The “goal” of universal coverage may be seen as a means to the ends of improving health (quality, equity & sustainability)
– Reduce gap between use & need, by improving equity in resource distribution, and by improving people’s knowledge of rights
– Improve quality
– Promote universal financial protection
– Improve efficiency to enable greater attainment of all of these
Country adaptation: transform these into concrete, measureable objectives relevant to your country’s context and priorities and use to orient policy design, M&E
This approach can be used for any aspect of HSS
