PRELIMINARY STUDY ON THE NEED FOR ESTABLISHMENT OF FISHERIES GOVERNANCE INDICATORS FOR THE TURKISH FISHERIES INDUSTRY M. Binhan Ganioğlu MSc. Fisheries Governance Specialist Ankara, Turkey [email protected] Objective : To lay down the basic concepts and perspective mentality of fisheries governance as required by the "Ecosystem Management of Fisheries", with an emphasis on the importance of participatory management achieved through understanding, empathy and voluntary compliance supported with shared vision and assurance of sustainability, based on sound scientific, social, economical and ecological data. Methods : A preliminary analysis of current institutional, administrative and sustainability aspects of the fisheries industry in Turkey was performed with respect to the FAO "Code of Conduct for Responsible Fisheries" set forth in the 90's. Further evaluating the concept of "Ecosystem Approach to Fisheries Management", which, while introducing the "fuzzy" logic influenced and forced by the presence of too many variables, actors and effects involved, gradually transformed into the methodology and mentality defined as "Good Governance in Fisheries". This preliminary desk study, thus, examines the presence or absence of a number of basic fisheries governance indicators in Turkey. Results and Discussion: Fisheries activities and managing these activities has been a global concern for various stakeholders and interest groups from environmental, social, economical, administrative, scientific, decision makers and most importantly, actual catch fisheries and aquaculture industries. The concept of fisheries governance, although based on due diligence principles, continues to be developed, based on community and industry specific experiences, concerns and basic sustainability indicators. Turkey, has made substantial progress with respect to fisheries science, infrastructures, industry, human capital, laws and regulations towards sustainability of the industry as well as the ecosystem. Nevertheless, there still is a need to determine essential institutional and infrastructural prerequisites, and to produce an indicative road map for the stakeholders of the Turkish Fisheries Industry. The indicative benchmarks for the road map can be outlined as ;  A professional, interdisciplinary and objective SWOT Analysis  Policies that encourage stakeholder participation and establishment of sound/robust objectives and instruments of sustainability  Validation of the present data and the indicators !?  A comprehensive Resource Management, Needs Analysis and Benchmarking Assessment  Establishment of a Strategic Capacity Building and Interactive Management Action Plan  Establishment of a future management view of adaptive Fisheries Governance methodology  An ASAP paradigm shift of the prevailing fisheries management mentality  Formation of an independent, comprehensive and authorized analysis, coordinati
