W405 Base ImpactW405 Base Impact

• Perimeter ( )– Established by plastic water filled barricades placed near curb of 10th Street, on west edge of curb on 9th Street and 15’ north of the curb on O Street.

• Adjacent Road Closures– Two way traffic will be maintained for the duration of the project on all adjacent streets, however there are crane lifts which will result in an extended road closure in October.

• Unusable Parking Spaces– This configuration will result in 9 white and 3 handicapped parking spaces being unusable for the duration of the project.– For safety throughout construction up to 50% will be blocked during crane lift operations, approximately one month starting in Oct and three days in Jul.

Space ManagementSpace Management

• Facilities aboard WNY, NSF Anacostia, NSF NRL, and NSF Suitland belong to Commanding Officer, NSA Washington

• Space allocation is managed by PWD Washington

• The Shore Installation Planning Board (SIPB) is the forum that addresses space requests

– Meets the second Tuesday of each month

– Chaired by PWO, NSA Washington

– Attended by NSAW N-Codes and interested parties

– CO, NSA has final decision on all space allocations under 10 kSF

Page 15: 10 JUN 10 Tenant Executive Council

15

04/10/23 10:54 AM

Space ManagementSpace Management

• Request space via letter to CO, NSA Washington

– Explain and justify need for space and when the space is required

– All requests are signed by Command Element of requesting organization (flag or flag equivalent)

– Document the requirement with a SF1450/1450-1, DoD Instruction 5305.5 (Space Management Procedures, National Capital Region)

– All space questions/requests referred to Sharon Callow at [email protected] or 202-433-4113 to be include in the next SIPB agenda.

Page 16: 10 JUN 10 Tenant Executive Council

Space ManagementSpace Management

• Growth within a Command

– Update 1450’s on a yearly basis and identify future approved funded billets ~ send to Ms. Callow to validate your future space requirements

– Plan your space requirements prior to new employees coming on-board

– Identify space within your own command to support your growth ~ other buildings that you may utilize.

Page 17: 10 JUN 10 Tenant Executive Council

17

04/10/23 10:54 AM

Space ManagementSpace Management

• Renovation within existing space

– No SIPB approval required if personnel count and existing total footprint not changing

– Requires a CR-1 Form. Work with PWD Facility Manager to complete the form

– Project will go to PWD Work Induction Board (WIB) which meets weekly on Thurs for acceptance and execution

– May require funding if work is not eligible for Regional funding

Page 18: 10 JUN 10 Tenant Executive Council

18

04/10/23 10:54 AM

Space ManagementSpace Management

• Do

– Document requirement with SF1450 – backup with manning documents

– Look at Command growth for the next 5 years

– Give PWD time for review before the SIPB – at least a week prior to the 2nd Tue of month, two weeks prior if possible

– Address why space/function is required to be at NSA Washington (what alternatives have been explored?)

Page 19: 10 JUN 10 Tenant Executive Council

19

04/10/23 10:54 AM

Space ManagementSpace Management

• Don’t

– Take space on your own. We will try to find space in close proximity to your needs. If space is not available at NSA Washington, requirement will be forwarded to NDW for space within the Region

– Inflate requirements since space is a premium in the whole NDW Region

– Modify existing spaces without PWD Washington involvement

FY10 Energy Reduction CampaignFY10 Energy Reduction Campaign

• PWD conducted a night walk-thru and found you could do more to help with energy conservation:

• How Can You Help?

– Fully enforce COLS 3 (maximize seasonal 4-week delay, heat only to 68°; cool only to 78°)

– Under cabinet lighting should be turned off when personnel are not in their workspace

– Common area lighting should be off at all times if no one is using these areas

– Awareness campaign (distribute posters, banners, articles, email reminders to your personnel)

HOW CAN YOU HELP?– Get all your Building Energy Monitors (BEM) involved

– If you need to train your BEMs please call our PWD EM at 202-433-4363

– Ensure all office equipment (computers, copiers, faxes, etc) are turned off when you go home

– Encourage small unit responsibility within your buildings

Touchless Paper Towel and Soap Touchless Paper Towel and Soap Dispenser InstallationDispenser Installation

• Installation Locations: Washington Navy Yard, Anacostia, and Marine Barracks Washington

• When: Started 07 Jun and to be completed 18 Jun

• Why: To standardize dispensers and standardize the contractors product stocking levels to one type of paper towel and soap.

– To reduce the spread of the H1N1 virus by using a no-touch-system.

– Reduce wasted product by the customer.

– Provides a cost savings of labor and product.

• Where: Paper towel and soap dispensers will be installed in the restrooms and kitchenettes.

• Will this inconvenience you? PWD and the contractor are doing everything to reduce the inconvenience to you. There will be a crew of four installers to install both the paper towel and soap dispensers. It will take approximately 5 to 10 minutes per restroom for the installation. The contractor will be installing approximately 150 dispensers per day. In all, nearly 900 paper towel dispensers and 1050 soap dispensers will be installed between the three locations.

Morning Colors– Throughout the Navy, on ship and shore, there is a

tradition to present Morning Colors

– In the Navy, morning colors are played exactly at 0800

– At 0755, the bugle call “First Call” will be played. This is your cue to prepare for Morning colors in five minutes

– Precisely at 0800 the bugle call “Attention” will be sounded followed immediately by the “National Anthem

– The flag is raised on the first note of the “National Anthem.” After the “National Anthem” has finished, the bugle call, “Carry On” is sounded and you are free to go about your business

Page 44: 10 JUN 10 Tenant Executive Council

• At the bugle call, “Sound Attention” stop walking, driving or whatever you are doing

• Turn and face the flag – there are more than one on the WNY - Leutze Park, Dahlgren Park, MSC and the DS BARRY, On ANA in front of Bldg 72

• Place your hand over your heart or salute

• Remain silent and turned toward the flag until you hear the bugle call “Carry On”

• Five minutes prior to sunset the bugle call “First Call” will be sounded

• The bugle call “Attention” is sounded followed immediately by “Retreat”

• When the flag has been lowered, the Bugle Call “Carry On” is sounded.

• The same etiquette rules apply for Evening Colors

There have been 32 motorcycle related fatalities; 30 were riders of sport bikes

Motorcycle Safety Foundation (MSF) Safety Training: Training mandatory for every military operator of a motorcycle whether on or off installation, and every civilian operator of a motorcycle on a naval installation. Riders’ must successfully complete COMNAVSAFECEN approved MSF motorcycle training. The two types of MSF are explained below:

Basic Rider Course (BRC) is a two-day course aimed at beginning riders. A minimum of five hours classroom instruction prepares the student for the second day of practical riding in a controlled, MSF certified skills testing range.

Experienced Rider Course (ERC) is a half-day course conducted on a skills testing range. Increasing numbers of experienced riders are taking advantage of the half-day ERC to hone their skills and fine-tune the mental skills needed for survival in traffic. Also in many cases, personnel successfully completing ERC training have received insurance discounts.

Motorcycle Sport bike Rider Course (MSRC): One day course of instruction. Consists of 3 hrs classroom and 5 hrs. range exercises. Riders must complete the "BRC" prior to applying for the MSRC course This course of instruction is specifically designed for riders understanding and being able to manage and control the risks associated with operating these high speed machines; Minimun Participation: 4 Maximum Participation: 12
