What is asbestos?

• Naturally occurring material

• Fibrous silicate mineral

• Spilt into amphibole & Serpentine groups– Amphibole class fibres are needle-like. Amosite,

crocidolite, tremolite, anthophyllite and actinoliteare members of the amphibole class.

– Serpentine class fibres are curly. Chrysotile is the only member of the serpentine class.

• Incorporated into over 3000 products

Asbestos Prohibition

• Blue and Brown asbestos banned in 1985.

• White asbestos banned in 1992.

• All asbestos products banned in the UK from Dec 1999.

• People are STILL being exposed to asbestos at work.

When will enforcement action be taken?

When completing works or there could be possible exposure to asbestos and there’s:• No system to identify asbestos risks• No ACM condition monitoring• No Training, information, instruction & supervision

given by employer.• No Warning Labels• No correct equipment, PPE & RPE etc.• No safe system of works (SSOW)• No Register• No Pre-contract information

How can it harm me?Key asbestos diseases

• Inhalation of asbestos fibres is associated with three fatal diseases:– Asbestosis – a scarring of the lungs (not

malignant)

– Lung, larynx and gastrointestinal cancers

– Mesothelioma – a cancer of the lining around the lungs

– and stomach

– These diseases can take from 15 to 60 years to develop.

Asbestos Management Survey

This is a standard survey for continued management of asbestos in premises, it is a mixture of sampling and presumption of suspect ACM’s

All areas should be accessed as far as reasonably practicable. It may also include minor intrusive works such as fascia’s and panels to gain access

Areas not accessed must be presumed to contain asbestos

Refurbishment/demolition Asbestos Survey

This survey locates as far as reasonably practicable all suspect materials prior to refurbishment or demolition of the whole or part of a building

• This survey should be carried out where any intrusive work involving disturbing the fabric of the building is to be undertaken.

• It is a destructive inspection with aggressive inspection techniques to lift carpets, break through walls, ceilings, cladding and partitions.

• Basically any intrusive that effects the fabric of the building not covered by a management survey.

• These surveys must NOT state presumed or no access all areas must be surveyed unless agreed with the client beforehand.

• If refurbishing a bathroom/kitchen/new central heating system then a refurbishment survey for that room/area will be required.

When a known or strongly presumed asbestos containing material is disturbed or found which places people at risk it must be reported to the Asset Management Team who will take the appropriate course of action for emergencies during office hours contact:

Uncontrolled release of asbestos into the

workplace or property

• You must stop works and leave to a safe area immediately.

• Isolate the work or contaminated area from others, inform customers of the action taken

• Immediately contact your line manager

• Line manager to contact Investment Planning Team or asbestos consultants for further action.

• The affected area may need to be quarantined and secured. Warning notices should be posted, to prevent access by unprotected people.

• This includes any emergencies occurring out of hours; The relevant Repairs /Duty Manager who could be called upon in any such emergency MUST have contact details available to them to call upon the Asbestos Contractor during this period

• Our asbestos consultant (DMW) MUST be contacted ASAP, to carry out any necessary air monitoring and/or random sampling to ascertain the full extent and range of contamination in and around the affected area.

• Our asbestos consultant will issue a COR (certificate of re-occupation) when safe to return.

Recording asbestos exposure– All uncontrolled releases of asbestos must be reported

to the approved asbestos consultant and to the Safety & Wellbeing Team, who will investigate and record details of the incident and decide whether the incident is reportable under RIDDOR.

– All asbestos exposure to unprotected persons must be recorded and for colleagues placed on their employment records. An entry should also be made in our accident reporting system.

– All records should be kept for a minimum of 40 years.
