Summary of Meeting 1. Sharing & Update on OGP Globally

- Maryati update on OGP progress report in 2013, summarised from the Annual Report of OGP which were provided by the Support Unit such us the membership, establishing 5 thematic working groups, producing IRM Report from Cohort 1 and Cohort 2, Fund raising and communications strategy, OGP engagement on multilateral initiative and others dynamic progress of OGP Globally.

- Introducing the composition and main role of Steering Committee, Sub-committee and Support Unit. Also highlighting the specific concern on civic space and enabling environment for Open Governance in many implementing countries.

- Highlight the general policy changing and agenda on OGP mechanism such us on bi-annual calendar and its consequent for country action plan, country reporting and IRM Report; SC Rotation and Chairmanship, and revision on Article of Governance.

- Others FAQs on OGP for the new participants of meeting-based on request.

2. Getting Input for Criteria & Standard Sub-Committee Meeting in Washington

- Maryati mentioned the main agenda for Criteria and Standard Sub-Committee next week meeting in Washington DC. The main input from the participants of consultation meeting was pointed out below :

Input points on IRM :- Learnt from Indonesia’s IRM process, the gap number of commitment that stated in the

President Instruction and sending to the OGP was creating different level of expectation on OGP implementing. Too much ambitions and living action plan was maked difficulties on measuring the impact and making sure the improvement.

- The IRM mechanism should not just making check list assessment (such us through the website, secondary data/document and interview) but also have to check the evidence in the field. (*In Indonesia, this way was done by the civil society shadow reporting)

- The IRM researcher should discuss (and consultation) the method of measurement and achievement indicators to avoid of miss-leading and expectation gap on OGP action plans/commitments.

- Giving discretion to give first comment for just leading institution (which is mostly Government body) was worried as delusion the meaning of co-creation on OGP multi-stakeholder platform among Government and Civil Society.

Input Points on eligibility criteria and enabling environment of OGP Values :- The implementation of eligibility criteria for the specific country such us new

democratic country, post-conflict countries, etc should be leveled based on the context/situations. This approach needed to intensify the country who making commitment on OGP values, as long as there are any progress and enabling environment for openness and civic space.

- The eligibility criteria and enabling environment need to be breakdown on the detail criteria for easy identify the clear indicators on OGP values and commitment. For example on the freedom of information space, not just merely measured based on the existence of law, but also how government policy making sure the implementation and enforcement of those laws.

- Leveling and breakdown the criteria also needed to raise the bar of certain countries for fulfillment the public expectation on the impact of OGP commitment and membership.

Input Points on Learning & Sharing Support and Specific Case - To raise the bar and making meaning-full impact of GP membership, OGP have to

provide support for country assistant as well as sharing and learning. Currently, this support was played by the support unit as well as the peer learning and sharing sub-committee, unfortunately its still limited on the online platform (such us webinar, etc) which were in the remote area the limited access of internet, poor bandwidth and technology barriers still to be the main issues.

- Beside of creating benefits, for the difficult countries case, to some extend the ‘stick’ of OGP also needed to guaranty the OGP values and branding commitment. Such us in the case of restriction of civic space and or violation of journalist, this serious case should be responded by the OGP as part of mechanism to secure the OGP values & guaranty.

3. Update from Governance and Leadership Meeting in Mexico- Jourdan mentioned the main agenda that was discussed in the G&L sub-committee

meeting in Mexico such us the strategic plan for the OGP governance, chairmanship and rotation of SC, fundraising issue, membership of dispute countries, and etc.

- Highlighting the main agenda in 2014 on regional conference, high level meeting at NY-September, rotation of chairmanship and SC, fundraising, and strategy on engaging with other multilateral initiatives such us MDG Post 2015, and etc

- The final meeting point will distributed to the SC member and provided in the website

4. Update from OGP Indonesia & Regional Conference- The second action plan of Indonesia was conducted by the Ministry of national

Development Planing; the Civil Society in the OGP core team also conducted consultation and collecting input from the wider CSOs.

- Asia regional meeting. Mostly concept have been formulating and discussing with the wider stakeholder. Several preparation meeting was conducted as well as the funding issue and identifying the audience and invitation. Currently, the planning committee still waiting for the fix date from the RI-1 (Mr. President) then preparing the technically term and sending invitation.

5. Share and updated from OWG of MDGs Post 2015 meeting in NY & Side Event - Faisol shared some points from OWG meeting and side event in NY. It was great that

Indonesia OGP team conducted side event on endorsing TAP (transparency, accountability and public participations) issue in the OWG side event through collaboration with the UK and Mexico. Unfortunately the stand point of Indonesia in the troika/groups with Kazakhthan and China was not much clear on endorsing the governance issues on Post 2015 agenda.

- Mainstreaming Open Government on the MDGs-post 2015 agenda was strategically, especially for the position on Indonesia as developing country and in Asia emerging economic position. On the other hand, the Indonesian delegation on OWG/SDGs should synchronize with the OGP missions.

- CSOs groups who concern on TAP in MDGs post-2015 also should making stronger advocacy and lobbying to push Government on out standing the position on endorsing TAP in Post-2015 agenda.
