• Carried out as part of Finland’s structural fund programme for sustainable growth and jobs 2014-2020
Creating innovative solutions, services and products
• By testing in real-world conditions
– Open innovation platforms• By utilizing open data as raw
material – Open data and interfaces
• By utilizing operating models for communal development in the design process
– Open participation and customership
Framework of the Six City Strategy
Adapted from Rönkä et. al. 2007, Kehitysalustoilla neloskierteeseen. Page 60, figure: The quadruple helix, meaning the cooperation roles of developers, utilisers, administration and users in the innovation process.
Internationally significant marketplace – 30% of population living in the six cities
Six cities – one ITI strategy
• ITI (Integrated Territorial Investment) is an EU-level territorial development tool that enables the implementation of a territorial strategy• Finland implements a single ITI strategy -> The Six City
Strategy
• Integrated territorial strategies are vital for the achievement of the smart, sustainable and inclusive Europe
A different apporach to ITI
• The Six City Strategy is unique as the cities do not form a geographically single area • The six biggest cities share similar
challenges which emphasize the need for collaboration
• The coordinated implementation, networking and partnership create synergies that bring added value
Collaboration is key
Management and steering
The strategy is implemented via spearhead and pilot projects in three focus areas:
Joint city projects and implementation
• Partnerships between the cities are at the core of the strategy One city cannot work on a
project alone Partners are needed from at
least two of the six cities City organisations, other
public as well as third sector operators
• The six cities decide the content of the strategy implementation as well as which projects are financed
Project funding
European Regional Development Fund80 M€
European Social Fund (not earmarked, decided yearly by regional councils)
ERDF ESF
+ Financing from the six cities and the stateof Finland
Open calls for project proposals
• Joint projects can be primarily applied for through open calls for proposals
• In average, two open calls yearly• The management group presents the proposal of funded
projects to • Uusimaa Regional Council (ERDF) or• Häme ELY Centre (ESF)
Supporting potential project proposals
• Applicants have the possibility to present their idea to the six cities and get feedback• Developing ideas to proposals
that meet the strategy’s objectives
• Short summaries of project ideas are published on the strategy’s website• Possibility to find new project
partners and match similar project ideas with one another

Provide the basis for innovation activities and create the framework for the cooperation of the city community
Open data and interfaces spearhead project
Utilizing data as the raw material for new services and solutions
Renewing processes in the cities Creating new business
Open data and interfaces spearhead project
• The six cities open up their data while developing and following shared operating models
• The opening up and utilization of data creates innovations and business • companies and developers use the data as the raw
material for new services• Open data offers access to public information, making its
utilization easier than before• For more information:

Open innovation platforms spearhead project
Open innovation platforms are environments where new services, solutions and products are created and tested in real-world conditions
A network of open innovation platforms is built which functions as a “one-stop” development environment
Open innovation platforms spearhead project
• The cities combine their innovation and development environments into a network of open innovation platforms
• The aim is to • facilitate the development of Smart City solutions in companies,• promote the establishment of market dialogue between
companies and municipalities,• support export companies and invest-in activities by offering a
nationally significant reference platform consisting of the six participating cities.
• The cities’ operating model is restructured from service provider to enabler of innovative services

Open participation and customership spearhead project
• By bringing together the relevant actors, know-how and methods new services, solutions and customer processes are designed and developed
Open participation and customership spearhead project

Pilot and trial projects support the spearhead projects, further developing and testing their contents
Example pilot project: Climate street
• Central streets in the cities of Helsinki and Vantaa will become low-carbon and adapted to the changing climate
• The solutions will be developed together with the residents, real estate owners and businesses
• Streets serve as a test bed for new products and services
• 2-year pilot project within the open innovation platforms focus area
