• What progress has been made?o Sought guidance from the Mental Health Board
o City staff met with Police, Fire, Health, Parks, Recreation and
Community Services, and Community, Economic Development,
Evanston Township Officials, Erie Family Health Center, And
Evanston Township,
• What has caused a crisis in our Community?o Funding, absence and delay, decrease in mental health beds
Timeline
Mental Health Board Proposal
Review via outreach of other municipalities similar to
Evanston that provide or contract similar services
Des Plaineso Services located in health and human services
o Staff 2 .5FTE social workers, 2(.5) nurses each work 22.5 hours
weekly
o Staff f/u referrals from police and fire and building department
o Staff make home visits
o 10 percent of their service are from police and fire, 40 percent
of time are senior citizen calls for triage
MHB Proposal (cont.)
• Nileso Staff 4 FTE, 6.5FTE LCSW social workers
o 50 percent of staff time devoted to senior services
o 24/ day a week service
o Budget 850,000 some reimbursement from Medicare

• Oak Parko Mental health crises calls referred to Thrive (a full service
mental health agency)
o Thrive 3FTE Social workers, four interns carry pagers
o 3 off hour counselors working 12 hour shifts
o Staff respond to ER for youth calls, domestic disputes, public
disturbances, reports of people unable too take care of
themselves and or uninhabitable dwellings
o Senior citizens requests are handled primarily by the township
o Budget $110,000

• Wheelingo 7 FTE (Four of the staff are at the Senior Center, and the three
are social workers who handle crises calls victims of crime
domestic violence and homelessness)
o 3 staff rotate on call 24/7
o Consult with police and fire
o Budget 660,000
Mental Health Board Recommendations for continued City of Evanston Services-expansion
• Centralized system for response
• Regular contact with EFD, EPD
• Perform follow-up services to citizen of Evanston
• Referrals to agencies for residents in need of social
services
• Provide short term counseling
• Perform education information workshops to community
on hoarding pet concerns housing etc.
• Provided 24 hour coverage for week-ends
