplicates those for the surrounding offshore blocks;

− Same issues and low potential for impacts and conflicts

− Same stakeholders (same villages, same people) being consulted/ interviewed/ informed – several times over short period

• Tailor consultation/ engagement for offshore blocks better to relevant stakeholders? E.g. ocean-going fisheries at national level rather than local fishing villages?

• MOGE has provided valuable support during consultations

• Time for approval of IEE by has been unpredictable

• Do we get ECC or just approval of IEE?
