The Six City Strategy – Cooperation for sustainable urban development

• Finland’s six largest cities act as innovation and experimentation environments to strengthen national competitiveness

• Creates new know-how, business and jobs by utilizing openness, digitalization and partnerships

• Carried out as part of Finland’s structural fund programme for sustainable growth and jobs 2014-2020

Six cities – one ITI strategy

• ITI (Integrated Territorial Investment) is an EU-level territorial development tool that enables the implementation of a territorial strategy• Finland implements a single ITI strategy -> The Six City

• Integrated territorial strategies are vital for the achievement of the smart, sustainable and inclusive Europe

• The Six City Strategy is unique as the cities do not form a geographically single area • The six biggest cities share similar

challenges which emphasize the need for collaboration

• The coordinated implementation, networking and partnership create synergies that bring added value

Open calls for project proposals

• Joint projects can be primarily applied for through open calls for proposals

• In average, two open calls yearly• The management group presents the proposal of funded

projects to • Uusimaa Regional Council (ERDF) or• Häme ELY Centre (ESF)

Supporting potential project proposals

• Applicants have the possibility to present their idea to the six cities and get feedback• Developing ideas to proposals

that meet the strategy’s objectives

• Short summaries of project ideas are published on the strategy’s website• Possibility to find new project

partners and match similar project ideas with one another

Open innovation platforms spearhead project

Open innovation platforms are environments where new services, solutions and products are created and tested in real-world conditions

A network of open innovation platforms is built which functions as a “one-stop” development environment

Open innovation platforms spearhead project

• The cities combine their innovation and development environments into a network of open innovation platforms

• The aim is to • facilitate the development of Smart City solutions in companies,• promote the establishment of market dialogue between

companies and municipalities,• support export companies and invest-in activities by offering a

nationally significant reference platform consisting of the six participating cities.

• The cities’ operating model is restructured from service provider to enabler of innovative services

Open participation and customership spearhead project

• By bringing together the relevant actors, know-how and methods new services, solutions and customer processes are designed and developed

• A new way of planning, implementing and developing customer service and city services is created

• The new customer service model enables the production of new user-oriented services together with companies and R&D organisations

Example pilot project: Climate street

• Central streets in the cities of Helsinki and Vantaa will become low-carbon and adapted to the changing climate

• The solutions will be developed together with the residents, real estate owners and businesses

• Streets serve as a test bed for new products and services

• 2-year pilot project within the open innovation platforms focus area
