Process to change the owner/use of state bond- financed property: Change in circumstances: State agencies determine the property is no longer state bond-financed property. MN Education Department (MDE) determines property is no longer needed for its intended purpose. MDE sells property at fair market value. Property and improvements are older than 125% of the estimated useful life. MDE, MMB, and AG remove designation. (title issue) Change in law: Legislature authorizes a change in owner or use with 3/5 vote in each house and a bill that originates in the House.
