HOW WE GOT HERE

TCP targeted for closure since 2000

Closure plans became public in 2009

Save Temple Cowley Pools Campaign started in 2009

Largest ever petition in Oxford – 12,000 signatures

Largest number of petitions on one topic in Oxford – 8, >25.000 signatures

Judicial Review found we had done the Council’s job for them (!)

Site put on sale 21st Jan 2014

Initial private Campaign consortium bid against developers

Registered TCP as Asset of Community Value

SaveTCP community interest company formed

WHAT’S FOR SALE?

1.31acres inside red boundary

Includes Library car park

“Adjacent land is likely to become available in the near future”

DPD planning allows 26 residential dwellings

Criteria: price 70%, quality 30%

MYTHS AND RUMOUR ABOUT THE BUILDING

“At Risk of Catastrophic Failure” – NOT TRUE!

Council commissioned two independent surveys – “mid-life”, “fair condition”

Our structural engineer – “no problem as far as I can see”

Minimum maintenance items – column £30k, aircon £20k

“High Carbon Emissions” – MISLEADING!

Yes, highest total, but there’s a lot going on! AND…

Emissions per square metre are the lowest!

Pool cover will save £25,000 a year – one off cost £25,000 – and could have saved £650k over TCP’s lifetime since 1986

Fix power matching – 20% electricity savings

Move electric-run sauna/steam suite inside the building

MYTHS AND RUMOUR ABOUT COSTS

“Costs over £500,000 a year” – NOT TRUE!

£85,000 per year maintenance

£150,000 per year utilities

£360,000 last year to Fusion

“the Council needs the money to fund the new pool” – NOT TRUE

Yes, this was one of the original justifications for closure…

…but last year OCC announced that the new pool had full funding

Last Full Council declared £28m surplus in revenue account

Head of Finance has said they are looking for where they can invest

Council officer report on our bid and the “preferred developer” - goes to City Executive Board on Wednesday 10th Dec 2014, 5.30pm

IF we have their approval…

Dec 14 – Mar 15 – Interim Period

Fusion/Council continue to operate TCP

Due diligence/TUPE consultation

Apr 15 – Dec 15 – Demonstrate We Can Run It

SaveTCP cic (or BENCOM) takes over

Improvement Programme – Diving Pool, refit Gym, air conditioning

Energy Efficiency – pool covers, power matching…

Jan 16 – Dec 17 - Rebuild

BENEFITING THE COMMUNITY AND THE COUNCIL

Zero financial risk – success is success for everyone – or the site achieves a higher sale price

Increase Council’s reputation for actively engaging with communities and enabling them to be more self-sufficient and sustaining

Oxford City Council fulfils its responsibility for community health, leisure and value for money and ensuring equity and social justice for the communities surrounding Temple Cowley Swimming Pool.

Savings through crime prevention/reduced public health needs

Community ownership will drive community inclusion and a self-sustaining momentum

A vibrant focus to revitalise and energise the Temple Cowley area, complementing regeneration in nearby communities such as Rose Hill and Blackbird Leys

Fundamental to this proposal is that the Council must be willing to co-operate with

the communities in Oxford who want to keep Temple Cowley Pools open,

communities who have elected the Council, and for whom the Council exists to

deliver services that communities want and need, where they want and need them.
