I. Company Narrative

Hostile Control Tactics (“HCT”) is a U.S. Small Business Administration approved, minority-veteran

owned, disadvantaged business with expertise in hostile environment security risk management

consulting and counter-terrorism tactical training.

Established in 1996, HCT supports a wide variety of sensitive assignments in high-risk areas of the

world. Government assignments range from the training and deployment of close protection security

details to evaluating third country nationals working under contract with the Department of Defense, US

State Department and the United Nations.

HCT maintains a physical headquarters in a secluded, controlled-access site on 190-acres in Northern

Virginia, 40 miles from Washington, D.C., a satellite office in California, support facilities in Europe,

Chile, Dubai, the Fiji Islands and Africa. Each training site is fully equipped with multimedia classrooms,

CQB/CQC shoot houses, K9 EDD instruction grounds, motorcade security roads and a firearms range.

K9 Program

HCT has acquired the expertise and talents of some of the high qualified military and law

enforcement canine master instructors, trainers and handlers in North America, Europe and Africa.

Their educational background, credentials and past performance history includes exemplary service

to numerous federal agencies, the law enforcement community and private sector corporations.

We are outsourcing this talent to cleared entities with interest and a valid need.

CAPABILITIES & QUALIFICATIONS

ATF Licensed Facility: Utilizing the expertise of a trusted training partner, the site is

licensed by the ATF to store and use a wide range of High Explosives necessary to train and

maintain the proficiency of canine EDD teams. This license can be used to clear additional

facilities in the US as deeded necessary to support a training program. (Certificates

available for review upon request)

Quality Assurance Standards: Explosive Detection at a minimum 95% accuracy rate is the

standard established by the Department of Defense Military Working Dog Program

(MWDP). All K9 EED are trained, validated and certified to DoD standards. Drug

Detection, Personal Protective Services and Patrol training curriculum and certification

programs are in strict compliance with federal guidelines.

Senior Instructors: Our canine instructor cadre is comprised of veterans of drawn from the

U.S. Air Force Military Working Dog Program (MWD Program), the US Navy Air and

Surface Forces, the US Marine Corps, the US Army and Civilian Security and Law

Enforcement. Personnel have served in the Vietnam War, Desert Storm, Enduring Freedom,

Iraqi Freedom, and Operation Southern Watch. Practical real world experience counts.

CERTIFICATION & ACCREDITATION

All dogs must meet and exceed the certification standards established the North American

Police Work Dog Association. The spectrum of training is in full compliance with AR 190-

12 and the US Army Manual for EOD Services.

Dog handlers are trained and tested using a criterion checklist that scores the handler's skill

set to determine compliance with AR 190-12 and U.S. Department of Treasury standards.

METHODOLOGIES & STANDARDS

Explosive Detection & Vehicle Search: Canines were trained and tested on their ability to

identify specific odors typically found in Iraq/Afghanistan.

Odors Identification: EDD canines receive initial imprinting and are certified to detect and

respond to twenty-three (23) explosive odors:

o Ammonium Perchorate, NFO (ammonium nitrate fuel oil), Perchlorate based

mixtures; Nitrate based mixtures; black powder and substitutes; Emulsion, Flex-ex,

Fireworks, Rocket Booster/Penolite, Semtex, C-4 plastic explosive; detonating cord;

data sheet; Kine-Pac; nitrates; PETN; potassium chlorate; pyro-dex; primer cord'

RDX; sodium chlorate, sodium nitrate, sodium perchorate, urea nitrate, smokeless

powder; time fuse, water gel, TNT, commercial dynamite.

o Narcotic Odors: Cocaine, crystal methamphetamine, hashish, heroin, marijuana.

o Personal Protective Services: Certified dogs are trained to one of three levels of

protection based on the needs of the client. Handler commands can be given on and

off-lease.

o Patrol: Certified Patrol Dogs (CPD’s) are trained to protect against and if necessary

attack passive and aggressive threats. Upon command, CDP’s will purse and hold a

suspect until given another command by the handler. CDP’s are also trained to

conduct “stand-offs”, “bark and guard”, “search and re-attack”, and “escort” sorties.

Our canines will protect against multiple violent threats and are not deterred by loud

noise, diversions or gunfire.

TRAINING SERVICES

A Handler and a Dog selected by our teams of experts will undergo six (6) weeks of basic EDD

training for certification purposes. Training can be conducted at our facility or at an approved off-

site location.

The handler is trained to condition the canine to detect and response to substances and odors.

Afterwards, the handler and dog are qualified for deployment into any geographic region

worldwide.

Six Week Basic Handler Course: Designed to train and certify a new handler and dog.

K9 Refresher Training: Seven to fourteen days, depending on client needs and the Scope

of Work requirements.

Prior to purchasing airline tickets for TCN personnel living outside of the USA, allow us to give you a
