Against the background of concerns over climatechange, global warming, rising sea levels, floodingacross continents, threats to the strategic balancein the ecosystem, deteriorating sanitary conditionsin cities across the world, the United NationsOrganization (UNO) urged member nations toestablish institutional framework to deal withenvironmental issues fundamental to the existenceof mankind.

BACKGROUND TO ESTABLISHMENT OF FEDERAL MINISTRY OF ENVIRONMENT

In Nigeria, the dumping oftoxic waste in Koko town inthen Delta State in 1988prompted the FederalGovernment to take drasticaction by putting in place aninstitutional arrangement forsustainable environmentalmanagement. This led to theestablishment of the thenFederal EnvironmentalProtection Agency (FEPA).

At the onset of the new democratic dispensation in 1999, Government inits wisdom saw reason to strengthen the institutional arrangement forenvironmental management in Nigeria. Thus, for the first time, a full-fledged Federal Ministry of Environment was Established. The creation ofthe Federal Ministry of Environment brought together the defunct FEPAand the following Departments/Divisions from other Ministries asfollows:i. Division of Flood and Erosion Control from the Ministry of Works;ii. Federal Department of Forestry from the Federal Ministry of

Agriculture;iii. Division of Flood Control from the Ministry of Water Resources; andiv. Department of Environmental Health from the Ministry of Health;v. Forestry Research Institute of Nigeria (FRIN);vi. National Parks Service (NPS).

You may recall that on 22nd August, 2012, the President andCommander-in-Chief of the Federal Republic of Nigeria, Dr.Goodluck Ebele Jonathan signed a Performance ContractAgreement with all Ministers in government, with specifickey performance indicators for each sector. For the Ministryof Environment we have seven (7) Key PerformanceIndicators (KPIs) as follows:

Under our first Key Performance Indicator, whichis achieving a clean and healthy environment , we haveundertaken a number of Programmes, activities and projectsthrough the Pollution Control and Environmental HealthDepartment, Climate Change Department, National Oil SpillDetection and Response Agency (NOSDRA), NationalEnvironmental Standards and Regulations Enforcement Agency(NESREA) and Environmental Health Officers Registration Councilof Nigeria (EHORECON) to achieve this goal. 23

The Ministry bid and won the right to host the UNEP’s African Regional Coordinating Centre for Marine Pollution. This was in recognition of Nigeria’s leadership role in response to Marine pollution Control in West Africa sub-region having fulfilled the following conditions:

Establishment of a National Reference Laboratory;

Oil spill recovery and response boat (Policat 1); and

The fulfillment of the country’s financial obligation to GI-WACAF.

This centre, when fully established, would enhance the nation’scapacity to tackle the challenges of Marine pollution in all itsramifications;

To facilitate regular interaction with the public, the Ministry appliedfor and obtained a Toll Free Line (The Short Code 313) for reportingoil spill incidents across the country. This facility will be fully activatedin December 2014;

The Ministry procured equipment for the GIS (GeographicInformation System)/Remote sensing laboratories at theHeadquarters in Abuja and five zonal offices located in Kaduna,Lagos, Port-Harcourt, Uyo and Warri which I commissioned inSeptember 2014.

The Ministry collaborated with other Stakeholders to create the oilspill monitor – a robust GIS-Based web platform that has raised thelevel of awareness and transparency in oil spill management. 31

The Ministry distributed a first set of 30 Low PressureFoaming Machines to small Scale Ice Machine Makers,under its Ozone Depleting substances Phase outProgramme. The Machines will ensure conversion fromthe use of Ozone Depleting chemicals to Ozone friendlyones, by the users in their production process. Theprogramme is under the Montreal Protocol on substancethat Deplete the Ozone Layer.

ESTABLISHMENT OF INTEGRATED WASTE MANAGEMENT FACILITIES Implementation of E-waste control programme at global,

regional and country levels

Developed the National Environmental Regulations for the Electrical/Electronic Sector;

Facilitated the development of the Abuja Platform on E-Waste- a global initiative to address E-Waste problems;

Developed guideline for importers of used electrical/electronic equipment;

Developed Guidelines for Extended Producer Responsibility (EPR) Programme that addresses many waste streams including E-Waste.

In recent times, certain human activities,including manufacturing, farmingpractices, oil exploration and exploitation,and mining, among others, have also beenidentified as significant causes of recentclimate change, often referred to as ”global warming”.

Global warming therefore implies thattemperature increase is being used asa major indicator of climate change.

Impacts of Climate Change:

Climate change has become one ofthe most threatening environmentalproblems in the world with concernsabout its impacts on humanactivities.

Nigeria is concerned about climatechange because its impacts threatenfood security, cause flooding,accidents (including aviationaccidents), aggravate drought andcause desertification, social frictions,conflicts and insurgency at theextreme. 45



NATIONAL IMPLEMENTATION OF CLIMATE CHANGE MITIGATION ACTIVITIES

o Nigeria is implementing climate change mitigation activities to stabilizegreenhouse gas concentrations in the atmosphere at a level that would preventdangerous anthropogenic interference with the climate system; in line with theUnited Nations Framework Convention on Climate Change and its KyotoProtocol;

o The Federal Ministry of Environment has developed:

• A National Policy on Climate Change;

• A National Adaptation Strategy and Plan of Action;

• A strategic plan for addressing climate change in Nigeria.

o Some of the specific activities include:

• Assessing the amount of greenhouse gases in Nigeria atmosphere(Greenhouse Gas Inventory);

• Designing and implementing greenhouse mitigating options (Great GreenWall Programme, REDD+, Vehicular Emission Control Programmes, NigeriaErosion and Watershed Management Programme, etc);

o Assessing vulnerability to, and impacts of, climate change;

o Developed adaptation options to the impacts of climatechange;

o Creating awareness on climate change;

o Developed capacity of AgricultureExtension Service Officers oninterpretation and dissemination ofclimate change information to end usersespecially rural farmers;

o Established data base system to provideinformation accessibility to variousstakeholders for climate and climatechange scenarios modelling to assistplanning in various climate-relatedactivities;

More than three billion people still burnwood, coal and other traditional fuelsinside their homes, the resulting indoorair pollution is responsible for more than1.5 million deaths a year – mostly ofyoung children and their mothers;Millions more, suffer every day withdifficulty in breathing, stinging eyes andchronic respiratory diseases.Nigeria loses over ninety five thousandthree hundred (95,300) persons, mostlywomen and children, annually due tocomplications arising from the use offirewood in cooking.

Launched the Rural Women Energy Security (RUWES) projecttowards empowering women and developing business skills;

Under the RUWES initiative, over 200,000 clean cook stoveshave been assembled and distributed through womencooperatives;

Established Skill Acquisition centers in Kaiama & Baruten(Kwara State) & Solar drying centre in Bwari, FCT;

NIGERIA EROSION AND WATERSHED MANAGEMENT PROJECT (NEWMAP)

The Nigeria Erosion and Watershed Management Project (NEWMAP) is designed to support Mr. President’s Environment Transformation Agenda (ETA) to achieve greater environmental and economic security.

NEWMAP supports State-led interventions to prevent and reverse land degradation, focusing on major gully erosion sites that threaten infrastructure, livelihoods and environmental assets;

The Project was operationalized on September 16, 2013; and

Phase I of the project is on-going in the following seven States: Abia, Anambra, Cross River, Ebonyi, Edo, Enugu & Imo.

One Hundred and Fifty Seven(157) Erosion and Flood Control Projects executed nationwide at various stages of completion;

Fifteen (15) Erosion and Flood Control Projects attained an average of 60-100% completion in the South East Geo Political Zone of which Three (3) sites are ready for commissioning;
