DESCRIPTION
A session that provided an update on the Scoping Paper on Biodiversity and Development Co-operation, shared findings and discussed its future direction. It was also the opportunity to discuss how to increase the impact of this work. Presentation delivered by Ms Anna Drutschinin (Policy Analyst, OECD) and Jan Corlee-Morlot (Team Leader, OECD) at the OECD ENVIRONET EXPERT WORKSHOP: GREEN GROWTH, DEVELOPMENT PLANNING AND POLICY; as part of the 16th ENVIRONET meeting in Paris.

Foundation: Literature Review
Sections of Scoping Paper:1. Official Development Finance to biodiversity
2. Mainstreaming biodiversity into development policy and planning
3. Tools to address biodiversity-development trade-offs and to manage for results
4. Donor practice in partner countries: alignment and harmonisation
Purpose: • Support members in key biodiversity-related events in 2014 (WGRI 5, CBD
COP 12)
• Provide basis for joint work on Biodiversity and Development with the Environment Directorate in the 2015-16 biennium
Overview of Scoping Paper on Biodiversity and Development Co-operation
Where we’re at: Literature Review and Official Development Finance to Biodiversity
• Messages emerging from first draft of literature review– There remain few examples in the academic literature
of synergies between biodiversity and development being achieved on the ground, and of mainstreaming biodiversity into development.
– There is an important financing gap to biodiversity, which cannot be filled by ODA alone.
– ODA to biodiversity has decreased 2010-2012.
– ODA is increasingly targeting multiple environmental objectives
– 1/3 of activities go to capacity building
– LDCs and SIDS not receiving more attention than other countries
