Karnataka is the first state to release the Forecasting & Scheduling regulation in the country. Executive Summary of “Forecasting, Scheduling, Deviation settlement and related matters for Wind and Solar Generation Sources) Regulation 2015 Applicability of Regulations (Section 3.2) All wind generators having combined installed capacity of 10 MW and above at the pooling station (Section 3.2 (a)). All wind generators having combined installed capacity of 5 MW and above at the pooling station (Section 3.2 (b)). Existing wind and solar generators needs to comply with the regulation within six months from the date of publication of the regulations in the official gazette (Section 4.1). All the new wind and solar generators which shall be commissioned after six months from the effective date of the regulation shall comply these norms before commissioning of the project and connecting with the state grid (Section 4.2). Virtual Pool (Section 4.8) The wind & solar generators either by themselves or through the Aggregator/QCA may opt for aggregation of Forecasting and Scheduling of different pooling stations to enable larger geographical integration and furnish scheduling of Integrated pools at 15 minutes time block to SLDC and in such case any pooling and depooling of the DSM charges shall be done only at their level. Computation of Error (Section 2(j) & 7.1) Computation of error quantity The following formula shall be adopted for this purpose: % Error (deviation) = ((Actual Generation – Scheduled Generation)X 100) / ((Available Capacity (AvC)) F&S at Inter- State level (Section 7.4) The energy charges shall be paid to the generators i. As per the actual energy supplied irrespective of the Schedule quantum of energy for the generators for intra-State Transactions ii. As per the Schedule energy for the inter-State transmission which are governed by the CERC regulations. Frequency of Revision (Sec 4.9) Deviations will be calculated on the basis of Available Capacity (AvC). 16 revisions allowed during the intraday with each revision effective from 4th time block.

Tolerance limits and deviation bands (Sec 7.3)

The permissible deviation for all the wind and solar generators shall be (+/-) 15% beyond which penalty

is applicable.
