VPA is a democratic organization for cooperation and coordination.

We read things like this. Democracy is needed and it the most safe method for administration. But we need to think of decreasing the cost involved in process of election, decreasing the cost of the expense that the people / party spend towards the election.

We can save more than 75% of the money on election through the modified system of election and retaining better state of ‘democracy’, transparency is the process of election, faster way of election process, easy procedures and quick announcement of results.

Same ‘election conducing team’ conducting the election in different dates in different VPA, the candidates use only few leaf lets of their plan for their village at the end of few days of pre election introduction, will save the money from both the government and from the candidate’s side. PIN- VPA – MV will make all these expenses to come down. See section on election for the details.

1.2 F&F – Vote market[Vote market:

We often read news like ‘selling vote for money’ and ‘involvement of lot of black money in the process of election’. The money that the people receive may be the great amount for the people who receive it, because, they have to work for few days to earn such a big amount and they may not know the seriousness of this issue, and may not understand that, the people to whom they are going to vote by receiving the money are going to be their future leaders. Here ‘election / vote marketing’ will play a major role, the people who are getting elected by this type of election / voting may not have good ideas of converting the nation in to a developed nation except for spending the tax money in the name of programmes and in the name of helping the poor without having long term vision and make BPL people dependent on the government for their livelihood and in this process, they are forced to recover their money, which they had spent in the election, through these projects.

Sustainability of the nation in long run with this rapidly developing world in terms of technology – industrialization - economy on one side and pouring crores of money in the name of election and to the people with the brand name BPL without making the people self sustainable in long run on the

other side will create lot of economic imbalance and it will affect the nation as a whole, as we are sharing the world for our economy in terms of importing and exporting the things.

I feel the leaders of this nation will understand the term “self sustainability” of the people with the brand BPL and they will create programmes based on the principal of self sustainability. The people becoming the leaders by purchasing the votes and then ruling the nation without having any knowledge on the nation in relation to other nations, and not having any awareness about the economic competition that is existing in this world, the effect of the same over the developing nations like India, since we have involved in the global market, without our knowledge, thus involved in the competition and loosing lot of money in the international market, this in turn makes the nation more prone for loans and ultimately land up in economic crisis suddenly.

If the election and selection of leaders involves the money, then, the people who have knowledge to make India a developed nation will not come to the power, because they may not have the tactics of this type of election / vote market or they may not have sufficient black money to involve in such a huge business. So, it is necessary to stop the process of vote marketing.

No one will be able to receive any money and no one will be able to distribute the black money in any form like ‘purchasing the vote’ with the establishment of VPA-MV-MN. It is because, even though everything is ‘valued on the basis of rupees’ but ‘no one can use the note as the means’ for ‘purchasing or selling’. Anyone who purchases or sells anything will buy or sell with his PIN, no currency will play a role in it. So no one will be able to generate or spend the black money in the nation. And everything becomes accountable.

So, everyone thinks in a better way before putting the vote. The ‘contestant’ can tell ‘his plans - he has in his mind - for his people - if he wins, in his pre election speech in the VPA auditorium / prayer hall’ and the people can select the leader who has better plans for them.

With the establishment of VPA, which in turn gives the people, a better economic status, may not yield for cheap money (Today’s big money may become the cheap money later for the people who ‘vote for money’). The so called ‘leaders’ may not get any black money, as every rupee becomes accountable. With this even a man without any money but with the good mind to work and if he has good relation with the people from the time of his childhood in his own village, will become the leader of that village and later for the nation.

1.3 F&F – Violence in election[Election process:

It is possible to make the people to participate in the election to the full strength with VPA. The persons who attains the age of 18 years on the previous day of election will also be eligible for putting the vote, because the automatic list of voters will be generated on the day of election. A person who is born on today will be given the PIN with the family tree and automatic update of his details in the voters list will be generated as he completes his eighteen years of age. Updates for his PIN are done at various stages like at birth in the hospital (Thus all the deliveries becomes hospital deliveries), at the time of entry in to the school, change of school, entry in to the primary education, entry in to the high school education, entry in to the pre university education, entry in to the university education, entry in to the post graduate education, entry in to the job, change of place because of job, at marriage, during the deliveries of children (Both the mother and the father), at death. No proxy voting will be possible because the system will not accept or open up the PIN, as it is done with biometrics, unless the real person comes for it.

No quarrel will occur because there is nothing like victory or loss in the VPA, because the person with the highest voting becomes the president of the VPA, the next highest becomes the vice president. It is because both of them are almost ‘equally good in intelligent and interested in serving the people’ as per the people’s analysis. In this way one person gets more people support thus he will get highest votes and becoming the winner, the second highest is also equally good but little less than the first and losing the position will not occur. The village needs both the leaders’ efforts to make the village more developed, but not the quarrel between them using their intelligence. Opposition people will be there in the series in the next order, thus they will identify the faults done by the ruling people, thus they will make the people to realize the mistakes of the ruling leaders and if it proves to the truth, then they will a good impression from the people and may become the top people of the village in the next coming election.

With MV and PIN, we can expect 100% voting with normal functioning of all the system run by all the people, without having any leave in the name of election and we can reduce the election expense to a great extent. No one will be able to do or interested to do any sort of mischief and thus all the

process will be peaceful trough little modification in the system of election with complete retention of ‘Democracy’. See section on democracy for more details.

1.4 F&F – Perfection in election

It is possible to have perfect elections with VPA - MV with 100% voting.

In the present election one electoral machine will go to one village and the people will go to election booth and stand in ‘Q’ and vote, thus thousands of machines with laks of election officials will go to thousands of villages in one day and the long ‘Q’ is seen in all those thousand villages on the ‘day of election’.

But with VPA the ‘day of election’ for only ‘ONE VPA’ in a district will be announced, thousand election officials with thousand machines will come, each voter will come in empty hand. With his biometrics he will be eligible for voting as it was updated from his birth and will vote and the results will be generated automatically at the end of the list of voters generated on the same day. The same group will move to another VPA, another day.

Missing from the voters list, even if the voter has identity card issued by the election commission will not happens with PIN system.

With PIN, the list of voters will be automatically generated based on the PIN recorded as soon as the baby is delivered, and the serial updates of the same and the person will be eligible to vote as he completes the age of 18 years. No census to make the list of voters will be done. And the time / place of PIN updates done at various steps are already mentioned.

1.6 F&F – Repeated identity cards[Let us have an end for getting repeated identity cards.

It is good to have an identity card given by the Election commission of India. Government is spending lot of money for such thing. But due to unavoidable circumstances, we need to change the place of work and thus this card is not going to be useful for any other purpose.

If the people are living in the rented house, then they may change the rented house for various reasons like, more rent- wants good house – change in job-transfers and so on.

PIN would be the ideal thing and the list of voters will be generated one hour prior to the voting and this list will update every second. With this no one need to take any identity card, but the biometrics will accurately tells the identity with all the details. We can save lot of money in doing repeated census, problems associated with census, false voting, name missing from the list of voters, and so on. Single PIN card from birth to death can be made to work for everything.

1.7 F&F – Who should become our leaders?[India statistics, facts and figures on parliamentary statistics:

Age of the oldest MP in the 14th Lokh Sabha (House of Parliament): 94 (May 2004).

Youngest MP in the 14th Lokh Sabha: 26 years, Sachin Pilot (May 2004).

Average age of the MPs in the 14th Lokh Sabha: 52.7 (May 2004).

Number of women MPs in the 14th Lokh Sabha: 44 (May 2004, four less than in 1999).

Candidates with criminal background in UP who made it into the 14th Lokh Sabha: 12.

Number of MPs in 13th Lok Sabha (Lower House of Parliament): 543 (feb 04).

Number of women MPs in 13th Lok Sabha: 46 (feb 04).

Number of female Chief Minister’s dec 2003: 5 (Sheila Dikshit, Vasundhara Raje, Uma Bharti, Rabri Devi, Jayalalitha).

The common people, will be able to select and elect the leaders, who are ‘young, energetic, able to work for long time, practical in thinking and whom they know from his child hood for his good and helping character’ from the VPA, and they only will become the MP’s and MLA’s later at the next stage, thus the nation gets good leaders for making ‘the nation developed with innovative – productive thinking’, instead of choosing the leaders ‘who are lethargic, not able to work for long, has only the name and the power of money, has same old ideal of targeting the major population with subsidies and free things’.

Both men and women will have the same opportunity to win in the VPA election and thus becoming the MP’s and MLA’s.

All the criminals will be screened at the village level (VPA) itself, by the people of the same village, because the people of the village will know the person with the criminal background better than the nation.

1.8 F&F – Census [Census

The things like census, creation and distribution of ration cards, voter’s identification card and so on will be done by the government spending lot of money on periodic basis.

But the people are migrating for many reasons like transfers, loss in agriculture, business, for children education and so on. Thus, these identification cards will go waste or will not give accurate results at the time of data presentation. The data’s will not be accurate, because, there is lot of time gap between the data collection, processing and presentation, with lot of errors at the time of data collection itself, as the people, may not be available as per the old record on the days of census (e.g. they might have gone for temple or changed their residence keeping this house locked).

With the establishment of model village and model nation a person will be moving from one place to other only after making changes in all the records in the VPA and the offices of the corporation. Thus, from second to second, we will get the accurate data as it is updated. Everyone has to attach to one or the other VPA or corporation, thus every one’s identity is confined to one area according to their mode of work at one time.

No one will be able to move from place to place telling different identity for e.g. the terrorists and evil elements. The VPA / the corporation will think ‘who is he, what he is doing without our knowledge’. Because, all the houses and all the land which come inside the VPA /Corporation boundaries will be taken care by the VPA / corporation, in association with the police and intelligence.

All the houses will be present only in VPA village limit in rural India and inside the corporation limits in the urban India. There is no scope for single houses like farm house and house in forest area except under the control of VPA or Government for working purpose, because these single houses which are away from the main stream may act like an evil element or may face the threat in various ways. The rate of migration will decrease drastically with the establishment of Model village and model nation.
