AN ACT REGULATING HAZING AND OTHER FORMS OF INITIATION RITES IN FRATERNITIES, SORORITIES, AND OTHER ORGANIZATIONS AND PROVIDING PENALTIES THEREFORE.

SECTION 1. Hazing, as used in this act, is an initiation ri te or practice as a prerequisite for admission into membership in a fraternity, sorority or organization by placing the recruit, neophyte or applicant in some embarrassing or humiliating situations such as forcing him to do menial, si lly, foolish and other similar tasks or activities or otherwise subjecting him to physical or psychological suffering or injury. The term "organization" shall include any club or the armed forces of the Philippines, Phil ippine national police, Philippine mili tary academy, or officer and cadet corp. of the citizen's mil itary training and cit izen's army training. The physical, mental and psychological testing and training procedure and practices to determine and enhance the physical, mental and psychological fitness of prospective regular members of the armed forces of the Phil ippines and the Phil ippine national police as approved ny the secretary of national defense and the national police commission duly recommended by the chief of staff, armed forces of the Phil ippines and the director general of the Phil ippine national police shall not be considered as hazing for the purposes of this act.

Sec. 2. No hazing or initiation rites in any form or manner by a fraternity, sorority or organization shall be allowed without prior written notice to the school authorities or head of organization seven (7) days before the conduct of such initiation. The written notice shall indicate the period of the initiation activities which shall not exceed three (3) days, shall include the names of those to be subjected to such activities, and shall further contain an undertaking that no physical violence be employed by anybody during such initiation rites.

Therefore we conclude that fraternity is one of the most influential in high school and college that’s why most of the youth involve in crminal cases like gang war, using drugs, etc. SO fraternity now is an organization that you need to be aware and know rights for your goodness.

My personal application is when I’ll try to enter Fraternity, it was to scared but still a choice to join from that organization because I know that time It was my happiness and my opportunity to lead people. But when at the end I feel that so much bad thing happened in my life. Many people think that I am a bad girl and a bad influence to their daughter then one time, I realize that this is not my goal and my happiness by Gods grace to helped me to move on and stand by my own without That organization in my life thank God now I am with God and I am not involve in fraternity because I learn.

First, fraternity and sorority house environments appear to tolerate hazardous use of alcohol and other irresponsible behaviors. For example, house residents are the group most likely to binge drink and use a fake identification card to obtain alcohol. This directly contradicts the claim that the members of fraternities and sororities that belong to a national organization exhibit more responsible behavior than groups that are not affiliated with such organizations. Such behavior is decried by national fraternity leaders, though they seem powerless to do anything about it.

Second, the efforts to reduce hazardous use of alcohol on college campuses (e.G., Campus regulations and educational programs, legislation) seem to have had little effect on members of social fraternities and sororities. Fraternity and sorority members engage in binge drinking to a much greater extent than college students in general. Sorority women in particular are placed at the greatest risk, since they have the least experience with consuming alcohol but are among the most likely to take up binge drinking when they get to college.

Third, there is little evidence that campus officials hold fraternity members accountable for their irresponsible, and often illegal, behavior. Even though fraternity and sorority members report much higher levels of underage drinking, attendance at social functions that get warnings from authorities and more frequent experience with the firsthand and secondary effects of binging than their nonmember counterparts, they report very few official institutional sanctions.

This is particularly surprising and disappointing, given the amount of heavy drinking in which fraternity members engage and the frequency of the negative side effects they report. Institutions are sending mixed messages to fraternities and other students by not holding fraternity and sorority members to institutionally-approved standards of acceptable behavior.
