A. Project Overview

Access to land and its security have significant impact on growth and development of the communities,

irrespective of diverse environments. In most of the societies, land has been a topic of conflict like that of dearth

situations in Kerala. Such conflicts generally end up either in criminal or civil court which subsequently remains

as a perennial cause of conflict for the future generations as well. The land related conflicts mostly arise because

of the discrepancy between the demand and supply of land between the communities and economies of the

World. Even within the countries the disparity is quite obvious and among the states as well within a country.

The new world economics hallmarked by commercialization, industrialization, urbanization etc. puts

extra pressure on available land resources, no matter the land in question is under private or public ownership.

This results in encroachment and misappropriation of public lands and unprecedented disputes over the

ownership of private lands. The figures show that the occurrence of such incidents has been on the rise

especially after the 1990’s in the state of Kerala. The Governance of Land including inventorisation, protection

of public lands, registration coupled with online - real time transfer of registry, computerized, retrievable

common land data base etc. are going to be the key elements in the management of total governance in a state,

as land is going to be one of the most critical factors of production, source of investment and a valuable reserve

for the future development. The macro and micro level reflections of this phenomenon and associated conflicts

are already visible in the world politics and even at the micro social systems like families. Without proper land

Governance systems these state of affairs cannot be tackled in an appreciable manner.

Governance of land being one of the early evolved systems, the transformation of the same usually

pose lot of challenges in various fronts including multiple legal challenges as it involves plenty of stakeholders

with conflicting interests and regulations. The technological advancements of recent times should act as the

‘tools of change’ and the beneficiary stakeholders should as ‘change agents’ towards bringing in transformation

in the land governance systems. Transformation of the old systems cannot be implemented overnight and it

requires perfect planning and execution of the ‘change’.

Even though the ReLIS project was officially launched on 15.09.2011, the basic steps were initiated since

November, 2008. As the initiative involves systematic and sustainable fostering the initiative would be brought

permanently under the proposed “Land Governance Society of Kerala” a Programme Management Unit [PMU]

under National Land Record Modernization Programme [NLRMP].

The land record computerization activity in Kerala was started in the year 1988-89 along with other

states under a programme called SRA & ULR [Strengthening of Revenue Administration & Updation of Land

Records] with a major thrust on developing the core IT infrastructure. The programme was revisited by the

Central Government from 1990-91 and the name of the programme had been changed to CLR [Computerization

of Land Records]. The same programme was continuing till 2009-10, when Government of India introduced

another programme NLRMP [National Land Record Modernization Programme] to replace all the land record

service related programmes in the state. The basic objective of issuing RoR [Record of Right ] to all the land

holders in the state remained the same by ensuring online transfer of registry [mutation of records] pursuant to

land transactions through the automated updation of textual and spatial data.

As pilot project ReLIS is running successfully in the following 17 Villages in the territorial jurisdiction of

Alathur and Vadakkanchery Sub-registrar offices, in Palakkad District.

B.) RESULT INDICATORS

1. Key Performance

a . The project though mainly intended as a G2C project it is assuming the status of G2G,C2C and G2B as well at

Programme (NLRMP) was initiated with the formation of State and District I.T. Cells of Revenue Department in

November; 2008.The project basically aims at the following:

• Issue online digitally signed Bhoorekha [RoR] based on the Common Land Database of

Revenue, Registration and Survey Departments.

• Ensure online Transfer of Registry/Mutation/Pokkuvaravu in a paperless form, subsequent to

deed transactions of land without any face to face interaction between revenue officials and

citizens.

Besides the above other benefits of the project are;

1. It ensures Common Land Data Base for Revenue, Survey & Registration departments

2. This ensures transparency in all land transactions.

3. This will check transaction of Government lands.

4. The land holder can get Bhoorekha [RoR] from any of the Akshaya [Common Service Centres] in

Kerala.

5. It curbs the entire corruption and speed money associated with land transactions.

6. Government will obtain more income as it will be linked to fair value of land.

7. The suspicious land transactions in the sensitive areas would be curbed.

8. The Land Reforms Act can be implemented in a more meaningful manner.

9. The transfer of registry is assured promptly and swiftly on First In First Out [FIFO] principles.

10. It is a great leap towards assured Citizen Services.

11. Better credit flow under assured land records.

12. The entire process can be viewed and analyzed sitting anywhere in the World.

13. The inception of the proposed UTN [Unique Thandaper Number] and mGovernance would

revolutionize the land governance in Kerala.

14. Most importantly as the deed transactions are made after obtaining the RoR from the Revenue

department based on Thandaper registers [The register of private land holdings] the civil cases will

come down substantially in the near future, thus reducing the associated criminalization of the system.

b. Through the in-house manned IT Cells of Revenue, the department is successful in bringing in changes which

once thought will happen never ever in the Department of Revenue. The initiatives not only help the citizens to

get Speedy, Modern, Assured, Responsible and Transparent [SMART] services but would be helping nearly

20000 working force in the department to face the future challenges under Right To Information Act and the

Right To Services Act,2012. The SMART revenue office concept has been announced aiming at providing “Any

time Any where service” to the citizens. The same would be achieved shortly with the ongoing programmes

like the e- District programme wherein nearly one million digitally signed online certificates have been issued

by the Revenue officers in the districts of Palakkad and Kannur through Common Service Centres like Akshaya

thus avoiding a minimum of half a billion travels to the various revenue offices by the common citizens. In the

pilot villages where the ReLIS [REvenue Land Information System] project is running online Transfer of

Registry/Mutation is happening at admirable standards in fully automated web enabled manner. The Transfer

of Registry/Mutation happens without any physical movement of paper documents including the Registration

documents.

It has been planned to combine both these services in order to provide Unique Thandaper Number

[UTN] cards to citizens holding lands in Kerala so that it would act as “One stop solution” for all the services

provided by the department. The citizens holding this card would not require any certificates from the

department for getting various Government services in future.

The introduction online payment delivery gateway would help in achieving the basic motto of SMART

revenue offices ie “anytime anywhere service”. Through that the dependency on CSCs like Akshaya would also

be reduced making the department fully reliant on internal resources. The dream to make the revenue offices

SMART [Speed-Modern-Assured-Responsible-Transparent] is no longer a dream but a reality whereby nearly

one million citizens are already benefited.

Towards rolling out of ReLIS in 556 more villages during 2012-13 in 9 districts, Government have already

made the following provisions:

1. Declared it as policy of Government: In the Governors speech of 2012-13 it has been declared also in

the next one year programme of the Government.

2. Legal Changes: The following legal changes were made for the smooth implementation of the system.

a. Electronic Delivery of Services Rules enacted

b. Made amendments in Transfer of Registry Rules

c. Notified 573 villages for the introduction of ReLIS

d. Issued GOs for the smooth implementation of ReLIS

2. Efficiency and Improvement Initiatives

a. The time and cost efficiency improvements made since the introduction of ReLIS in the 17 pilot

villages has been incredible. The most important aspect is the ease and efficiency brought in the issuance of

Bhoorekha [RoR]. The same is applied through Akshaya centres and with the help of Common Land database

the Village Officers issue online digitally signed Bhoorekha [RoR] without any face to face interaction with the

applicant. Each and every such application is being recorded in the m Governance platform and the applicant

gets the application number and stages of processing of application as message in the mobile phones. Once RoR

is ready for issuance the applicant can go to any of the nearby Akshaya centre to collect the same.

Coming to the online Transfer of Registry the same is happening on FIFO principle with the details

made available online, through Form IB forwarded online by the Sub Registrars, a system brought in through

the amendment in Transfer of Registry Rules,1967. This has reduced time form months to days and all the

unhealthy practices involved in manual form of online transfer of registry has been fully averted.

Partner network: The Akshaya centres in Kerala which has been acting as successful partners in the e District

programme, are being entrusted with the task of online data entry of the Form A which is to be forwarded to

revenue department through the Sub Registrar after the registration process of land towards making the

transfer of registry by revenue department

C.) ENABLER INDICATORS

1. Process reengineering

Major ICT and Non-ICT front-end process changes that were planned and the extent to which the plans have

been implemented & Major ICT and Non-ICT back-end process changes that were planned and the extent to

which the plans have been implemented:

The land record computerization activity in Kerala was started in the year 1988-89 along with other

states under a programme called SRA & ULR [Strengthening of Revenue Administration & Updation of Land

Records] with a major thrust on developing the core IT infrastructure. The programme was revisited by the

Central Government from 1990-91 and the name of the programme had been changed to CLR [Computerization

of Land Records]. The same programme was continuing till 2009-10, when Government of India introduced

another programme NLRMP [National Land Record Modernization Programme] to replace all the land record

service related programmes in the state. The basic objective of issuing RoR [Record of Right ] to all the land

holders in the state remained the same by ensuring online transfer of registry [mutation of records] pursuant to

land transactions.

As there were lot of issues with the processes involved and to bring in GPR [Government Process

Reengineering] in the system a State IT Cell under Revenue Department was created in November, 2008. Soon

after the formation of the State IT Cell-Revenue a system analysis study was carried out to differentiate between

the VAs Vs NVAs [Value Activities Vs No Value Activities] involved in the process. Based on the study a

planned Government Process Reengineering [GPR] was carried out in the following areas;

Naming and owning the project: There was no project name as such for the land record computerization

programme. As the IT Cell team has been so much confident of meeting the objectives, a new project name is

given to the process of land record computerization programme as ReLIS [REvenue Land Information System].

It is expected that, the programme would be one of the path breaking projects ever witnessed especially in a

land dearth state like Kerala where land related issues are the order of the day.

Due to the efforts of the State I.T.Cell and the District I.T.Cells formed as per Circular no LR (I.T.Cell) 51652

/ 08 dated 24.11.08, the following activities could be undertaken in each of the above mentioned fields, as

described hereunder:

I. HARDWARE - Centralized Web-based hardware monitoring & statewide AMC: As per the stock

registers maintained at various revenue offices, the Department of Revenue has nearly 4800

computers and connected accessories in its custody. As there was no systematic monitoring, most

of the systems were in a very bad shape. As part of an assured monitoring of the systems and

towards reducing the cost on A.M.C [Annual Maintenance Contract] from 2009 - 10 onwards a

centralized AMC system has been in place. This has brought down the A.M.C from thousands of

rupees per system to just Rs.500 per system when it was done statewide. Department of Revenue is

the first department to achieve this phenomenal task. The Statewide Centralised AMC has been in

place since 2009 and is running successfully. The Web based hardware monitoring will be launched

in few days through the site http://www.revenuehamos.kerala.gov.in. With this, regular

monitoring, maintenance and other logistics smooth realisation of the objectives is envisaged

II. SOFTWARE - Common textual web based database of land: The data on land mainly comprise of (a)

textual data which is the record of land details being kept in the Department of Revenue as Basic

Tax Register [BTR] and in Tandaper register [TPR] and (b) Spatial Data which is digitized form of

sketches of the individual holdings which ought to have been a replica of field measurement books

(FMB’s) and subdivision sketches which is prepared at the time of either resurvey process or

fragmentation of holdings resulting due to purchases / sales respectively.

To cater to the software needs of the textual and spatial data, the National Informatics Centre

[NIC] was entrusted the task of developing appropriate software. Towards catering to the need of

entering the textual data, software by name BHUREKHA was developed by the N.I.C team from

Trivandrum for the Revenue Department which had the inherent incapabilities like the following:

1. It is in proprietary platform

2. It is not web based limiting its applicability for the online updation of records

3. As per response from District I.T.Cells, the software is not user friendly with

limited scope for allowable legal editing.

To cater the software needs of the spatial data, a software by name COLLABLAND has

been developed exclusively for the digitization activities in survey Department. As the resurvey

of only 767 Villages out of the 1634 Villages (including group villages) is completed, that too

with lot of subsequent complaints, it is not advisable to integrate the spatial data with the

textual data which has already been substantially digitized by the Department of Revenue.

Even though there had been consistent demand from the districts as well as the State

I.T.Cell-Revenue, there was little or no effort from the developers of BHUREKHA to rectify the

aforesaid issues pointed out in the software. Hence, a new and Integrated Service Delivery

Approach for the Revenue, Registration and Survey Departments has been formulated by the

State I.T.Cell - Revenue with the software support from district N.I.C unit of Palakkad. The

software by name ReLIS KERALA (REvenue Land Information System KERALA) has been

developed jointly through substantial inputs of State and District I.T.Cells of Department of

Revenue. This has been developed in PGSqL in the free software platform and it is web based.

Through the ReLIS KERALA software the online transfer of registry and updation of textual

data has been happening in 17 villages in the territorial jurisdiction of Alathoor and

Vadakkanchery SROs of Palakkad district. The Bhoorekha [RoR] is being issues through CSCs

[Akshaya]. The status is being monitored online through http://59.90.102.96/relis/status.php

now. However, once the proposed Web Management Centre [WMC] and Online Payment

Delivery Gateway are established at O/o Commissionerate the new website

http://www.relis.kerala.gov.in can be launched [Expected in three months]. This will cover the

following villages in the first phase,

The data migration from BHUREKHA software to ReLIS KERALA software is going on at present in

211 villages [274 – 63]. Once this is completed we can launch ReLIS in all the four districts in a single day.

The IT Cells are planning to expand the ReLIS to 573 villages by 31.03.2012 in 9 districts. However,

towards covering all the 767 resurveyed villages plans have been prepared and submitted to GoI.

The new software ReLIS KERALA is having online application, is in Free software platform and easy and

seamless migratability from BHUREKHA database.

III. CONNECTIVITY – VPN connectivity established: As part of integrating Revenue, Registration and

Survey offices, though there had been efforts to connect the offices via Kerala State Wide Area

Network (KSWAN), it was not successful even though there had been many efforts for the

implementation of the same. Hence, it is proposed to have V.P.N connectivity of the B.S.N.L for

connecting these offices. As part of e-District programme, 385 number of Villages have been

connected by V.P.N in Palakkad and Kannur districts. Now with the Rs.99.0 lakhs available for the

2010 - 12 period for connecting 449 number of resurveyed villages [excluding Palakkad and

Kannur] where textual data entry is completed. By March 2013 thus there will be 865 number of

revenue offices [villages and Taluks] connected by V.P.N and which would be ready for

implementing ReLIS. Through the e District programme the VPN connectivity has been established

in all the village and taluk offices in Palakkad and Kannur districts. Out of the total 45 identified

services 28 are from Revenue department. Out of that 23 services are already being started and 9.30

lakhs digitally signed online certificates have been issued through CSCs as on today. Only the

Department of Revenue could do this and for the remaining 5 more services a detailed plan of

action has been set. As part of that programme we will be getting VPN connectivity in other

districts as well. Since the roll out is taking more than the expected time from IT Department, we

have already placed orders for VPN connectivity in all the above four districts. The IT Mission has

agreed to provide laptops for all the Village Officers in the Department in the districts as part of roll

out of e District programme it will meet the hardware and connectivity requirements fully.

IV. MANAGEMENT – Decentralized execution under centralized Planning and Monitoring: As part of a

complete restructuring and revamping of the land records computerization activities, the State

I.T.Cell-Revenue was formed in November 2008 and it was inaugurated formally on 18.02.2010.

District I.T.Cells were formed in 9 districts where the major chunk of resurveyed villages (573) out

of the total 767 resurveyed villages are situated. A number of projects have been prepared by the

State I.T.Cell towards implementation of the land record computerization activities under the

N.L.R.M.P schemes as well as under NeGP Scheme. I.T.Cell of Revenue is spearheading the

activities under the e-district programme pertaining to Department of Revenue. Through the

I.T.Cells in Revenue, a new fillip could be given to land record computerization activities which

was initiated way back in 1991.The State I.T.Cell and the District I.T.Cells are presently working

under a well defined and structured plan of action.

The principle of Decentralized execution under centralized Planning and Monitoring has

been successfully tried in the system since November,2008. The Formation of State IT Cell and 14

District IT Cells has been a historic step to co-ordinate the IT related activities in the department.

Now the IT Cells are fully involved with ReLIS Project, e District Project and Zero Landless

[Citizens] Kerala Project. More responsibilities like UTN [Unique Thandaper Number] Card Project,

Web Management Centre and Online Payment Delivery gateway Projects is also being taken up

during 2012-13 plan period.

V. HUMAN RESOURCES DEVELOPMENT – The trainings related to computers are made need based

now and the system of “On the job in-house training” has been successfully implemented in offices

like Land Revenue Commissionerate towards making the Commissionerate the “the first

Government office to become 100 % Free software literate office”. The official declaration is

awaited. This has been simulated in many sub offices towards giving training in many other

software in use, like the BHUREKHA and e District software. “On the job in-house training

programmes” not only reduces the cost of Government on training but it is very effective in

averting absenteeism of the trainee from his / her working environment. This will be made the

official training methodology in Department of Revenue with respect to training in computers and

software. By this all the village officers and Special Village Officers in 573 resurveyed villages of the

state have been trained fully in BHUREKHA software. All the Village officers and Village

Assistants in Kannur and Palakkad districts were trained in e District software as part of the

ongoing e-District programme. Like this the computer training could be made only need based

now. All the trainings in the District are being closely conducted and monitored by the District IT

Cells which assure the quality of training.

The Department is blessed with lot of IT professionals in the hardware and software fields.

As the first step in 2008 we have made the inventory of Hardware and Software experts in the

department and they form the RRTs [Rapid Response Teams] in Collectorates and Taluk offices for

redressing system related issues. Though penal provision is there for the AMC vendors we have

our own in-house back up on services related to hardware and software in the department.

Now all the trainings to Revenue officials on computers are restricted to only applications

and the other computer trainings have been completely stopped.

Legal changes: In order to give legal support to the activities, the legal amendments have been made in

Transfer of Registry Rules, 1966 besides issuing number of circulars and Government orders towards making a

congenial legal environment for the smooth implementation of the much awaited online transfer of registry.

2. Capacity Building

a. The newly introduced system of training called the ON THE JOB INHOUSE training on specific

applications like RELIS KERALA is paying rich dividends to the state. With the whole hearted support

from the NIC units the District IT Cells are imparting the training to both revenue and registration officials

in the districts. The first level training has been successfully completed in 5 districts and the second level

training is completed in 4 districts. The officers in revenue department who were given training are

Tahsildars, Village Officers and Village Assistants and Sub Registrars of Registration department were also

trained in the chosen districts.

b. The change management strategy included the appropriate introduction of legal changes and when

required making the officials forced to follow the changed systems. The recognitions given to the officers in

the IT related seminars annual meetings etc. are other motivating factors. The systems have been designed

in such a manner that both the citizens and the officials are equally benefitted towards saving time and

energy and most of the changes have empathetic background. All the stake holders except a few document

writers oppose to the change.

c. Capacity building plan and its implementation status: Capacity is build up internally in a systematic

manner during the changes due to transfers and promotions. The application training is given in the first

week of posting and they pick up the things very fast thanks to the ICT base of the employees

d. Project management & Monitoring adopted [whether full or part-time program management teams in

place, roles and responsibilities of department officials/consultants etc]: The project monitoring is done

online on realtime basis by the higher level officials and the general public at the same time. The status

is being monitored online through http://59.90.102.96/relis/status.php now. However, once the proposed

Web Management Centre [WMC] and Online Payment Delivery Gateway are established at O/o

Commissionerate the new website http://www.relis.kerala.gov.in can be launched [Expected in three

months]. The task of project management is mainly entrusted with the Nodal Officer, State IT Cell-

Revenue who is professionally qualified for doing the same.

e. Financial model adopted [Source of funds, description of PPP if any, Total cost of ownership etc]: The

ReLIS project is a 100 & 50 % CSS model in the back end. In the front end it works as a PPP model with

Akshaya as the entrepreneur.

f. Additional efforts to ensure sustainability of the e-Governance initiative[s] [including but not limited to

carrying out of third-party assessment[s] and implementation of their recommendations where feasible

etc]: The relevance of the project itself is based on its usability of its for the Government as well as

general public which in turn automatically creates an awareness among the stakeholders who decide on

the sustainability of the project. The project has been a well appreciated one in the state which itself is a

base for the sustainability especially in a state like Kerala which banks heavily on the IT assisted land

a. Description of the Technological solution adopted [including maintenance model] and it’s compliance

back of the data and the inhouse developed solutions are the greatest strengths of the project. Since all

the solutions are developed in FOSS it is generally 100% virus free. Since the launch of the site it has

been on 24X7 and 365 days.

1. Digital Inclusion

Language, demographic and Cultural differences may result in certain types of stakeholders not getting

fully benefitted from e-Governance initiatives.

a. Describe the specific steps taken to address this factor: Since Kerala is a state with very good IT

knowledge especially on the services the website has been frequently visited by the various

stakeholders. All the required details are available both in English as well as local Malayalam language.

The issues with respect to lack of benefit due to differences in demography and culture is out of place

since it is a web service.

2. Green e-Governance

Green e-Governance is about application of Green computing practices to the domain of e-Governance. It

involves adoption of environmentally friendly practices with respect to creation, use, and disposal of ICT facilities.

There are several dimensions to green e-Governance and prominent among these relate to Power and

Paper consumption, and disposal of e-Waste.

a. Describe the specific steps taken to address the factor: The AC is maintained at 26OC at all times inside

the office to save electricity in the office, the office is maintained as a paperless office as almost all

communications are done through e mails. The question of e Waste is out of place as of now as most of

the systems are maintained under a perfect AMC with a model SLA and all the solutions are created in

FOSS.
