The Mongolian People’s Party presents to the voters its manifesto aimed at developing Mongolia as a country where citizens are confident in the future, abundant and enthusiastic in their life. The manifesto was developed on the basis of the scientifically grounded, people-centered and people-supportive principle and fully ensures human security.

MUTUALLY CORRELATED FOUR PILLARS

One. Citizen- social policy

For healthy and intelligent Mongolians with stable income and comfortable home

1. Labor and social welfare

Each citizen will be provided with stable workplace with high productivity and adequate wage.

New 300,000 workplaces will be created, and the rate of unemployment will be reduced to the level of developed countries.

The industrial map of Mongolia will be renewed, and new 10,000 factories will be built.

The accessibility of loans for running household enterprises and establishing cooperatives and partnerships will be increased.

“Livestock fund” will be set up. The policy to support families to run auxiliary businesses will be implemented. More favorable business environment for investors and entrepreneurs in

remotely located provinces will be created, and a number of workplaces will be increased.

A facility to conduct small and medium enterprises, cooperatives and household businesses will be set up in each soum.

Provision of labor market related information, training, promotion and consulting services in local areas will be provided.

Employment of young people, people of over 40 years old age, immigrants and physically challenged people will be supported.

Trainings and re-trainings will be organized for vocational workers in cooperation with investors and employers.

Citizens working and living abroad will be encouraged and supported to return to the home country to work.

Vocational training curriculum, technologies and equipment will be renewed in line with employers’ requirements.

Factories for internship opportunities and organize industrial trainings, online, distance and pupil-centered trainings will be set up in cooperation with social partners.

The scope of trainings and services to furnish citizens with education and equip with skills and culture of efficient work will be expanded.

Capacity of citizens to participate in labor relations will be enhanced, and establishment of trade unions at the level of business enterprises and organizations, and enablement of the principle to increase wages and salaries through the means of joint contracts and negotiations will be supported.

The labor value of a Mongolian person will be increased, and a number of middle-income people will be increased. Low-income people will be supported and assisted to become middle-income people.

Decisions on the issue of spending the revenue derived from natural resources will be made upon conducting polls among the population.

The policy of supporting targeted groups such as children, elderly people, disabled people and people with income lower than living standards will be implemented.

Taxation support will be provided to herders’ cooperatives and networks engaged in stocking, processing and selling animal husbandry-originated raw materials.

Salaries of civil servants will be increased to completely cover inflation growth.

The issue of increasing wages and salaries of employees in private sector through the measures of renewing the minimum level of labor wage and concluding joint contracts and tariff agreements at the level of business entities, organizations and sectors on annual basis will be resolved.

The method of calculating labor wages by hours will be introduced.

Income tax of low-income segment of the population will be reduced.

The regulatory policy to maintain prices for main consumption goods at the same level nationwide will be implemented.

Livelihood of rural people and social vulnerable groups will be supported by granting loans and loan guarantees from the Special funds of the Government for the purpose of developing small and medium enterprises, promoting employment and developing soums.

Opportunities will be provided for disabled people to actively participate in social life and pursue employment.

Incentives will be granted to business entities which provide disabled people with workplaces.

The social insurance system will be modified and enhanced in conjunction with specific features of work and employment.

The measures to increase all types of pensions to cover inflation rate on annual basis will be undertaken.

Difference in pensions paid from the Social insurance fund through imposing the index linked to growth in prices and wages will be eliminated.

An accumulative fund will be created with revenue deriving from the mining sector with the purpose of increasing sources to finance pension expenses.

The program to involve herders and private entrepreneurs into retirement insurance will be implemented.

Special projects on risk (livestock and microbusiness) insurance for herders and private entrepreneurs will be implemented.

The issue of changing retirement age for herders with consideration of specifics of herders’ labor will be studied and resolved.

A system of additional pension insurance will be created.

One-time measure to enable citizens, who did not pay pension premiums prior to 2000, to pay social insurance premiums will be implemented.

The social welfare system will be enhanced and life guarantees of citizens will be ensured.

Social welfare and services based on a number of low income households will be introduced.

Low income households will be supported with social basic services. Allowances for infants, sick people, elderly people and disabled people will be

increased to the level of living standards and assistance for medicine and nursing expenses will be increased as well.

The amount of social welfare allowances for elderly people, disabled people and orphans will be increased to the level of living standards.

Infrastructure for disabled people will be created. Rehabilitation centers will be established in each province and district.

2. Health care, public physical culture and sports

The environment to protect health of Mongolian people will be created, and each household and citizen will be reached out.

Every person and family will be provided with quality and accessible health care and services, and citizens will be enabled to choose a medical institution and doctor.

Public health centers will be established in all provinces and districts, and a system to involve each citizen in preliminary examination will be put in place.

A law to protect maternal and child health will be adopted, and responsibilities of the government, family and citizen will be improved.

Maternal and child mortality will be steadily reduced. The program “Healthy child – the future of Mongolia” will be implemented. Database of child health will be created, and a treatment and diagnostic center

for children of 0 to18 years old will be established. The issue to include expenses related to treatment in ambulatory and medicine

for children of 0 to 5 years old and treatment of oral cavity into the Health insurance fund will be resolved.

The program “E-health” will be implemented to connect health organizations into an integrated network.

The national network of ambulance will be strengthened, and provincial medical centers will be supplied with fully equipped mobile ambulatories.

The funding of the health sector will be enhanced, and health payments to be made by citizens will be reduced.

The share of expenditure for the health sector will be raised to 6 % of the gross domestic product, and the Health insurance fund will be granted with independent status.

Health organizations will be financed by the Health insurance fund under the same tariffs regardless of property forms.

The group of foreign and domestic leading doctors and professionals will be composed, the modern treatment and diagnostic technologies and techniques will be introduced, and the legal and working environment will be provided.

Every year no less than 300 doctors and nurses will be trained and receive practical internship in highly developed countries.

Flow of people who go abroad for treatment, shall be drastically decreased by establishing a modern national center for diagnostics and treatment and reducing a number of diseases which cannot be treated in Mongolia, by 50%.

A number of nurses to be trained will be increased every year, and the ratio of doctors and nurses will be reached to 1:3 at all levels of health organizations.

Hospital specialists will be annually involved in immunization against hepatitis B and seasonal influenza, and health employees will be annually involved in specialized health examination.

Wages and salaries of employees of healthcare organizations will be modified in conjunction with work performance.

The legal environment to cover partial expenses of organ transplantation surgery and diagnostic with high costs under the Health insurance fund will be created.

The system for prevention and early detection of cancer will be created. The legal environment to cover some services related to cancer under the Health

insurance fund will be created. Medication security will be ensured, and citizens will be supplied with quality

medication meeting requirements. All medicines and food products will be required to be tested by laboratories. The legal environment to evaluate impact of environment on human health will be

created, and a specialized laboratory will be set up.

The public movement to reduce consumption of alcohol, tobacco and non-healthy food as well as mobility deficiency will be evolved, and the health educational program will be implemented.

The national monitoring system to detect and monitor alcohol, tobacco, medical and food products not meeting standards will be established.

The technical base for sports will be strengthened, and the country will compete by some types of sports at international level.

The technical base for sports will be strengthened, and the stadium with capacity of 20,000-30,000 seats and running lanes will be built in compliance with international standards along with the campus.

An outside sport field and a hall will be built in each soum, and a methodologist will work in this facility.

The national complex of winter sports will be built, and all districts and provinces will have sport fitness centers and swimming pools.

The funding to be spent on sport events will be increased and continental and world competitions will be organized in our country.

Public physical culture will be developed, and prevention from mobility deficiency will be ensured.

People will be tested for physical fitness.

Accreditation of public physical culture and physical fitness will be developed.

3. Gender equality

Equal opportunities for women and men to participate in public life will be created.

The culture to ensure gender equality in political, legal, economic, social and family relations will be cultivated.

The enforcement of the Law on gender equality will be ensured, and the national system will be developed.

Capability to develop and implement gender sensitive policies and to undertake gender analysis will be strengthened at local, national and sectoral levels.

The culture to ensure equal participation of men and women in property and labor relations will be cultivated.

Gender equality will be ensured at managerial and decision making level as well as in civil service.

4. Family and human development

Family and children's development will be supported, and the tradition of a family as the basic unit of a society will be strengthened.

United life of a family will be supported, and the policy to make every household to have an income and comfortable home will be pursued.

The family-centered policy will be implemented, and the government will provide support to family members depending on income level.

Responsibility of parents to educate and bring up their children as healthy, educated, patriotic and humane citizens will be increased.

Each citizen will cherish own genealogy, and the practice of citizens to pass on the Mongolian language, advanced culture and traditional customs to children will be supported by the government policy.

Children's interests will be prioritized, and the national program on children's development and protection will be implemented.

The legal environment to keep workplace for parents nursing their child up to 2 years old and twin children – up to 3 years old shall be developed.

The time spent for nursing children up to 18 months old will be considered as working years and will be covered by social insurance.

The program will be implemented to support mothers who give birth to many children and families with many children.

The program will be implemented to take care, provide education, equip with profession and provide workplace for fully and half orphan children.

Consulting services for families and for improving pedagogical education of parents will be provided.

The policy to support employment of parents raising children alone will be pursued.

The policy to support employment of household-head women, guarantee their workplace and increase their income will be implemented.

New workplaces for family members of those working in new settlement areas of grand developments will be created.

The national system in charge of development of families and population will be established.

With respect to elderly people, the government will create conditions to enable elderly people to actively participate in social life and lead comfortable life.

The law on remembering benevolence to take care of elderly people will be created.

A gerontology center with professional staff, new office space and new technologies and equipment to provide elderly people with health services will be set up.

Every year elderly people will be involved in medical examinations and diagnostics.

Various clubs, fitness centers, leisure time rooms and parks will be set up and operated in every province, soum, district and khoroo for elderly people.

Nursing homes for elderly people meeting international standards will be created.

Daily service centers for elderly people will be established to assist family members and guardians of elderly people and enable them to have employment opportunities.

Caretaking service at home for elderly people will be created. Projects and programs shall be implemented to support employment of elderly

people based on their needs and capabilities and to increase their income. A national advisory network of elderly people will be created to enable elderly

people to actively participate in social life and to pass on their knowledge and experience to the young generation.

Social responsibilities of business entities, organizations and citizens to improve social welfare and services to elderly people will be increased, and their participation and involvement will be rewarded.

The young generation will be nurtured to become patriotic, confident in the

future, educated and healthy people, and their contribution to the development of

the country will be enhanced.

The government will renew the policy on youth, and will create a national system to link the issue of youth with the development policies on family, children, women and population.

The special program on employment to provide new graduates and young people discharged from military service with workplace and steady income will be implemented.

Selection criteria and process of selecting students to study in universities abroad will be made publicly open.

Sports, tourism, training, leisure time and information centers will be established in every province and district to equip young people with proper living behaviors and develop them.

“Youth development centers” will be operated in each district of the capital city, province and soum.

The support will be provided for operations of various clubs aimed at developing youth’s interests and talents and enabling them to spend quality free time.

“Youth housing” program will be implemented, and complexes of apartments with an area of 20-40 square meters per family will be constructed and put into exploitation.

“Beehive” program will be expanded, and the legal and economic environment will be created to attract young people who work, live and study abroad, return and work in their home country.

The national program to develop technical thinking and invention talents of children and young people will be implemented. The establishment of “Technical and technological educational center” will be supported with policy.

A television channel and information web portal to enable information exchange among young people, who compose the prevailing majority of the population will be established.

5. Education, culture and science development policy

The quality of pre-school education will be enhanced in line with the standards of highly developed countries, and the Cambridge standards will be fully introduced at general educational training.

The policy to nurture children from early age to become patriotic, honoring independence, confident in the future, enthusiastic, cherishing the nature and environment, creative and active citizens will be implemented.

Number of nurseries will be increased, and all children of kindergarten age will be covered in pre-school educational service.

Facilities, training materials and quality food meeting standard requirements will be supplied.

Elementary schools will be developed as an independent structure in centralized settlements.

All schools will be connected to internet, and all general educational schools will be enrolled in “E-school – e-training” program.

The services to enable high school students to choose their professions depending on their interests and talents will be developed and supported.

The Cambridge educational standards will be fully introduced in general educational schools.

Equipments and technical tools of laboratories for natural sciences, physical training, technical and technological subjects will be renovated in schools.

Outside areas of nurseries, kindergartens and schools will be made green parks, physical training fields will be equipped in line with the modern standards.

Kitchen equipments for nurseries, kindergartens, schools and dormitories will be renovated.

Nurseries, kindergartens and schools that are currently not connected to the central engineering network, will be connected and supplied with modern sanitary rooms and hot water facilities.

All general educational school students will be fully supplied with textbooks. Content, standards and technologies to train teachers will be aligned with

international standards. Professional skills of teachers will be developed, labor value will be enhanced,

and the wage and benefit system will be optimized. “Teachers’ Palace” will be established in provinces to support re-training and

professional development of teachers, and regional summer centers for teachers and students will be expanded.

Schools with 3 shifts will be made to have 2 shifts as a priority, and in some cases where conditions allow, schools will be switched to one shift.

The national network of informal education will be strengthened, and distance, seasonal, mobile and online forms will be expanded.

Lifelong continuous education of citizens will be supported.

The vocational education and training will be switched towards capacity based

training system. The operations of vocational educational and training

institutions will be aligned with demands of the labor market and requests of

employers, and a number of vocationally skilled workers will be increased.

Quality of vocational education will be improved. Within the framework of vocational educational system, a realistic mechanism of

social partnership and inter-sectoral coordination will be created, and no less than 15,000 professionals will be trained.

Sufficiency and supplies of classrooms, dormitories, training centers and laboratories of vocational educational institutions will be improved and technical and technological renovations will be made.

Stipends for vocational training schools’ students will be matched with university and college stipends.

Incentives will be provided for business entities and organizations for organizing effective vocational training in their premises.

A new model of self-sufficient vocational education and training budget will be

introduced, and the financing environment with numerous financing resources

will be created.

For all levels of vocational schools, school facilities and dormitories will be

restructured as campuses, and service centers will be established.

Quality of higher education will be improved and aligned with the needs of the country’s development.

Quality of higher education will be enhanced, and the opportunities for young people and citizens to obtain higher education aligned with international standards in the home country will be expanded.

Higher education financing will be enhanced in correlation with its quality and results.

Support will be given to students from the countryside to study in universities abroad.

Higher educational institutions in regional centers and local areas will be strengthened, and their training quality will be enhanced.

The programs on re-training, advanced training and International exchange of teachers, students and academicians will be implemented with best international colleges and universities.

Inter linkage between training, research and industry will be enhanced, and new

structure of independent status as “entrepreneur” of universities will be

supported.

The integrated network of libraries and information centers of universities will be

created, and technical renovation will be undertaken.

Branches of world leading universities will be opened.

The works to establish “University campus” in Baganuur district of the capital city will be commenced, and at least 30 % of the works will be executed.

Programs to improve English language capabilities of university teachers will be implemented.

Scientific research and study of university teachers and academicians will be supported, and project funding will be doubled.

Programs and projects to support part-time employment of students and increase their income will be implemented.

Scientific and technological innovations will become the guide for the socio-economic development of the country and the development factor for competitiveness of the country in the international arena.

Scientific and technological parks will be developed, and economic incentives for government-science-business partnership and introduction and localization of new technologies will be created.

Investments, donations and assistance made by business entities for introduction of scientific and technological achievements and innovations will be reduced or exempted from taxes.

The fund of innovations, ventures and capital will be created. Value of intellectual property will be enhanced. Economic benefits of the sector will be drastically increased through setting up

start-up companies under the umbrella of scientific organizations. Professional researchers trained in highly developed countries will be provided

with favorable conditions to work in the home country. A modern scientific institute equipped in line with international level will be

established to work in the area of the national development strategies. The program to train and build capacity of scientific and technological sectoral

researchers will be implemented. Laboratories and experimental facilities of scientific institutions will be

strengthened, and a number of scientific professionals will be reached to the average level of Asian countries.

The budget to fund scientific research by the government will be increased to the international level.

Outcomes and results of the research in natural and social sciences will be used for government policy making and result evaluation.

The national program to develop Mongolian studies will be developed and implemented.

High-tech transfer centers will be established under umbrella of universities. Space studies will be developed, and a national satellite will be launched.

The favorable economic and intellectual environment and conditions to cherish

national culture and arts, to protect cultural heritage and to make cultural

services equitably available to the citizens will be created.

The cultural policy to enlighten the young generation and to nurture to become patriotic and humane citizens confident in the future will be pursued.

The program to train specialized human resources in culture and arts domestically and abroad will be implemented.

The activities to preserve, protect and promote cultural tangible and intangible heritage and to promote cultural artifice will be intensified, and they will be put into economic circulation.

The research and development and methodological laboratory of unrivalled cultural and arts heritage of the Mongolian nation will be established, and new intellectual productivity will be created.

The accessibility of cultural and arts services for rural people will be increased, and distance and mobile services will be introduced.

Professional art theatres, national libraries and museums coherent to international standards will be built.

The government will support and fund production of historical movies.

Organization of regional, continental and world festivals, competitions and exhibitions of Mongolians in the home country will be supported.

The national culture will be developed along with the world best cultures, and the folk arts will be supported by the government.

Professional arts organizations and artists making significant contribution in developing classical arts and traditional arts will be supported by the government.

TWO.CITIZEN-NATURE, ECOLOGY

Eco friendly development, a favorable environment for citizens

Environmental pollution and nature degradation deriving from man power will be

halted and healthy and safe living conditions for the population will be created.

A program to upgrade ecological education for all will be launched and implemented nationwide.

Natural resource reserves on the basis of ecological and economic evaluations will be properly used, and manufacturing of ecologically clean raw materials and products will be developed.

Participation of citizens, citizens’ cooperatives and business entities in protection of nature and environment and rehabilitation process will be expanded, a number of workplaces and citizens’ income sources will be increased and legal, economic and administrative reforms will be undertaken.

Responsible mining will be developed, advanced technologies will introduced, comprehensive rehabilitation of deteriorated environment according to standards will be imposed and conditions whereas particular land is used only for the purpose of a settlement zone and/or pasture land will be created.

Use of natural resource will be improved, and the foundation for green development and green economy will be created.

An inter-sectoral integrated land system whereas land use, land possession and

land ownership relations are compatible to the standards of market economy will be created, and a comprehensive policy to protect and rehabilitate all kinds of resources will be implemented.

An integrated system on use of water reserves will be created.

The population with water supply that meets hygienic requirements will be provided, and new reliable sources of drinking water supplies in the capital city and settlement areas experiencing shortage of water supply will be created.

Sustainable use of forest, its accompanying resources, forest protection and rehabilitation will be intensified.

Special protection areas with presence of rare, endangered and economically valuable animals will be undertaken, and comprehensive measures to prevent from natural disasters and infectious diseases will be implemented.

Oppression of pasture land, use pastures on rotation basis will be decreased and legal and economic conditions to undertake natural and intentional rehabilitation of pastures will be created.

A program to improve household and hazardous waste management will be formulated, and factories to process waste and raw materials will be built.

Natural resource deficiency, environmental pollution and degradation will be

halted, and healthy and safe living conditions for citizens will be created.

Integrated system to impose compensation for environmental pollution, ecological taxation and monitoring will be created, and environmentally friendly ecological clean technologies will be supported.

Healthy living conditions for citizens by undertaking regular monitoring of air, water and soil pollution in the capital city, large cities and settlement areas, informing the public on results on timely manner will be ensured, and necessary measures will be taken.

The land abandoned after deterioration due to mining exploitation will be rehabilitated.

Advanced technologies to purify and re-use waste water in large cities, settlement areas and from mining production will be introduced.

A policy of using more surface water reserves for industrial and household use will be implemented.

The implementation of the program “Climate change”, the national program to combat desertification and the national program “Green wall” will be ensured, and national capacity to reduce negative consequences of climate change and prevent from natural disasters will be created.

Each bag and soum will protect rivers, streams and sources of headsprings, and will prevent them from drying out and evaporation.

Preventive measures against risks and damages which might be caused by climate change and natural by ensuringe that weather forecast is done with high accuracy will be undertaken and delivered to users on timely manner.

The best and latest technique and technologies in using natural renewable energy and reserves will be introduced.

Activities to reduce greenhouse gases by increasing green facilities and surface water reserves with the support of international cooperation will be implemented.

THREE.CITIZEN-ECONOMIC DEVELOPMENT

1. Macroeconomy

GDP per capita in 2016 will be reached USD12,000.

A development-oriented budgetary policy aimed to ensure macroeconomic balance will be implemented, and budget efficiency will be enhanced.

Budget responsibility will be enhanced, and major development projects with budget investment, credits and guarantees of the Development bank, and domestic and foreign inexpensive sources will be financed.

A nationwide policy on “Green economy” will be formulated and implemented.

A taxation reform policy will be implemented, and taxation-tier system in conjunction with revenue and profit by imposing business income tax of 1% for small and medium enterprises will be changed.

A threshold for imposing value-added tax will be reached to 200 million tugrugs.

Value-added tax for main food products of national production (meat, flour, vegetable oil, potato, vegetables etc.) will be nullified.

Household production will be supported with tax and credit policy, and the ratio of middle-income group will be increased.

An integrated data system on budget, tax and customs will be developed to be open and transparent, and will be completely switched to e-service form.

In order to support small and medium enterprises, cooperatives and household business, credit volume from the state budget will be annually increased by at least 150 billion tugrugs, and the revolving fund will be reached up to one trillion tugrugs.

Internal stock markets by issuing long term government bonds will be supported.

Measures to facilitate bank loan guarantee will be undertaken.

An efficient mechanism to regulate prices of products, which directly impact on the country’s economy and citizen’s lives, on the basis of real costs and expenses will be created, and a state policy to protect the market from inflation and price boosting will be implemented.

2. Mineral resources and heavy industry

The mineral resources sector with the visionary and well-thought policy will be

developed and its legal environment will be improved.

A government policy on mineral resources which is based on national consensus will be formulated and implemented.

The Law on mineral resources and legal documents upon conducting extensive public discussions polls on the following issues will be amended.

A special license for mining exploration will be issued by the Government.

When issuing a special license on exploitation, economic efficiency and principles of conforming with the nature will be followed, decision is to be made based on opinions of local citizens and by a principle of selection.

A number of licenses to be possessed by one legal entity will be limited.

Criteria will be modified, a list of strategically important deposits will be expanded, and a policy that Mongolian counterparts own at least 50% of shares will be ensured.

When exploiting deposits whose exploration and survey was conducted with the state budget, state participation should be at no less than 51 percent.

State should collect tax on income deriving from selling a special license to others.

Legal environment to prioritize involvement of national business entities in exploration, exploitation and processing of mineral resources will be created.

A package of laws on the mineral resources sector in conjunction with the national interests will be adopted, and complex legal reforms of the sector will be undertaken.

Investment for geological survey and exploration of mineral resources will be increased and the state mineral resource fund will be increased.

A policy to restrict participation of investors of only one country in exploration and exploitation of mineral resources by types of mineral resources will be pursued.

The results of geological exploration and surveys of mineral resources conducted with state and private funds in accordance with the methodology that meets international standards will be collected and processed, and the national geodatabase will be fully updated.

Transparent, responsible, efficient, socially and environmentally friendly mining

will be developed, and production of final products will be supported and a new

stage in regional development will be achieved.

Openness, transparency and efficiency of operations of business entities managing strategic deposits will be ensured, and management and financial system that meets international standards will be introduced.

Based on Oyutolgoi deposit, an ore dressing factory which could produce average 40 million ore per a year, and a pure copper factory to process copper concentrate of Erdenet and Oyutolgoi will be constructed.

Tavantolgoi deposit will be 100% under the ownership of the country people, and a policy of delivering its benefits to Mongolians will be implemented.

Domestic processing of iron ore and raw coal will be supported.

Based on Tumurtei and Tumurtolgoi deposits, an Iron and steel complex in Darkhan and Selenge regions and a metal processing factory in Choir will be constructed.

A processing factory based on mixed metal deposits of Tumurtiin Ovoo, Ulaan and Tsav will be built.

A Mining-Energy-Coke chemical complex industry based on coal deposits of Tavantolgoi of Umnu-Govi aimag, and a Mining-Energy complex based on coal deposits of Nariinsukhait of Umnu-Govi aimag, Khoshoot of Khovd aimag, Shivee-Ovoo of Govisumber aimag will be built.

An issue of building a coal-chemical complex in Baganuur, Sainshand, Choibalsan will be studied and decided.

Techniques and technologies of iron ore processing factories in Arkhangai and Dornogovi aimags will be upgraded and their efficiency will be increased.

A national gold purification factory will be built.

The Asgat silver deposit in Bayan-Ulgii aimag will be put into economic circulation.

A national factory of import-substituting construction materials compatible to international standards in coordination with the regional development policy will be built.

Small and medium enterprises, supply and delivery chains as satellites to mining and heavy industrial complexes will be developed, and a cluster model will be used.

A policy of developing mineral resources, animal husbandry and agricultural sectors with rational and interrelated approach will be pursued, and gradual measures to establish a mining-agricultural complex will be implemented.

Nationwide programs such as Mongol fuel, Mongol iron, Mongol copper, Mongol gold, Mongol fluoride, Mongol cement, Mongol armature, and Mongol vegetable oil within the framework of new industrialization policy will be formulated and implemented, the most of domestic needs will be supplied, assortment of export products will be increased, and production of new import-substituting products will be created.

3. Capital market, wealth distribution management

Stock markets will be developed, a national consensus on using and distributing

natural wealth will be initiated, understanding and positions of political parties,

civil society organizations and citizens will be unified, and sustainable

development will be ensured.

“National wealth accumulation fund” to optimally continue a policy of “Human development fund” will be created and realistic financial sources to be used for socio-economic development, overcoming unexpected risks and storing for the future use will be compiled.

Legal environment for the pension fund will be improved and will put into efficient financial circulation.

Small investors in the development process of the country will be involved and enable them to benefit from the development.

Companies which own strategic deposits, national large public and private enterprises to become open shareholder companies will be encouraged.

Economic benefits of shares of Erdenes Tavantolgoi company being allocated to

each citizen within the framework of “National wealth for each citizen” will be increased, and also their value will be increased.

Compensation at the current market rate on mining companies which are operating based on deposits whose geological survey and exploration was conducted with the government fund will be imposed.

4. Trade policy

Mongolia will be developed as a competitive and developed country with the

focus on directing the foreign and domestic trade policy to ensure sustainability

of the domestic market and maintain optimal state of export and import.

The total foreign trade turnover will be increased by 4 times in comparison with the current volume.

Legal environment of trade policy, and create customer-respecting service will be improved.

Foreign trade policy will be focused on ensuring sustainability of the domestic market and increasing the assortment of national brand products and services competitive in the world markets.

Legal environment to ensure that domestic market needs are supplied with imported goods that meet quality and safety requirements will be created and implemented.

Infrastructure aimed to reduce barriers of foreign trade will be created.

Partnerships and free trade agreements with foreign countries will be established, and favorable conditions for customs and tax reliefs, exemption and export will be created.

It will be cooperated with the major suppliers of the world markets on the issues of prices and supply conditions for main export products such as copper, coal and cashmere, and legal environment to sell those products by international market prices will be created.

National programs “Mongol export” and “Mongol import” will be formulated and implemented.

5. Agriculture and food industry

Healthy, safe and organic food supply for the population will be increased and

conditions to become a country that exports meat, wool, cashmere, hide and

leather products will be created.

The cooperative campaign will be launched, cooperatives will be promoted, and a national network to stock agricultural originated goods and raw materials in all soums will be created.

A favorable legal and economic conditions to develop cooperatives will be

created, and support with tax reliefs, exemption and loans will be provided.

Conditions for cooperatives to run animal husbandry, agricultural and other production and services will be created, and their products through stock exchanges will be sold.

Each herder household will be an official producer. Herders in trainings to equip them with required skills as “Herder-businessman” will be enrolled, and young generation of herders will be continuously prepared.

Herd’s structure by upgrading veterinary and reproductive works to the new level will be enhanced.

Intensified and traditional pastoral animal husbandry in combined manner will be

developed.

The implementation of “State policy on herders” and “Mongol cattle” national program will be intensified and public offices of veterinary and reproductive service in all soums will be strengthened.

Percentage of large-sized cattle and marketable cattle will be increased.

Legal environment to combat against livestock theft will be reinforced, and information and incentive system by expanding legal control and citizens’ participation and monitoring will be created.

Domestic needs of vaccine and diagnosing devices preventing from animal infectious diseases by supporting domestic production will be fully met.

Veterinary service closer to herders by having one veterinarian in each bag will be made.

Legal environment for sustainable use and ownership of pasture land will be upgraded, and participation of business entities and citizens in protection, fertilization, cultivation of perennial plants, maintaining and improving pastures will be increased.

Measures to protect cattle from natural risks by preparing 2 months’ reserve of cattle fodder and establishing fodder manufacturing workshops in soums with means of increasing growth of hay and pasture crops and planting sown forage will be undertaken.

Pasture land irrigation to 70% by enhancing rural water supply and sufficiency will be upgraded.

Supply of small-sized tractors and its accompanying devices with the purpose of facilitating agricultural production and increasing productivity will be improved.

Support in setting up approximately 500 farming enterprises in areas close to central and settlement areas with large population will be provided.

Initiatives of poultry, bee, bird and fish farming among business entities and households with tax and credit policies will be encouraged.

Domestic needs with ecologically clean agricultural products will be fully

accommodated and become an exporting country.

The 3rd Atar campaign will be continued, plantation production in western and

eastern aimags will be restored and expanded, and “Vegetables” and “Sea buckthorn” programs will be implemented.

A policy to fully accommodate demands of wheat, flour, potato and vegetables with domestic production will be continued.

A system to purchase wheat from farmers at market price in case of necessity will be introduced.

The size of crop fields with engineering irrigation system to 100,000 hectares will be increased.

Expansion of hay and harvest fields with irrigation system will be supported by establishing pools accumulated with rain water.

Demands of main crop seeds will be fully accommodated with domestic production by creating drought resistant, fast growing and highly harvested type of crops by using modern selection methodology and introducing it to a production line.

Technical capacity to perform seed planting in 10 working days and harvesting in 21 working days will be built up, and production of potatoes by 100 percent and vegetable production by 50 percent will be mechanized.

Domestic production of some equipment, spare parts and irrigation devices for agricultural use with credit and taxation policies will be supported, and the foundation for production of machinery, equipment and devices will be built up.

The population with nutritious food of fine quality and hygienic guarantee will be

supplied.

An optimal preservation and sales network will be created and storages and warehouses to store 500 thousand tons of crops and at least 300 thousands tons of potatoes and vegetables will be built.

In order to protect from droughts and other risks, reserves of marketable wheat equal to at least 30 percent of annual wheat harvest will be created.

Activities of agricultural stock exchanges will be stabilized and modern food complexes in Ulaanbaatar, Darkhan and Erdenet cities will be built.

A state reserve with purpose of stabilizing supply and delivery of main food products for the population will be created.

The prices of the main food products under state regulation and control will be maintained, and t a policy to protect from price explosion will be implemented.

Production of food products processed with industrial methods will be increased and at least 60 percent of meat and at least 40 percent of milk demands of the population in urban areas will be accommodated.

Factories that would buy cattle at average market prices and operate butchering and processing of meat, raw materials of animal origin and leather in all aimags will be built.

Technical requirements of food quality and security in line with international standards will be updated, the control system will be strengthened, and measures to enroll in international accreditation will be undertaken.

6. Light, and small and medium enterprises

Support in building a national cashmere consortium and a hide and leather processing industrial complex will be provided.

In connection to economic circulation of strategic deposits, initiatives to build light and food industries in those regions will be supported.

A public service complex in each soum will be built in order to make public services closer for rural people, a favorable living environment for people in rural areas will be created and workplaces for small and medium entrepreneurs will be provided.

7. Rural development policy

Healthy, safe and favorable environment for rural people will be created and the

quality and accessability of basic social services provided by the government to

the level of urban areas will be upgraded.

A program to create a model aimag, soum and bag will be formulated and gradually implemented. Centres of soums and bags will be comprehensively furnished as complexes, and “Soum development” program will be implemented.

The projects “New soum center”, “Hardworking soum”, “New center of public service” and “Cooperative campaign” will be implemented in a cohesive way.

The process of building new integrated and partial heating system, networks of cold and hot water and sewage lines in soums will be gradually undertaken, and citizens in soum centers with drinking water that meets standards will be fully supplied.

A policy that is coherent to remote location of the population from centers and the regional development will be implemented.

Gaps of quality, accessibility and favorable learning environment in education services being provided to rural population will be reduced.

Quality and accessibility of health and social protection services will be upgraded, and conditions to provide quality caretaking and welfare services to elderly people will be created.

National sports, games, culture and original arts will be promoted, and quality and accessibility of physical training, sports, cultural and arts services will be improved.

Financial services to be delivered to soums will be made faster, and frequency of postal delivery to 4 times per week will be increased.

The concept of regional development will be updated and the regional development policy will be intensified. 8. Infrastructure

Road and Transportation

The national network of highways, railways and air traffic connected to the

International network of highways will be developed.

The progress of developing “Millennium road” will be intensified, the highway network connecting Ulaanbaatar city with aimag centres will be built, and auto routes to reach to some border points will be constructed.

Passengers and freight transportation centers will be established in Ulaanbaatar city, regional centres and major border points.

The issues related to connecting the strategic deposits such as Oyutolgoi, Tavantolgoi and Nariinsukhait with the central and basic infrastructure networks will be resolved as priority.

Transportation and transmission capacity of railways will be upgraded.

The Eastern and Gobi regions will be connected by railways, and new railway opening up access to sea will be constructed.

The air transportation will be intensively developed, a number of flights and passengers will be increased, prices and tariffs of domestic flights will be optimally reduced, and modernization of the aircraft fleet will be intensified.

Fuel and Energy

The fuel and energy sector will be developed as the sector to ensure economic

growth and sustainable development of Mongolia.

A policy to maintain prices of electricity, heating, energy and petroleum products at the same level throughout the territory of Mongolia will be implemented.

The program “New Mongolian Electrification” will be formulated and implemented, the country will be liberated from the current dependency from energy imports and will become an exporting country.

The first shift of the thermal power plant No.5 in the Central region, the extension of the power station in Darkhan, Shuren hydropower station on Selenge river, and hydro and wind power stations with the capacity of no less than 50MW will be put into operation.

Capacity of the thermal power plant No.4 in Ulaanbaatar city will be increased by 100MW, and the heating sources of Ulaanbaatar city will be increased.

Power plants will be constructed in Tavantolgoi and Oyutolgoi and be connected with the central energy system.

Power stations will be built based on Mogoin Gol and Khotgor coal mines in the Western region and connected to the central energy system via 110-220kV air lines.

Expansion of Dornod power station in the Eastern region will be undertaken, and new source will be created and connected to the central energy system.

Construction of thermal power stations at aimag centers, large cities and

settlement areas will be gradually undertaken.

Heating supplies and consumption hot water systems will be improved in rural areas.

“Ikh toiruu” circle lined network of air lines to transmit 110/220 kV electricity in Ulaanbaatar city will be established.

Research of reserves of solar and wind energy will be increased, and parks of renewable energy will be established.

Petroleum and coking coal factories will commence production of gas, liquid

fuels and chemical products by using natural gas in coal layers.

Exploration and research of petroleum will be expanded and production will be reached to 7.5 mln barrels; the petroleum processing plants in the Central (Darkhan), the South (Sainshand), the Western (Khovd) and the Eastern (Choibalsan) regions of Mongolia will be put into operations, and will fully accommodate the domestic needs.

Exploration and research in the petroleum sector will be intensified, and the foundation of national industry to increase reserves of petroleum and increase production will be established.

National companies investing in petroleum exploration and production will be supported.

9. Urban Development and Planning

The optimal system of settlement of the Mongolian population will be created.

General development plans of industrial cities and regional centers will be formulated and execution will be commenced.

Classification, ranking and status of the capital city, its satellite cities and major settlement areas will be upgraded.

Ulaanbaatar city will become an international business center of the regional level.

Air and soil pollution of Ulaanbaatar will be lowered by reducing concentration of the population in the city.

Baganuur, Bagakhangai and Nalaikh districts as satellite cities will be formulated and implemented.

A new international airport along with a new satellite city will be built.

Projects aimed at efficiently utilizing the underground space such as development of the project “Underground city”, preparatory arrangements to build a subway and tunnel systems, will be started to be implemented.

Conditions to build apartment districts with engineering facilities will be created by connecting ger districts to centralized heating, drinking water and sewer systems.

Establishment of the modern piers, recreation zones and national parks by bending the flow of Tuul and Selbe rivers will be expanded.

The program “Housing for 200 thousand families” will be implemented in urban and rural areas, old buildings will be included in re-planning projects and exchanged with new ones, and engineering and social infrastructures in new districts will be constructed.

The implementation of the housing program for low and middle income citizens will be expanded.

The auto road network of Ulaanbaatar city will be expanded, the length of paved roads will be increased by 50%, double roads will be constructed in no less than 4 crossroads, and bridge roads will be constructed over the railway in 5 points.

3. Tourism and Communication

Foreign and domestic tourism will be concurrently developed whereas a number of foreign visitors coming to Mongolia will be reached to 1 million, and a number of domestic travelers – to 500,000.

Infrastructure, hotels and tourist camps required to intensively develop ecotourism will be established on regional basis, service culture will be enhanced, and the Chinggis Khaan complex will be built.

Eco-standards will be introduced in tourist camps, and tourism complexes at Kharkhorin city, Dornod, Khuvsgul, Khentii, Umnugobi, Dundgobi, Khovd and Bayan-Ulzii aimags will be established with consideration of national heritage, historical and natural unique formations and infrastructure development.

E-society will be set up based on the broadband high speed infrastructure.

All soums will be connected to the fiber optic basic network, and the high speed (10 Gbps) transmission network covering 239 soums, 21 aimags and urban areas of Mongolia will be established.

Infrastructure (100 sites) necessary to provide continuous information services along the railway, auto roads and borders will be established.

High speed network connecting the National Data Center with government organizations will be established.

Switching towards integrated registration and information system will be undertaken, and some public services will be provided online.

E-ID based multi-faceted services of welfare, insurance and finance will be developed.

An integrated database of national space will be established along with relevant infrastructure.

Government services based on the mobile communication technology will be developed.

FOUR. CITIZEN-FAIR DEMOCRATIC GOVERNANCE

Responsible state system ensuring transparency, professionalism, public

participation, confidence and support of citizens will be developed.

1. Legal reform

Laws and rules will be enforced, and state discipline will be reinforced.

Impact, enforcement, duplication, gaps and violation of laws will be evaluated and straightened.

Laws will be formulated in accordance with social realistic demands and requirements, draft laws will be deliberated by the general public, and ratified upon acceptance of public opinions.

A mechanism to estimate effectiveness, costs and implementation outcomes of important decisions with social and economical consequences and select the most optimal solution will be created and introduced to all state and local institutions.

All measures will be undertaken to make activities of legal institutions free from corruption, open and transparent, and to create the system which will provide equal and fair services to citizens.

Every illegal and unethical action of government institutions and officials will be punished.

Legal training and advocacy will be upgraded to the next level, and legal mentality of citizens will be improved.

Citizens will be provided with guarantee to enjoy their rights and freedoms.

Every citizen will be provided with economic guarantee to enjoy his/her constitutional rights.

Legal and social guarantees of human rights will be ensured by all means.

New principles of protecting children’s rights will be introduced based on the cooperation of family, educational institutions and children’s organizations, and national customs and traditions.

Disabled people will have their rights guaranteed and will be provided with workplaces with adequate salaries and educational opportunities.

Efficiency of citizens’ monitoring of any organization providing public services will be enhanced, and public services will be delivered on rapid and non-bureaucratic manner.

Participation of civil society in ensuring human rights will be increased.

Democratic values will be firmly protected and developed.

An optimal funding mechanism of political parties will be developed.

An integrated legal environment to enhance social responsibility of legal entities will be created based on initiatives and partnership of state, civil society, media organizations and families.

Legal, political and ethical accountability of state high-ranking officials will be enhanced.

Modern evaluation standards and methods to evaluate performance, outcomes and impacts of the development policy, organizations, units and staff will be introduced at all levels of state organizations.

Complex measures to enforce management accountability will be firmly undertaken.

Centralized systems of some government agencies will be discarded, and mandates of implementing agencies will be transferred to local governments along with budget and expenditures.

Complex measures to fight corruption will be undertaken, and national justice

system will be formed.

Legal environment will be formed and decisive actions will be undertaken to eliminate monetary influence of corruption in the political circle.

A right of citizens to obtain information about public organizations will be firmly guaranteed.

Regulation of conflict of interests will be realistically implemented, and measures to be imposed on violators will be tightened.

Legal and ethical environment will be newly developed to make policemen be civil oriented, serve and help citizens and enable citizens to be prevented from crimes.

A regulation to select government officials by their knowledge, skills and experience will be strictly followed, and intercurrence of high-ranking state officials in selection of government officials will be terminated.

Legal environment of taxation and customs agencies will be improved, and the method of public evaluation of their activities will be introduced.

All professional inspection mandates except of those which impact on national security will be transferred to professional associations and non-governmental organizations.

Supervision of the Parliament over the Cabinet will be increased and become more effective.

Legal environment whereas not a parliamentarian but the Cabinet is to initiate laws related to the budget and taxation will be created.

Political accountability will be imposed on government officials who misused his/her position.

A jurisdiction system which esteems human rights and is apart from political

Judicial reforms will be gradually implemented enhancing its independence and sovereignty.

Complex measures to enable transparency of activities, decisions and costs of the court will be taken into action.

Multifaceted measures will be undertaken to ensure the principles of isonomy and fairness of judges.

Special attention will be paid to reforms and perfection of activities of courts, prosecutors and other judicial institutions.

Conditions to ensure safety of victims and witnesses and openness of trial proceedings will be created.

In order to increase the confidence of citizens in courts and to improve judicial activities, an approach to make rationale of each decision transparent to the public will be introduced.

Immunity of social guarantees of civil servants will be eliminated, and a system to issue salaries and incentives and impose accountability based on their performance will be created.

A housing program for civil servants will be implemented, and conditions to have housing at the lowest market price will be created.

New methods and mechanism will be created to settle citizens’ claims and complaints on more rapid manner.

Independence media will be ensured and conditions to be apart from politics will

be created.

A professional media council as a media regulatory body will be established, the basic principles of free media to be apart from any outside interferences and impose no political or economic pressure will be ensured.

The principles of free media such as independence of copy desks, a right of a journalist to keep confidentiality of sources, transparency of media ownership and affiliation, realistic, balanced, accessible, not bespoken and accountable activities will be ensured to guarantee media freedom.

Media organizations will be waived from value added taxes.

A legal provision which imposes punishment on journalists for their publications will be reconsidered and changed.

Legal environment to increase social participation and powers of media and civil organizations will be enhanced.

Media freedom will be completely ensured and conformed to international standards.

3. Reform of local government

Centralization will be decelerated, the local government system will be enhanced,

and powers and accountability will be increased.

Administrational reforms will be implemented gradually.

Multifaceted measures to strengthen self-governance of local authorizes will be undertaken, and legal environment of electing and appointing government and representatives will be renewed.

Mandates of central state administration and local government will be clearly defined, and duplications will be eliminated.

Mandates to announce bidding selection to execute local works, organize their execution, monitor and carry accountability will be transferred to local government.

Citizens will have opportunity to monitor their local government, budget planning, and spending through their associations.

Role and participation of civil society organizations will be increased, and legal

regulations to transfer execution of certain state mandates and services to them

will be supported.

Legal regulations to delegate certain state mandates to private sector, professional associations and civil society organizations will be enhanced.

The policy to increase participation of citizens and civil society organizations in state policy making and implementing processes will be firmly pursued, and the environment to enable them monitor process of drafting and deliberating laws and decisions as well as their implementation will be created.

Legal environment to optimally organize public polls on certain issues with participation of local citizens will be created. Civil society organizations will be provided with possibilities to participate in decision making on development issues, monitoring their implementation and evaluating their outcomes at local, regional and national levels.

Legislation on civil society organizations will be renewed with participation of civil society representatives and in conjunction with international standards.

A structure in charge of civil society issues will be created in state central and local administrative organizations.

A long-term partnership program with civil society organizations will be developed and implemented.

4. International relations

Independence and sovereignty of Mongolia will be reaffirmed and protected.

National security and core interests of Mongolia will be continuously reaffirmed by political and diplomatic means.

The unity and continuity of the foreign policy of Mongolia to honour peace, be

open, independent and multi-pillared will be adhered.

Strategic partnership relations and friendly relations of good neighbours and cooperation with the Russian Federation and the People’s Republic of China will be reaffirmed and deepened as priority directions.

The policy of Third Neighbour will be firmly implemented, and relations and cooperation with those countries will be intensified.

Political relations with economic factors will be strengthened and benefits to be reflected in economic development will be increased.

The national security and core interests will be prioritized and adequate balance when considering political and economic real interests of foreign countries will be maintained.

Activities to represent and protect legal interests and reputation of the Mongolian state, business entities and citizens abroad will be continuously implemented.

Mongolians living and working abroad will be supported when they come back to the home country, and in first 3 years, they will be waived from personal income taxes.

The policy to facilitate visa conditions for Mongolians to travel abroad will be implemented, and for commonly visited countries, visas will be facilitated or waived.

Mongolians living and working abroad will be facilitated when travelling to the home country.

Programs to learn the national culture and language will be implemented for Mongolians living and working abroad and their children.

A system to protect rights and interests of Mongolians living and working abroad will be created, and initiatives and activities of associations of Mongolians abroad will be highly encouraged.

5. National security

The content, approaches and legal environment of the state policy to ensure national security will be updated with consideration of emerging external security environment, geo-political situation, economic safety, nature, current level, perspectives and future trends of the country’s development.

Favorable international environment of national and geo-political security will be created through deepening the foreign policy content, increasing participation, activeness and efforts in international security cooperation, enriching with new content, and expanding mutually beneficial foreign relations.

Cooperation with political parties and civil society organizations for the sake of national security will be undertaken, and their initiatives will be supported.

6. Defence policy and border protection

Reforms of state military will be continued upon the firm adherence to the principle of accomplishing defence objectives by political and diplomatic means

through strengthening military confidence and implementing policies of having Mongolian Armed Forces actively participate in the United Nations’ peacekeeping operations.

Development of defense system

Legal regulations on defence will be enhanced to renew conditions and rules of fulfilling citizen’s military duties and duration of military service of citizens graduated from higher educational institutions.

The defence budget will be made to be development budget, and budget increase will be spent on renovations of armaments, staff training, and development of military science, technology and education.

Legal and organizational foundation of local defence will be created.

Development of Armed Forces

Development of Armed Forces will be based on professional activities and staff.

Capacity and opportunities of Armed Forces to be ready to accomplish the main duty of defending Mongolia and to participate in United Nations’ Peacekeeping operations will be increased.

The integrated training centre of Armed Forces will be equipped in line with international standards, exemplary divisions of the main duty and peacekeeping operations will be established, and a system of provision and services for Armed Forces will be created.

National border protection

The policy on state border to be pursued by the government will be implemented, and professional independent status of the border protection agency will be strengthened.

The system to ensure sanctity of Mongolian borders will be enhanced, and the program to protect borders with regional consideration and based on scientific acquirements will be implemented.

Traffic capacity of Mongolian border points will be increased reaching international standards.

Social protection and legal guarantees of military staff

Remuneration and pension of military, police and emergency staff will be increased in line with the growth of the national economic capacity.

The system to provide retiring military staff with housing, ensure medical treatments of professional diseases, re-train and equip them with professions required for leading civil life will be created.

Measures to provide all officers and chieftains with housing due to their position will be undertaken.

The central military hospital, the rehabilitation centre for participants of peacekeeping operations and the network of military rest houses and nurseries will be established.

The system of citizen’s patriotic mindset and upbringing practice

Independence and national solidarity will be respected, and the program to cultivate patriotic mindset and upbringing practice in Mongolians will be implemented.

Military sports, tourism events, arts and sports competitions will be organized annually among young people and adolescents of military service age and the sports and recreational complex Shonkhor for youngsters will be restored and reactivated. IF THE PRESENT ELECTION MANIFESTO WHICH COMBINES
