Budget Scenarios

Having determined the maintenance needs of the city's road network, the next step indeveloping a cost-effective maintenance and rehabilitation strategy is to conduct awhat-if analysis. Using the PMS budget analysis module, the impacts of various budgetI'scenarios" can be evaluated. The program projects the effects of the differentscenarios on pavement condition (PCl) and deferred maintenance (backlog). Byexamining the effects on these indicators, the advantages and disadvantages ofdifferent funding levels and maintenance strategies become clear. The followingscenarios were run for the purposes of this report:

Scenario 1 ($nA.Z million over 6 years) Bring PCI to 78 in 6 years - The budget foreach year is identified in the budget needs analysis. This scenario will allow the city toreasonably improve the condition of the network to a PCI of 78, assuming that existingrepair and renovation practices as described in the maintenance and rehabilitationdecision trees are utilized.

Scenario 2 ($S million a year over 6 year) Maintain Current PCI - This Scenarioexplores the impact minimum budget required to maintain the city's street network at aPCI of 74.

Scenario 3 ($SO million over 6 years) Current Budget plus additional dollars tobring PCI hack to 74 in year 6 - This scenario evaluates the impact of adding dollarsto the current maintenance budget in each 2013 - 2016 to bring the PCI back up to it'scurrent level of 74

Scenario 4 (50 million over six years) Current Budget - This scenario explores theimpact of the current budget. PCI degrades from 74 to 64.

Scenario 5 ($0) Do Nothing Budget - This scenario evaluates the impact of theperforming no maintenance over the next six years in Lakewood. PCI degrades lrom74to a 60.
